About this file
This is a Questions and Answers document for the Base Alameda Building 18 Stairwell Painting contract solicitation. The document clarifies scope requirements and technical specifications for painting and LED light fixture replacement work in four stairwells at the facility.
The work scope includes LED light fixture replacement (two 4-foot by 2-foot fixtures, one per stairwell in Stairwells 3 and 4), surface preparation, lead-based paint encapsulation using ASTM E1795-compliant products, and painting of walls, hard ceilings, painted banisters, and door frames. The contractor is responsible for disposing of existing fluorescent lamps and ballasts with proper hazardous material handling and documentation. Lead paint encapsulation applies only to stable surfaces; unstable surfaces requiring abatement are excluded from scope and shall be identified for future government action. Only one stairwell may be closed at any given time during execution. The contractor must test debris prior to disposal using current environmental standards and bear all associated sampling and laboratory costs. The government has provided no preferred LED fixture specifications and no preference for encapsulant products, allowing contractor proposals subject to approval. Building dimension drawings, ceiling heights, square footage, photographs of existing fixtures, and LED fixture specifications were not available at document publication. Davis-Bacon wage rates current at solicitation close will apply to pricing and compliance requirements.

Base Alameda Building 18 Stairwell Painting Questions and Answers
1. The SOW requires supply and install one new 4-foot by 2-foot LED light fixture per stairwell (stairwell 3 and 4). Please confirm the quantity and provide any minimum fixture requirements that should be priced, including voltage, lumen/CCT requirements, listing requirements, controls/ballast-bypass expectations, and whether a licensed electrical trade/permit is required for this work.
Answer: Two lights are required, one per stairwell.
2. The SOW states that unstable surfaces that cannot be encapsulated are to be identified for future abatement. For the base scope, what degree of scraping/removal of loose or failing lead-based coating should oƯerors include before encapsulation, and is there a specific debris-testing method or disposal standard the Coast Guard expects before oƯ-site disposal?
Answer: Excessive peeling that cannot be covered with standard painting shall be considered requiring abatement.
3. Are there any existing drawings or dimensions available for Building 18 stairwells?
Answer: This information is not available at this time.
4. Solicitation section J references Davis-Bacon Wage Determination CA20260018, Modification 6 (July 14, 2026). SAM.gov now shows Modification 7 dated September 3, 2026 for the same wage determination. Please confirm which modification oƯerors should use for pricing and compliance, and whether an amendment will be issued if Modification 7 controls.
Answer: The government shall use the wage rate requirement document current at the time the solicitation closes.
5. Does the Government have drawings, dimensions, approximate square footage, ceiling heights, or other measurements for the four stairwells and surfaces requiring preparation, encapsulation and painting?
6. Could the Government provide photographs and the approximate mounting height of the existing 4' × 2' fluorescent fixtures located in Stairwells 3 and 4?
7. Are there required specifications for the replacement 4' × 2' LED fixtures, including voltage, wattage, lumen output, color temperature, emergency/battery-backup capability, dimming, or an approved manufacturer/model?
8. Please confirm whether the electrical scope is limited to removal of the two existing fluorescent fixtures and installation of two new 4' × 2' LED fixtures using the existing branch circuits, wiring, switches and controls, assuming those components are serviceable.
Answer: Two lights are required, one per stairwell.
9. Is the contractor responsible for disposal of the existing fluorescent lamps and ballasts, including any required mercury, PCB, or hazardous-material handling/documentation?
Answer: Yes
10. The SOW states that stable lead-painted surfaces are to be encapsulated and that unstable surfaces are to be reported to the onsite representative and Contracting OƯicer and identified for future abatement. Please confirm that removal/abatement of unstable lead-based paint is not included in the contractor's scope under this solicitation.
Answer: This requirement is for encapsulation only. No abatement shall occur under this requirement.
11. The SOW requires testing of debris prior to disposal. Please clarify the required testing methodology, whether a particular laboratory accreditation or analytical standard is required, and whether the contractor is responsible for all sampling and laboratory costs.
Answer: The contractor shall use current environmental standards for testing.
12. Please confirm the exact surfaces included in the work. In addition to the walls, hard ceilings, painted banisters and door frames identified in the SOW, should the contractor include doors, stair stringers, risers, exposed piping, conduit, railings, or any other painted components?
Answer: The SOW captures the surfaces to be painted.
13. Does the Government have a preferred or approved ASTM E1795 lead encapsulant product, or may the contractor propose any ASTM E1795-compliant encapsulant for Government approval?
Answer: The government has no preference.
14. The SOW appears to require that no more than one stairwell be closed at a time.
Please confirm that only one of the four stairwells may be closed at any given time.
Answer: Only one stairwell may be closed at a time.
