LETTERKENNY ARMY DEPOT
PURCHASE DESCRIPTION
IMPACT TESTER
1.0 General Information:
1.1 Scope: Request the purchase of one (1) Charpy impact tester Tinius Olson Model IT406. This machine is for impact testing of weld procedure qualification specimens required by Mil-Std 3040. This specification establishes the minimum requirements for the purchase of a Charpy Impact Tester. Specifications are based upon commercially available products and shall meet or exceed the minimum requirements specified in Section 4.0. This system is comprised of both the machine and a mounting base. The Contractor will accept trade in of the old Charpy impact tester machine without the mounting base. The new tester will be mounted on the old system’s base.
1.2 Place and Performance of Installation: All work shall be performed between the hours of 6:00 AM and 3:30 PM, Monday through Thursday, exclusive of Federal Holidays and special depot closures (typically the Monday before or Thursday after Federal Holidays that fall on a Saturday, Sunday, Tuesday or Thursday).
Other hours, weekend, and holiday work will be considered separately as requested by the contractor with adequate advanced notice and approved by the Contracting Officer.
1.3 Security Requirements: The contractor and all associated sub-contractor’s employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by a government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Risk Management or Security Office. The contractor workforce shall comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
The contractor and all associated subcontractor employees shall also comply with adjudication standards and processes using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by a government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
1.3.1 Security, Safety and Fire Protection: All work shall comply with LEAD Regulation 385-1 and Pamphlet 385-4. The equipment and the installation shall also meet all the safety criteria set forth in OSHA 1926.501 and ANSI/ASSE Z359.
1.3.2 Media Devices: All pictures shall be taken by a Government representative and approved before release.
1.3.3 AT Level I Training: This standard language is for contractor employees with an area of performance within as Army controlled installation, facility or area. All contractor employees, including subcontractor employees, requiring access to Army installations, facilities, and controlled-access areas shall complete AT Level I awareness training within 30 calendar days after the contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 30 calendar days after completion of training by all employees and subcontractor personnel. 1.3.4 Physical Security: The contractor shall safeguard all Government property provided for contractor use. At the close of each work period, Government facilities, equipment and materials shall be secured.
1.3.5 iWATCH Training: This standard language is for contractor employees with an area of performance within an Army controlled installation, facility or area. The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 30 calendar days after contract award.

1.3.6 OPSEC training: Per AR 530-1 Operations Security, the contractor employees must complete Level I OPSEC Awareness training. New employees must be trained within 30 calendar days of their reporting for duty and annually thereafter.

2.0 Government Responsibilities:
2.1 Government Furnished Property and Materials: The Government will provide the facilities, equipment, materials and/or services listed below:
2.1.1 Facilities: The Government will provide clear access to all working areas necessary for the contractor to perform the requirements as outlined, during the specified hours listed in section 1.2.
2.1.2 Materials: Parts for testing.
2.2 Site Preparation: The Government will provide a clear area for setup and startup of the valve grinder and training also.
2.3 Utilities: The Government will connect utilities for the operation of equipment required for the industrial equipment.
2.4 Delivery and Storage: The Government will be notified of delivery date, at least
30 days before shipping. The Government shall package and ship the old Charpy impact tester to the contractor following the new tester’s installation.
3.0 Contractor Responsibilities: The contractor shall be responsible to inform all of his workers, direct or contracted, and ensure they follow the information within this specification. The contractor shall also have a representative onsite to perform the setup, startup, and training of the equipment and be the point of contact (POC) to communicate and coordinate with the Government’s POC.
3.1 Project Schedule: A project schedule shall be submitted by the contractor, within
30 days after receipt of the purchase order, to include a timeline for material delivery, testing, and training.
3.2 Utility Requirements: The contractor shall provide certified utility requirements within 15 calendar days after receipt of the purchase order. They shall include type, number of connections, and requirements.
3.3 Foundation: The machine shall be level to within 3:1000 and securely bolted to a concrete floor not less than 150 mm thick, or when this is not practical, the machine shall be bolted to a foundation having a mass not less than 40 times that of the pendulum. The bolts shall be tightened as specified by the machine manufacturer. The contractor will use the foundation provided by the Government.
3.4 Disposal of Materials and Equipment: All salvageable materials and equipment removed by the contractor shall be delivered to the contractor as directed by the Contracting Officer, or his representative. Delivery shall be made during normal operating hours of the receiving activity. No government materials or equipment shall be removed from the reservation by the contractor. All packing, packaging, and scrap material accumulated during the performance of the contract shall be removed and disposed of properly by the contractor. The replaced machine will be sent to the contractor by the Government in exchange for a discount on the new machine.
