About this file
This modification to a solicitation provides answers to questions from potential offerors for an indexing and editing support services contract. The Nuclear Regulatory Commission seeks these services to support indexing and editing of NRC issuances and opinions. The incumbent contractor is identified. No limits are placed on the number of past performance questionnaires offerors may submit with their proposals. The modification clarifies that offerors are to complete sections 1 through 5 of the past performance questionnaire, with the remaining sections for references. It also notes one section of the solicitation will be corrected to show the questionnaire is two pages rather than four. The period of performance is listed as April 1, 2020 through March 31, 2025.

Request for Proposal (RFP), Nuclear Regulatory Commission Issuances (NRCI’s) and Opinions Indexing and Editing Support Services
Solicitation Number: 31310020R0007 – Question and Answer 1
The following are questions asked by potential offerors as well as their corresponding answers:
Question No. 1: Is there an incumbent? If there is, what is the contract number?
Answer: Yes, there is an incumbent. The previous contract number is NRC-HQ-13-C-10-0046.
Question No. 2: Past performance requirements, page 81, can offerors submit CPAR reports in lieu of questionnaires?
Answer: No, the offeror cannot submit a CPAR report in lieu of the past performance questionnaire.
Question No. 3: Past Performance requirements, page 81, is there a minimum or maximum number of questionnaires that the Government is requiring?
Answer: No, there is no limit for the number of past performance questionnaires that can be submitted.
Question No. 4: Attachment 2 Past Performance Questionnaire, could the government clarify what section offerors are to complete? The document is 2 pages and not the 4 pages described in the RFP.
Answer: The offeror is responsible for completing Sections 1-5 of the questionnaire, and the remaining sections are to be completed by the reference(s). In addition, the Past Performance Questionnaire is only 2 pages and not 4 as stated in the solicitation. The typo listed in the solicitation will be corrected via this modification and a conformed copy will be available for the offeror to view.
All other terms and conditions remain the same.
