About this file
This document is a Questions and Responses file for USCG Solicitation 31140PR260000123, addressing offeror inquiries regarding waste removal and disposal services.
The solicitation concerns hazardous waste management services, including Universal Waste (particularly batteries), refrigerant cylinders, and other chemical containers requiring proper handling, transportation, and disposal. Offerors must provide a single, firm-fixed price covering labor, transportation, and disposal costs without itemized breakouts. The USCG confirmed all listed waste containers are structurally sound and transportation-ready, eliminating the need for contractor-funded overpacking or repackaging. This is a new requirement with no historical pricing or incumbent vendor information available. A single purchase order will be issued to the successful offeror based on stated evaluation criteria. The budgetary estimate for 2026 services is source selection sensitive and will not be disclosed. Liquidated damages are not applicable. Regarding quantities, Universal Waste items such as batteries may experience growth, while other containers will remain at exact specified weights. Safety Data Sheets and analytical data will be provided to the successful vendor post-award rather than before proposal submission. The document includes photographs of refrigerant cylinders and various waste containers, demonstrating their current condition and DOT markings, along with a Safety Data Sheet for B&B 3100 technical cleaning solvent addressing hazard classifications, handling procedures, and regulatory compliance information.

Question or Comment Number Question/Comment USCG Response
How should the pricing be provided to USCG? There will be Labor, Transportation, and Disposal. Are we required to separate these or provide a wrapped rate?
Offerors should provide a single, firm-fixed price for the entirety of the effort. Quote does not need to be broken out by work element.
Should pricing assume the listed weights are final, or should contractors anticipate quantity growth?
There is the possibility of quantity growth on Universal Waste such as batteries. Other containers would be exact
Will SDSs and analytical data be provided prior to proposal submission or only after award? SDS and analytical data will be provided to the successful vendor post-award.
Can the Government confirm whether all listed waste containers are transportation-ready (i.e., structurally sound, properly characterized, and DOT-compliant), or should the contractor include costs for overpacking, additional characterization, and repackaging of deteriorated containers? All containers are structurally sound and transportation-ready
Could you provide any historical pricing information or details on previous awardees? This is a new requirement. No historical pricing will be provided.
6 Who is the current vendor/incumbent? This is a new requirement.
7 Can a copy of the current contract be provided? This is a new requirement. No historical contract will be provided
What is the budgetary estimate for waste removal and disposal services for 2026? This information is source selection sensitive and will not be released.
Are liquidated damages applicable to this bid? If yes, please provide the details. Liquidated damages are not applicable to this requirement.
10 Is this intended to be a single-vendor contract?
Yes. A single purchase order will be issued to the successful offeror based upon the evaluation criteria listed in the solicitation.
Section 11.2, Cont.ID 24625: Are the cylinders in shippable condition?
(i.e. are valves intact and are there any valve covers present?) Can USCG please provide photos of each cylinder showing any DOT markings and numbers present on the cylinders and valves? What was the generating process for the refrigerant cylinders?
Pictures provided show multiple images on the various cylinders. The generating process for the refrigerant is removal from appliances.
Section 11.2, Cont.ID 25645: Can USCG please provide the Safety Data Sheet (SDS) for Cont.ID 25645, listed in Section 11.2 Provided.