3.5 Dust Control: The contractor shall control the amount of dust generated during the installation of the system foundation and components and shall prevent the spread of dust to occupied portions of the building. Use of water will not be permitted when it will result in, or create hazardous or objectionable conditions such as ice, flooding or pollution.
3.6 Protection of Existing Structures and Equipment: The contractor shall take all necessary precautions to insure against damage to existing structures and equipment to remain in place.
3.7 Installation of New Equipment: The contractor shall be responsible for supplying all parts, material, equipment, tools, and labor required to start up and set up the equipment provided under this contract. This shall include final leveling, checking utility connections, startup, and setup. The contractor shall remove and dispose all packaging and preservative material. Removed components shall not be taken from the Depot property. Removed components shall be placed in a location designated by the TPOC.
3.8 Fluids: The contractor shall provide all necessary fluids and chemical additives required for the start-up and proper operation of the equipment. The contractor shall supply the Government with SDSs for all the necessary fluids within 15 days calendar after award of contract.
4.0 Requirements:
4.1 Machine Options: The Charpy Impact Tester shall have the necessary functions to impact test weld specimens following the guidance of Mil-Std 3040.
4.1.1 Documentation: The contractor shall provide all instruction manuals, maintenance service manuals, and parts listing manuals required for the complete system. These manuals shall be written in the English language.
4.1.2 Preservation, Packaging and Delivery: The contractor shall utilize standard commercial methods for preservation and packaging appropriate for each unit and acceptable to commercial carriers. As a minimum, all areas susceptible to damage from exposure to the elements shall be preserved and/or packed to prevent damage. The contractor shall be responsible for ensuring the equipment is delivered to the Government in good condition.
4.1.3 Warranty: The contractor shall furnish with the equipment a standard commercial warranty or full one year warranty (parts, labor, and shipping, at minimum), whichever is greater. The contractor shall provide commercial warranties for any subcontracted components that will be underwritten. The contractor shall supply all corresponding warranty contact names and phone numbers before the end of the project. The warranty shall be effective beginning immediately after final acceptance of the equipment and not before that time.
4.1.4 Inspection and Acceptance: The equipment shall be examined for design, construction, materials, components, and workmanship to determine compliance with the contract and this specification. Any deviation from these requirements shall be cause for rejection.
4.2 Machine Control System: Control Features: All machine functions shall be controlled and monitored through the operator’s control panel/interface; shall be capable of being set through input into the control, Human Manual Interface (HMI). Machines that are network capable must have an Ethernet connection.
4.4 General Requirements:
4.4.1 Pendulum type tester of rigid construction for Charpy V-Notch impact testing.
4.4.2 The machine mechanism shall be enclosed in a safety barrier that protects users from debris created by normal machine usage.
4.4.3 Designed and built in conformance with Annex A1 of ASTM E23 - 2018.
4.4.4 Machine frame equipped with a bubble level or a machined surface suitable for establishing levelness of the axis of pendulum bearings or, alternatively, axis of rotation of the pendulum shall be accessible for direct measurement.
4.4.5 Analog scale or digital display on which energy readings can be estimated in increments of 0.25 % of the range capacity or less.
4.4.6 Analog scales or digital displays may be compensated for total frictional losses.
Error in the indicating device at any point shall not exceed 0.2 % of the range capacity or 0.4 % of the reading, whichever is larger.
4.4.7 Total frictional losses of the machine during the swing in the striking direction shall not exceed 0.75 % of the range capacity, and pendulum energy loss from friction in an analog scale pointer mechanism shall not exceed 0.25 % of range capacity.
4.4.8 The position of the pendulum, hanging freely, shall be such that the striker is within 2.5 mm from the test specimen. When the indicating device has been positioned to read zero energy in a free swing, it shall read within 0.2 % of the range capacity when the striker of the pendulum is held against the test specimen.
4.4.9 The plane of swing of the pendulum shall be perpendicular to the transverse axis of the Charpy specimen anvils within 3:1000.
4.4.10 Transverse play of the pendulum at the striker shall not exceed 0.75 mm under a transverse force of 4 % of the effective weight of the pendulum applied at the center of strike. Radial play of the pendulum bearings shall not exceed 0.075 mm.
4.4.11 The height of the center of strike in the latched position, above its free hanging position, shall be within 0.4 % of the range capacity divided by the supporting force, measured as described in ASTM E23 - 2018, A2.3.5.1. If total frictional losses are compensated for by increasing the height of drop, the height of drop may be increased by not more than 1%.
4.4.12 The mechanism for releasing the pendulum from its initial position shall operate freely and permit release of the pendulum without initial impulse, retardation, or side vibration. If the same lever used to release the pendulum is also used to engage the brake, means shall be provided for preventing the brake from being accidentally engaged.
