About this file

This file is a Questions and Answers document related to Solicitation 31-6003 for Foreign Excess Personal Property (FEPP) at Aviano. A prospective bidder inquired about deposit requirements for the contract, specifically whether a money deposit, bank guarantee, or insurance policy would be acceptable and how to calculate the three-month deposit amount based on the estimated annual release of $13,000,000 and the bidder's proposed percentage allocation. The bidder's example calculation showed a total deposit of $292,500 based on a 3 percent offer.

The government's response indicates flexibility regarding customs delays and indicates willingness to work with bidders and local customs authorities to address scheduling concerns. The response directs bidders to contact the Source Control Officer (SCO) if additional time is needed for removal of property. The underlying contract opportunity (Solicitation 31-6003) is administered by the Defense Logistics Agency for the sale of surplus personal property determined excess to DOD requirements, with an estimated three-year value of $39,000,000 ($13,000,000 annually). Property is offered in "as-is, where-is" condition and includes new, usable, or repairable items classified under DEMIL codes A and Limited F, including rolling stock and vehicles.

Question:

Good evening. Do I need to pay a money deposit or would a bank or insurance policy also be acceptable?

We don't quite understand the three-month deposit. Should it be calculated based on your annual release of 13,000,000 in this case, or on the percentage we offer?

Example We offer 3 percent So the deposit is 13,000,000 x 3 390,000 32,500 x 3 x 3 292,500 Total deposit 292,500 Is this correct?

Answer:

We understand that customs may cause a delay in our schedule. Therefore, we are willing to work with you and local customs. If you need additional time to remove, please contact me, (The SCO) and we can work to resolve.
