About this file
This document is a Question and Answer (Q&A) file providing government responses to contractor inquiries regarding the Station Bodega Bay ESS (Electronic Security System) Upgrade project.
The project requires installation of a video surveillance system with approximately eight external cameras, including one high-zoom PTZ camera, with specific fields of view targeting doors, base entrances, docks, and armories. Video storage must be onsite with a 30-day retention requirement; cloud storage is not required. The access control system must include seven PIV card readers distributed across three buildings (three in main building, two in Sockeye building, two in barracks), with FIPS 201 compliance capability and 30-day access history log retention. The card access system must integrate with the video surveillance system and be capable of future connection to agency-wide systems. Exact camera locations will be provided after contract award, with contractors responsible for submitting optimized proposals for camera types and placement. No government-furnished equipment will be provided, and the system will operate independently without connection to Coast Guard (CG) networking or GSA IT support.
Infrastructure requirements specify that cabling must utilize existing pathways between buildings, with conduit routing mandatory for cables in drop-ceilings or plenum spaces. No digging is permitted without prior government coordination and approval. Proposed installation plans require government approval before drilling through walls, ceilings, or doors. The facility has overhead space accessible in the main building, and basic PPE may be required when entering overhead crawl spaces. No known environmental hazards such as lead-based paint or asbestos have been identified. Structural cabling does not require complete metal conduit enclosure. Building-to-building distance and exact cable routing distances are not available at time of proposal.

Station Bodega Bay ESS Upgrade Additional Answers
1. Project Compliance & Government Requirements
1.1 Does the Government have any specific technical requirements, specifications, or preferred brands for equipment? (To include cabling, cameras, network hardware, and security access equipment).
Response: Please review the SOW for specific requirements.
1.2 Will any equipment or hardware be government-furnished?
Response: No
2.2 Will contractor personnel have direct access to GSA IT support to assist with firewall configurations and network integration?
Response: No, this system will be independent and not connected to any CG networking.
2.3 Do the proposed equipment locations currently have adequate local power and active internet connections?
Response: Some cameras can be mounted where old existing cameras are mounted with local power and some will be in new spots with no local power.
3. Video Surveillance System (CCTV) Scope
3.1 How many total cameras are required? Please provide the breakdown for internal vs.
external placements.
Response: Approximately 8 cameras, with a high zoom PTZ camera all located externally. The contractor shall submit an oƯer for the best optimization of camera types and placement.
3.2 What are the exact physical locations where cameras need to be mounted?
Response: This information shall be provided after award.
3.3 What specific fields of view are we trying to capture? (e.g., doors, driveways, specific secured interior zones).
Response: Doors, base entrances, and certain zones (e.g., docks & armories).
3.4 Will the video storage system need to be cloud-based, and what is the required retention period? (e.g., 30, 60, 90 days).
Response: Cloud storage is not required, but the requirement is 30 days of storage.
3.5 Is there a requirement to provide physical, localized onsite storage for the video data alongside or instead of cloud options?
Response: Onsite storage is required.
4. Access Control System Scope
4.1 How many total doors will require the installation of physical electronic card access PIV readers?
Response: Seven (7); 3 in the main building, 2 in the Sockeye building, and 2 in the barracks.
4.2 Will the new security access card system need to interface or integrate with any existing external or agency-wide databases/systems?
Response: The card access system must integrate with the VSS. At a later date, the card access system must be able to connect to agency-wide systems.
4.3 What specific type of access logging and auditing capability is required?
Response: FIPS 201 compliancy capability
4.4 How long must the electronic PIV card access history logs be retained in the system?
Response: 30 days
5. Infrastructure & Cable Routing
5.1 What is the estimated distance between buildings to accurately calculate the required linear footage of cabling?
Response: This information is not available at this time.
5.2 Are there any existing, usable pathways or underground conduits linking the buildings?
Response: Yes, there is a pathway between buildings.
5.3 Are there any strict geographical or surface restrictions regarding outdoor trenching between buildings?
Response: No work can involve digging. If digging is required, it must be coordinated with the government prior to any digging without exception.
5.4 Does GSA require all structural cabling to be completely enclosed in metal conduits?
Response: No
5.5 Is conduit routing strictly required for cables running through drop-ceilings or plenum spaces?
Response: Yes
6. Environmental, Safety & Structural Constraints
6.1 Are there any structural restrictions or architectural rules regarding drilling through walls, ceilings, or interior/exterior doors?
Response: Proposed plans need to be approved before drilling.
6.2 Where are the access points to the ceilings or under-flow crawlspaces? Will entering these spaces require specialized PPE due to insulation, dust, or other known particulates?
Response: No crawl spaces but unit does have access to overhead space in main building. Basic PPE may be required when entering overhead crawl spaces.
6.3 Are there any known environmental hazards in the workspace, specifically regarding historic lead-based paint or asbestos?
Response: No
