About this file
This document appears to be a set of questions and answers related to a federal contract opportunity for painting and floor maintenance work for government-owned housing units in Buzzards Bay, MA.
The key details are:
- The Scope of Work includes preparing and painting interior and exterior surfaces (walls, ceilings, doors, trim, etc.) as well as painting basement floors which have previously been painted with a dark gray deck-type paint.
- The contractor inquired about whether spraying and back-rolling walls, trim, and doors is permitted, and the agency confirmed this would be allowed as long as all non-painted surfaces are properly masked.
- The contractor asked about invoicing after completion of each unit, and the agency indicated that not all units will be available at once due to current residents.
- The agency has scheduled a site visit on April 26, 2024 for interested parties to attend.
- Pricing for the floor recoating work can be included in the unit costs.

Buzzards Bay MA Paints and Floors work for govt owned housing Questions:
1) In the SOW where it says exterior storm doors, entrance doors and trim are to be painted. Is the exterior “trim” just referring to the door jamb itself? We are removing the screen doors from our homes, so, the trim that will need to be painted is strictly the jams and the exterior wood trim right around the door.
2) It reads we are to paint the basement floors. Are the basement floors concrete, have they previously been painted, and if so with what? Basement floors that will require painting are concrete and have been painted before. If there is loose or chipping paint, our crew will scrape that back. The floors are painted with a dark gray deck type of paint.
3) The SOW states that ceilings, basements, and garage spaces are the only areas where spraying is allowed. Being how the ceilings will be sprayed everything else will be adequately masked off allowing for walls, trim, and doors to be sprayed as well. Spraying is significantly more efficient than brushing and rolling, especially considering the trim walls and doors will go the same color and sheen. It would save a significant amount on labor and result in a better finished product. Can spraying and back rolling the walls, trim, and doors be permitted as this is typical industry standard? We will allow spraying as long as all surfaces that are not intended to be painted (floors, door hardware, smoke detectors, etc.) are masked off and any drips/runs are back rolled.
4) In Part 11 of the SF 18 form regarding price, nowhere is the screening and recoating of the floors mentioned. Where are we to include the floors price or is it supposed to be roped into the individual units’ prices? The price of the floor recoating can included in the cost of each unit, either as a line item or a note stating the floors are included in that quote.
5) Will all the units be available at once. Having them all accessible keeps costs low because aspects of the work can be performed simultaneously, streamlining the process across all the units requiring work. No, unfortunately, not all of the houses are unoccupied at this time and my crew can not get in to prep them for paints and floors until the current resident moves. My crew will work hard to have houses ready as soon as they can.
6) Can pictures be provided? I have set up another site visit for this Friday, 26Apr2024 at 1:00pm, if you’d like to attend or send a rep. Please be advised that everyone in your party will need a valid ID and the vehicle they’re in will need to be registered and inspected to clear security at the gate.
7) Can we invoice after the completion of each unit?
