About this file

This is a Proposal Response Template for the FTA Section 5310 program issued by the Atlanta Regional Commission (ARC), the metropolitan planning organization and Area Agency on Aging serving an 11-county region in Georgia including Cherokee, Clayton, Cobb, DeKalb, Douglas, Fayette, Forsyth, Fulton, Gwinnett, Henry, and Rockdale counties, plus the City of Atlanta. The template is designed for organizations to submit proposals for transportation services targeting seniors and persons with disabilities in the Atlanta urbanized area for fiscal years 2028-2029. Eligible projects include both capital investments and non-traditional services beyond ADA complementary paratransit to improve mobility and remove transportation barriers for transit-dependent populations. Site registration and application approval must be completed prior to proposal submission through the ARC's procurement portal at https://procurement.atlantaregional.org/opportunities/nofa800-fta-section-5310-fy2028-fy2029/. All proposal documents must be combined and submitted as a single comprehensive package for evaluation.

The FTA Section 5310 program provides federal funding to support transportation programs serving seniors and individuals with disabilities in large urbanized areas (over 200,000 population), small urbanized areas (50,000-200,000 population), and rural areas (under 50,000 population) throughout the Atlanta region. The funding is designed to expand transportation mobility options and support services planned and designed specifically to meet the special transportation needs of eligible populations. ARC serves as the sole point of contact and administrator for this Notice of Funding Availability, and additional program details and submission requirements are available through the procurement website.
