Repair Concrete Spalling Boat House:
Notice ID – 30327PR26Q0000002 Pre Bid RFI’s
1) Can as-builts of the existing structure be provided? This could help reduce structural design costs to give the structural engineer a better understanding of what repairs will have to be made. Please be advised that the as-built drawings requested by the USCG for this project are not available at this time and cannot be provided within the current solicitation period.
2) In reviewing the “Construction Clauses Provisions FAC 2023-01 (002).pdf” document, page 10 of 15 notes that work is to be completed ready for use not later than 30 calendar days after the date the contractor receives the notice to proceed (if industry standards allow). This does not appear to be an industry standard considering the structural engineering that must take place prior to completing the repairs. Additionally, the repair work could take another 60 business days to complete. Structural engineering alone may take 60-90 business days. Would it be acceptable for the period of performance to be 120-150 business days? Change to 120 Days
3) Is this job tax exempt? Yes
4) In regard to supervision on site, can there be (1) superintendent that also QC and SSHO roles and responsibilities? Yes, a single individual can hold the roles of Superintendent, Quality Control (QC) Manager, and Site Safety and Health Officer (SSHO), provided they are fully qualified for each position.
5) Per the “Constructions.Solicitation.1 (3).docx” document, page 2 of 2 states that quotes are due by 12:00 PM CST on 16 January 2026. However, the sam.gov link shows that Date Offers Due is on Jan 16, 2026, 12:00 PM CST. The Sam.gov link also shows further down the page quotes are due by 3:00 pm CST on 16 January 2026. What date and time does the job bid? See Sam.Gov
6) Would it be possible for shoring to be placed on top of the existing boardwalk structure or will shoring need to go to the bay / ocean floor? Contractors will be allowed to shore up to exiting boardwalk structure in area approved by contractor site engineers to ensure proper loadbearing.
7) Will chipped concrete debris need to be caught in a net collector to keep debris from entering the bay / ocean? The Contractor is responsible for preventing all debris from entering the bay. Any debris generated must be immediately captured and removed.
8) Will a job trailer be required or can the onsite supervision operate out of a vehicle?
9) In regards to the statement of work, Part 1.1 General Description, 1.1,C, would it be possible for the last sentence to be revised to read, “A structural analysis demonstrates that the repaired member capacity will be no less than 5% of the original demand load from the code applied forces at time of original design” in lieu of “A structural analysis demonstrates that the repaired column will meet or exceed its original design load capacity”? If this comment cannot be revised, additional repair work like FRP or additional rebar and concrete may be required which would in turn drive up the project cost and extend the duration of the period of performance. A structural analysis demonstrates that the repaired member capacity will be no less than ninety-five percent (95%) of the original demand load from the code applied forces at time of original design.
10) Is FRP (fiberglass reinforced polymer) or similar an approved strengthening solution if major repairs are needed to members? Yes, please have the structural engineer submit a formal recommendation in writing for the use of Fiber Reinforced Polymer (FRP).
11) In regards to the statement of work, Part 1.1 General Description, 1.1C, there is a comment stating that corrosion protection measures are to be included as part of the repair plan. The last part of the comment has listed cathodic protection. Can the use of cathodic protection be implemented at the structural engineer of record choice? Yes, have structural engineer submit RFI with alternative recommendation.
12) Is a bid bond required?
13) If a bid bond is required, will a bond letter (“Good Guy” or bondability letter) be required?
14) Is general liability or builders risk insurance required?
15) Are payment and performance bonds required?
RFI 12-15
All requirements, including but not limited to bid bonds, performance bonds, payment bonds, and insurance, are specified by the Contracting Officer (KO) within the official solicitation documents.
Contractors are directed at reviewing the solicitation in its entirety on SAM.gov for these official requirements. It is the offeror's responsibility to read and comply with all terms and conditions outlined in the governing solicitation.
