About this file

This document is a Questions and Answer (Q&A) addendum for Invitation for Bid (IFB) #3160007282 issued by the Mississippi Forensic Laboratory (MSFL) for Customized Testing and Reporting Services for Human DNA Testing. The Q&A document addresses seven specific questions from potential bidders regarding the scope of work, pricing structure, and submission requirements. Key clarifications include confirming that price per case should cover extraction, quantification, amplification using Globalfiler, 3500/3500xl analysis, and GMIDX analysis, with Forensic Genealogy (FGG) and database upload to be priced separately. The total available funding for the project is currently expected to be $210,000, with the number of cases dependent on the per-case pricing.

The Q&A document provides additional insights into bidding requirements, such as allowing vendors to submit a short explanation of their proprietary services and confirming that YFiler Plus can be priced separately since not all samples will be male. Bidders are advised that the award will be made to the lowest, responsive, and responsible bidder. While the document does not specify exact case volumes, it indicates flexibility in service pricing and encourages detailed, transparent pricing for various DNA testing methodologies including extraction, Auto STR, Y-STR, mitochondrial DNA, and database upload services. The procurement appears designed to establish a comprehensive, adaptable forensic DNA testing contract with clear expectations for service delivery and pricing transparency.

3160007282 Questions and Answer II

IFB # 3160007282 Customized Testing and Reporting Services Human DNA Testing for

MSFL

April 15, 2025

Question 1:

Bid Form (Part 1), page 7 21:2.2 Scope of Work, page 7: The pricing sheet has 1 line for total cost – what should be included in this cost?

• In the scope of work it states:

“The vendor must submit pricing per service requested; for example, price should include a separate cost for extraction, quantification, Auto STR, Y-STR, mitochondrial DNA, Forensic

Genealogy/SNP, and database upload and records searching, and be available as a la carte services.” But the pricing sheet is line 1.

• Can you add a line item for each service requested since each case would not necessarily require each test.

Answer: Yes

Question 2:

Bid Form (Part 1), page. 21:2.2 Scope of Work, page 7: Given the scope of services and request for services but only 1 line for pricing, what are you considering and how are you choosing low bidder?

Answer: Award will be made to the lowest, responsive and responsible bidder.

Question 3:

Bid Form (Part 1), page 21: Can you separate or remove the Family Tree and GED match upload fees from the pricing sheet? These fees are set and paid to a third party and subject to change.

Answer: Please provide current pricing for having the sample uploaded in the scope of this project.

Question 4:

Bid Form (Part 1), page 21: Can we add additional line items to include other services or include our full-service pricing? There are services that these cases may require that are not listed. Like enrichment for WGS, mixture mitigations, etc.

Answer: No

Question 5:

2.2 Scope of Work, page 7: Approximately how many cases are there for this contract?

Answer: The number of cases depends on the price per case: there is a maximum amount on a grant. We currently expect $210,000 to be available.

Question 6.

4.4.3 Bid Submission Format, page 14: In addition to the required documents, can we submit short explanation of services as they are proprietary and unique to each laboratory.

Answer: Yes

Question 7:

Page 7, under Statement of Work, 5th bullet: Please confirm that for the all-in per case price. A

Vendor should assume the case undergoes each of the outlined services in Section 2.2. (eg, extraction, quantification, auto STR, YSTR, mito, SNP…)

Answer: Price per case should include extraction, quantification, amplification using

Globalfiler, 3500/3500xl analysis, and GMIDX analysis. FGG and database upload can be priced separately since we will not know if FGG is needed until after we upload to CODIS and determine if there is a hit or not. YFiler Plus can be priced separately since not all samples will be male.
