Sample Task for International Ground Handling and Trip Support Services.
1.0 Site location and background. FAA Flight Program Operations is located in Oklahoma City at the MMAC. FPO conducts approximately 25 international missions annually (including Pacific/Asia, Europe/Middle East, Caribbean, South America, and African theaters). FAA flight inspection missions primarily support DoD around the world.
2.0 Task Description: The FPO requires the contractor to conduct international flight planning operations for the following Trip using three (3) separate PICs and crews 2a, 2b, and 2c.
· The initial flight departs KOKC on January 1
· All flights depart KOKC and return to KOKC via Europe and Middle East, including Iraq and Jordan.
· Aircraft is a Challenger 605
· On 29 May - there is an aircraft maintenance issue at LGSA
· Shipping parts and repairs delays mission by 5 days
· There are no other maintenance or weather delays on the trip
· FAA Scheduler is responsible for PPRs at military bases.
3.0 Objectives of the assessment
· Provide Flight plans and execute a trip with comprehensive operational and administrative support to international locations
· Provide online access to flight planning tools that are required to complete a successful flight operation
· Ensure all international agreements are in place
· Track and monitor all expenses required to complete the flight
· Ensure 24/7 technical support
4.0 Assumptions
· The Spreadsheets are created and completed by the FAA Scheduler and provided to contractor.
· Top part is self-explanatory. Mission Updated” is changed for every update to keep the changes under control
· After the itinerary is built, every leg is put in the spreadsheet for flight planning (including locals)
· Assume a 0900L takeoff everywhere unless another TO time is noted under the Takeoff airport
· If the plane isn’t landing, “no land” is put under the arrival airport
· The delay time is the total time we plan to be at that airport (work + ground delay). It is noted if there is a follow on airport we are going to so the next flight plan has the proper departure time.
· Date is local date for Takeoff (if there is a required explanation like date line info, it goes underneath)
· FBO – as provided by contractor unless “MIL” is put in – that lets contractor know they do not need to arrange ground handling.
· Fueler is from the DLA website unless at a base.
· Scheduler gets the PPR and puts it here since both the crew and contractor need to know it for filing (FAA provides the PPR on the spreadsheet)
· FAA Scheduler documents the Dip Clearance numbers on the spreadsheet as method to track the trip and confirm that the contractor has provided all the clearance numbers prior to the day of the scheduled flight.
