About this file
This document is a Policy for Payment of Material on Hand issued by the Harris County Engineering Department in Texas, dated December 6, 2005. The policy outlines the procedures for requesting compensation for unused, nonperishable materials delivered to a work location or acceptable storage places. Eligible materials must be completely constructed or fabricated for a specific contract, sampled, tested, approved, certified, and ready for incorporation into the work. Eligible items include concrete traffic barriers, precast concrete box culverts, concrete piping, deck panels, beams, reinforced concrete pipe, steel girders, steel bridge rail, illumination poles, and other items deemed reasonable by the Engineer.
The policy requires that materials have an individual or collective invoice cost of at least $1,000 to qualify for payment, and payment will not exceed the actual cost established by invoice. For multiple work order contracts, payment is only made for materials authorized by the work order or written approval of the Engineer. The contractor must submit monthly material on hand forms until the total value reaches zero, and by submitting the request, they authorize the Engineer to audit material on hand records. The policy applies to projects managed by Harris County, the Harris County Toll Road Authority, or the Harris County Flood Control District.