4.4.13 The pendulum shall have a motorized return to the pendulum start position.
4.4.14 The test specimen shall exit the machine with a minimum of interference.
4.4.15 Pendulums shall be Compound Type, C-Type, or U-Type.
4.4.16 With C-Type or Compound-Type pendulums, the broken specimen will not rebound into the pendulum. Clearance at the end of the specimen must be at least 13 mm, or there shall be a specific design feature to deflect the specimen out of the machine.
4.4.17 With a U-Type pendulum, means shall be provided to prevent the broken specimen from rebounding against the pendulum. Steel shrouds or another design feature are installed for this purpose unless specimen ends have at least 13mm clearance.
4.4.18 Means shall be provided to locate and support the test specimen against two anvil blocks such that the center of the notch is located within 0.25 mm of the midpoint between the anvils. May be accomplished with a centering device integral to the machine, or a machine designed for use with ASTM E23 - 2018 centering tongs.
4.4.19 Anvils and supports shall comply with forms and dimensions shown in ASTM E23
- 2018, Fig. A1.2. Other dimensions should minimize interference between the pendulum and broken specimens.
4.4.20 The center line of the striker shall advance in the plane that is within 0.40 mm of the midpoint between the supporting edges of the anvils. The striker shall be perpendicular to the longitudinal axis of the specimen within 5:1000. The striker shall be parallel within 1:1000 to the face of a perfectly square test specimen held against the anvils.
4.4.21 Support a test specimen as a simple beam at a precise location so that the notched face of the specimen is vertical, and the pendulum strikes the other vertical face directly opposite the notch.
4.4.22 Pendulum striker in 8mm nominal size IAW Annex A1 of ASTM E23 – 2018.
4.4.23 Capable of testing specimens of standard size 10 x 10 x 55 mm down to sub-size 10 x 2.5 x 55 mm.
4.4.24 Provide an indicating device (digital, analog, or both) for measuring the absorbed energy of the broken specimen.
4.4.25 Minimum energy capacity of 400J (300 ft-lbs).
4.4.26 Linear velocity of striker at impact point is 4.9 – 5.8 m/s (16 – 19 ft/s).
4.4.27 May provide a motorized or manual brake system to stop pendulum swing at test completion.
4.4.28 May be of motorized or manual system to return the pendulum to its pre-test
(raised) position.
4.4.29 Calibrate IAW ASTM E23 - 2018, to include direct and indirect verifications IAW
Annex A2 of ASTM E23. Calibration/verifications required after final installation.
4.4.30 If a specimen centering device is integral to the tester, it shall not be located within 13mm of the specimen ends during testing. This requirement is to prevent broken specimens from rebounding into the pendulum. An integral specimen centering device is not a requirement.
4.5 Safety and Environmental Requirements:
4.5.1 Equipment Hazards: All hazards inside the machinery shall be guarded against unauthorized access. Clearly visible signs and symbols shall warn personnel in the area, and interlocks, safety mats and redundant deactivation systems shall guard against accidental access to the tooling and moving parts. Guards shall be easily removable to facilitate inspection, maintenance, or repair.
4.5.2 Mercury Restriction: The equipment shall not contain mercury compounds nor be exposed to free mercury during manufacture.
4.5.3 Asbestos Restriction: Asbestos and materials containing asbestos shall not be used in or on the equipment.
4.5.4 PCB Restriction: Equipment and materials containing Polychlorinated Biphenyl
(PCB) shall not be shipped to LEAD.
4.5.5 Safety Guarding: The impact tester design must meet OSHA standards for safety and guarding of the machine. This is addressed in OSHA subpart O, paragraphs 1910.211-1910.219. The machine must meet applicable requirements.

6.0 Quality Assurance:
6.1 Quality Conformance Inspection: The machining center and all accessory components shall be subject to a quality conformance inspection, performed by a designated Depot representative, to determine compliance with this specification.
6.2 Tests: If an accuracy test was performed by the OEM before the machine was shipped, the contractor shall repeat the accuracy test at LEAD after made operational. The results of the test performed at LEAD shall be compared to those from the test at the factory. If no accuracy test was performed at the factory, the contractor shall be responsible for developing test procedures to demonstrate the accuracy and operation of the machine to be in compliance with the requirements of this specification. All test procedures shall be submitted to and approved by Depot Technical Point of Contact (TPOC) prior to the start of testing. To support the testing procedures, the Government will provide a supply of representative parts for use during the performance tests and training. The contractor shall prove out all problems.
7.0 Final Acceptance: Once all conditions of this contract are met, final acceptance will be after 100 hours of operation without a breakdown or failure, or 14 days, whichever comes first. If the machine has a failure or breakdown and it is determined that is the fault of the machine hardware or software, the operating time and 14 days timeframe start over each time this happens. After the 100 hour operating time or 14 days have been met, final payment of this contract will be made.
