Online Career and Technical Education (CTE) employability skills assessments for students who complete a CTE course sequence in accordance with NAC 389.800. as described in the scope of work and attachments.
Online Career and Technical Education (CTE) technical skills assessments for students who complete a CTE course sequence in accordance with NAC 389.800. as described in the scope of work and attachments.
The State intends to award up to two (2) contracts in conjunction with this Request for Proposals (RFP), as determined in the best interests of the State. NDE shall administer the contract(s) resulting from this solicitation. The resulting contract(s) are expected to be for a contract term of two years beginning with the 2022-2023 school year through the school year of 2023-2024, with the project being scheduled to end June 30, 2024, subject to Board of Examiners approval.
AGENCY BACKGROUND
The Nevada Department of Education (NDE) is an executive state agency that works to provide comprehensive pre-K-12 programs and supports. NDE develops and implements education policy, conducts educator licensure, and supports students, families, schools, educators, and districts via programmatic and technical supports. This work supports our mission to improve student achievement and educator effectiveness by ensuring opportunities, facilitating learning, and promoting excellence.
PROJECT BACKGROUND
CRALEO has reached a point within Nevada’s CTE program development and is responding to Nevada’s workforce and labor market needs. Creating more access and equity for students has required NDE to review, combine, and revise standards for CTE programs of study, resulting in strategically transitioning out of the current assessment model.
Per the Nevada Administrative Code 389.800, a CTE program of study must include instruction in employability skills for career readiness and measure the proficiency of the student. In addition, an employability skills assessment is tied to earning the Career and College Ready Diploma and CTE articulated college credits.
A technical skills assessment is tied to earning the Career and College Ready Diploma and CTE articulated college credits.
To phase out of the current assessment model in a way that will minimize impact that this could have on secondary students, two-year contracts with qualified vendor are required. At the end of the 2-year contracts, a new model will be determined and developed.
GOALS AND OBJECTIVES
Provide employability skills assessments and a technical skills assessment for students who complete a CTE course sequence in accordance with NAC 389.800. The qualified vendor must be able to deliver the following.
Provide online assessment delivery Conduct a review of state standards for assessment alignment.
Provide ongoing technical assistance support throughout the process to the Nevada CTE test coordinator, and local school coordinators to ensure an appropriate level of technical support is available during all testing times.
Ensure student data is kept confidential and will be securely transmitted via NDE Bighorn Portal and/or the vendor’s secure portal.
Provide accommodations (i.e., extra time, text-to-speech, enlarged graphics, four-function calculator) Secure browser capability.
Delivery via multiple devices (desktop workstations, Chromebooks, and laptops) Immediate score results reporting.
Provide a complete statewide assessment results file to CRALEO at the end of each school year.

NEVADA-BASED BUSINESS PREFERENCE
The State awards a five percent (5%) preference to Nevada-based businesses pursuant to NRS 333.3351 to 333.3356, inclusive.
Nevada-based business is defined in NRS 333.3352(1).
The term ‘principal place of business’ has the meaning outlined by the United States Supreme Court in Hertz Corp v. Friend, 559 U.S. 77 (2010), typically meaning a business’s corporate headquarters.
To claim this preference a vendor must indicate it on their vendor account and submitted Quote in NevadaEPro.

INVERSE PREFERENCE
The State applies an inverse preference to vendors that have a principal place of business in a state other than Nevada and that state applies an in-state preference not afforded to Nevada based vendors, pursuant to AB28 passed in the 81st session of the Nevada Legislature.
The amount of the inverse preference is correlated to the amount of preference applied in the other state.
Vendors who meet this criterion must indicated it on their submitted Quote in NevadaEPro.
This preference cannot be combined with any other preference, granted for the award of a contract using federal funds, or granted for the award of a contract procured on a multi-state basis.

Contractor’s obligation to indemnify the State shall apply in all cases except for claims arising solely from the State’s own negligence or willful misconduct. Contractor waives any rights of subrogation against the State. Contractor’s duty to defend begins when the State requests defense of any claim arising from this Contract."
LIMITED LIABILITY. Required contract terms on Limited Liability: "The State will not waive and intends to assert available NRS Chapter 41 liability limitations in all cases. Contract liability of both parties shall not be subject to punitive damages. Damages for any State breach shall never exceed the amount of funds appropriated for payment under this Contract, but not yet paid to Contractor, for the Fiscal Year budget in existence at the time of the breach.
