About this file
This document is a Questions and Answers (Q&A) file for a WHE (Warehouse/Handling Equipment) Inspections contract (Solicitation Number: 31090PR250000351). The Q&A provides specific guidance on pricing structure for potential bidders. The government requires two distinct firm fixed price sections for the contract: one for annual maintenance (priced monthly) and another for preventive maintenance visits (also priced monthly). The document explicitly states that Time & Materials or Labor Hour line items will not be accepted, and there is no standard bid template provided for vendors to follow.
The solicitation indicates that pricing should be comprehensive and predictable, with separate monthly pricing for annual maintenance and preventive maintenance visits. Potential bidders are advised that they cannot submit hourly labor rates, materials-based pricing, individual equipment pricing, or separate re-inspection pricing. Instead, they must develop a monthly unit price for each of the two required pricing sections, ensuring a consistent and fixed cost structure for the contract.

31090PR250000351 WHE Inspections Questions and Answers
Q1: Do you have a sample bid format or template I can follow?
A1: There is no template for pricing. See answers below (“A2”) for guidance on preparing you pricing.
Q2: How do you want pricing broken down?
- One lump sum price for the entire contract?
- Separate prices for inspections vs. preventative maintenance?
- Individual pricing per piece of equipment?
- Hourly labor rates plus materials?
- Separate line items for re-inspections if equipment fails?
A2: Pricing should be separated into 2 sections. All pricing should be firm fixed price. Time & Materials or Labor Hour line items will not be used for this requirement.
A2a: One price should contain pricing for conduct of annual maintenance. This price should reflect a monthly unit of issue to ensure a fixed amount per month for annual maintenance.
A2b: The second price submitted should contain pricing for preventive maintenance visits. This price should reflect a monthly unit of issue and be used to invoice for PM visits conducted during the invoice period.
