About this file

This is a Statement of Work (SOW) for a Request for Quote (RFQ) issued by the U.S. Coast Guard for HVAC system replacement at USCG Station New Haven, located at 120 Woodward Avenue, New Haven, CT 06512-3628. The project requires turnkey removal and replacement in-kind of two (2) existing outdoor air-cooled HVAC condensing units and three (3) interior programmable digital thermostats. The contractor must provide all labor, materials, equipment, refrigerants, electrical components, controls, supervision, transportation, tools, permits, and incidentals necessary for project completion. The condensing units must match existing tonnage, BTU capacity, voltage, phase, and electrical characteristics while meeting or exceeding current SEER2 efficiency standards. Installation includes new filter driers, refrigerant line flushing or replacement, new service disconnects if needed, electrical whip connections, vibration isolation pads, corrosion-resistant fasteners, and anchoring to concrete pads. All refrigerant recovery must comply with EPA Section 608 requirements with proper documentation provided. Systems require pressure testing, evacuation to manufacturer specifications, refrigerant charging, and commissioning with superheat/subcooling verification per manufacturer procedures.

All work must be performed in compliance with the International Mechanical Code (IMC), National Electrical Code (NEC), EPA refrigerant handling regulations, and applicable federal, state, and local standards. Only licensed HVAC contractors with EPA-certified technicians for refrigerant handling are permitted. The contractor shall provide a minimum one-year warranty on all labor and installation, with manufacturer warranties transferred to the Government upon project completion. The period of performance is thirty (30) calendar days from the Notice to Proceed, with all removals, installations, startup, testing, and commissioning required within this timeframe. The Contracting Officer Representative is Coyet Carter (phone: 443-760-5034). A site visit is highly encouraged for offerors to verify equipment specifications, electrical service conditions, mounting pad conditions, and thermostat wiring configurations. The SOW includes a note that facilities may contain lead and asbestos-containing materials requiring proper inspection, testing, and remediation per applicable regulations.
