About this file
This document is a procurement specification for an On-Call Term Contract issued by Harris County Precinct 4 for Hydro-Insensitive High Density Polyurethane Foam Material and Installation. The contract covers on-call services for lifting and undersealing concrete slabs, with work to be performed using a specialized polyurethane foam material that can expand to fill voids, level concrete, seal pipes, and restore load capacity. The contract term is 12 months, with the option for up to four renewals at Harris County's discretion. The contractor will be responsible for delivering materials and performing installations within Harris County Precinct 4, with job executions to begin within five working days of notification and material-only orders delivered within fourteen calendar days.
The pricing will be based on actual work completed at the unit prices bid, with Harris County reserving the right to order materials in any quantity on an as-needed basis. The estimated bid quantities are contingent and used only to evaluate bidder submissions, with actual purchase orders issued based on the Precinct's available budget. The contractor must have three full years of experience using high-density polyurethane to raise and underseal concrete slabs, and must provide completed job references. The material must meet specific technical specifications, including a density of 3.8 lbs/ft³, tensile strength of 88 psi, and the ability to set and obtain 90% of ultimate compressive strength within 15 minutes of injection.

SCOPE OF WORK
This On-Call Term Contract for Hydro-Insensitive High Density Polyurethane Foam Material and Installation and Related Items in Harris County Precinct 4, includes, but is not limited to, hydro-insensitive high density polyurethane foam material and/or installation services necessary for lifting and undersealing concrete slabs, and any related work. Traffic control shall be provided during all phases of construction and conform to the Texas Manual of Uniform Traffic Control Devices (TMUTCD). All construction shall be in accordance with the drawings, the specifications, and the TMUTCD. Pedestrian Facilities shall meet Texas Accessibility Standards.
The material used for lifting and undersealing concrete slabs and pavements must be a hydro-insensitive high density polyurethane formulation material. This material will contain a water insoluble diluting agent which creates a reactive formation of dimensionally stable polymer in the presence of excess water. The material must expand to fill any voids or fissures, level concrete, seal pipes, and restore load capacity.
The required material must be environmentally safe, forcing water out of the affected area. The material must not be affected by water or allow water penetration after the material has been used to treat an affected area.
Bid Item #3 (Soil Densification and Raising Asphalt Pavement with High Density Polyurethane Foam) shall be accomplished by furnishing and injecting a two-part, 1:1 by volume, water-resistant High Density Polyurethane Foam into the foundation soils beneath the pavement through injection tubes installed at locations directed by the Precinct Representative, while continuously monitoring for movement at the surface.
In the event of any installation, it is required that the Contractor conform to those specifications and standards developed by the manufacturer of the material. Installation (when required) and labor of this material will be the responsibility of the Contractor.
The execution of any job involving installation to be provided by the Contractor shall begin within five (5) working days of notification. The delivery of material only orders shall be within fourteen (14) calendar days of notification. The Contractor shall deliver to various Harris County job sites within Precinct 4.
The term of the contract shall be 12 months or when the contract expenditure is met, with the option for up to four (4) renewals at the discretion of Harris County.
During the project term, the HCED-CPD will notify the Contractor, at various times, of locations where work and/or material deliveries within Precinct 4 is to be completed.
The estimated bid quantities provided are contingent and only used only to evaluate bidder submissions. After the award, a Purchase Order will be issued based upon the Precinct’s available budget for this work. Supplemental Purchase Orders will be issued should additional materials be required. The Contractor shall be paid based upon actual accepted work completed, at the unit price included within the bid. The Contractor shall not be entitled to any additional payment due to variations between the bid and actual quantities. Harris County reserves the right to order materials in any quantity at the unit prices bid on an as-needed basis.

8104.3 Equipment. A listing of lifting and undersealing equipment shall be submitted to the Engineer for review. The minimum list of equipment required shall be as listed below. The listing is a minimum and shall not preclude the use of additional equipment.
A. A pneumatic drill, capable of drilling 5/8-inch diameter holes.
B. A truck mounted pumping unit capable of injecting the high density polyurethane formulation between the concrete pavement and the subbase and capable of controlling the rate of rise of the pavement.
C. A laser leveling unit used to ensure that the concrete is raised to an even plane and to the required elevations.
8104.4 Contractor Experience. Contractor shall have three full years experience using high density polyurethane to raise and underseal concrete slabs as demonstrated by completed job references.
8104.5 Construction Methods.
Preparation. Prepare a profile of the street or road to determine where the concrete pavement needs to be raised.
Barricades. Before commencing work, the Contractor shall furnish, place and maintain adequate standard warning signs, lights and flagmen, if necessary, Page -3-in accordance with the "Manual for Uniform Traffic Control Devices". Where barricades are left on the site overnight, blinking lights shall be left on from sunset to sunrise. No separate payment shall be made for furnishing traffic control devices and flagmen. They shall be considered incidental to the work.
Drilling. The injection holes shall be drilled in the following manner. A series of 5/8" holes will be drilled at about six to eight foot intervals through the concrete. The exact location and spacing of the holes shall be determined by the Contractor. The drilling of the holes shall be considered incidental to this item.
Injecting. The hydro-insensitive high density polyurethane foam is then injected under the slab. As the hydro-insensitive high density polyurethane chemically reacts, it expands and hardens, exerting the necessary lifting forces. The amount of rise shall be controlled, using the pumping unit, by regulating the rate of injection of the hydro-insensitive high density polyurethane material. When the nozzle is removed from the hole, any excessive polyurethane material shall be removed from the area and the hole sealed with a non-expansive cementitous grout.
After the hydro-insensitive high density polyurethane material has set, the Engineer will test the surface of the pavement with a 10-foot straight edge placed parallel to the centerline. In no case shall the maximum ordinate from a 10-foot straight edge to the pavement be greater than 1/4-inch. A tight string line may be used to monitor and verify elevations for a slab length of 50 feet or less. For longer sections, a laser level will be used to monitor and verify elevations. Elevations can also be verified by flooding the area to confirm that the paving has been realigned properly.
The Contractor shall be responsible for any pavement blowouts, excessive lifting, and/or uneven pavement, that causes ponding, which is result of the raising of the pavement and shall repair or fix the damaged area to the satisfaction of the County Engineer, without additional cost to Harris County.
Set-time. The hydro-insensitive high density polyurethane foam used shall set and obtain 90% of its ultimate compressive strength within 15 minutes from injection.
Grade Control. Control the final elevations within ¼ in. of the proposed profile elevations. The Engineer may check the treated area to confirm that the pavement has been aligned properly to attain positive drainage.
8104.6 Guarantee. The Contractor agrees to replace, without additional cost to the
County, any Work found to be defective and to make good all damage or other Work caused by such improper placement. The guarantee period for the Work is one year from the date of placement.
8104.7 Measurement. The hydro-insensitive high density polyurethane material shall be paid for by the pound, which will include furnishing and injecting material.
Page -4-
8104.7 Payment. The quantity of material to be paid for shall be the quantity actually used, based on the contract unit price shown on the bid form.
Only Hydro-Insensitive High Density Polyurethane shall be paid for directly.
All other labor, tools, equipment and incidentals including furnishing and operating elevation control devices, drilling of holes; furnishing and installing traffic control devices necessary for the completion of the work shall not be paid for directly, but shall be considered incidental to this item.
