About this file
This is a Request for Proposal (RFP) document from the City of South Jordan, Utah, seeking a qualified contractor to provide weed control services on approximately 161.62 acres of city properties, including parks, open spaces, and buildings. The scope of work requires three treatments per year—one spring application (February through April), one fall application (September through October), and one additional treatment as requested by the city. The first application must occur between September 14 and October 16, 2026. Treatments must consist of spray applications only, with two applications using TruPower 3 or equivalent and the third application using an equivalent product without 2,4-D based on temperature and weed species. The contract period is one year with the option for the city to renew annually for up to four additional years. Proposals must be submitted electronically through the Bonfire platform by the deadline specified in that system, and all submissions must include a statement of qualifications (not exceeding ten pages), cost proposals, business licenses, commercial applicator licenses, insurance documentation, and at least three customer references.
Contractor pricing must be submitted as a lump sum for all three annual treatments and must include all materials, labor, equipment, rental fees, travel, delivery, fuel, maintenance, surcharges, waste disposal, insurance, meals, and any other costs necessary to complete the work. Minimum qualifications require ten years of commercial weed control application experience, a current Utah state business license, and a current Utah Commercial Pesticide Applicators license. Contractors must maintain commercial general liability insurance of at least $2,000,000 per occurrence and $3,000,000 in aggregate, along with all required employee-related insurance. The selection committee will evaluate proposals using the following weighted criteria: cost (40%), experience and staff qualifications (20%), and references (40%). The city intends to award a single contract to the most qualified responsive and responsible contractor, though it reserves the right to make multiple or partial awards if deemed in its best interest. Award is contingent upon contract execution, and the city does not guarantee that any planned purchases will occur.
