About this file

This document is the Evaluation and Method of Award section from a Request for Proposals (RFP No. 2037) issued by the City of Alexandria, Virginia, for transportation services related to the DOT Paratransit Program and City Programs. The City will evaluate proposals using the competitive negotiation method in accordance with the Virginia Public Procurement Act. Each service line will be evaluated independently based on six criteria: Firm Background and Experience (10 points), Technical Proposal/Approach (35 points), Key Personnel and Staffing Plan (10 points), Fleet and Equipment Plan (15 points), References/Past Performance (5 points), and Cost Competitiveness (25 points), for a total of 100 evaluation points. The evaluation process allows the City to conduct an initial assessment of proposal responsiveness and offeror qualifications, followed by potential discussions, clarifications, and negotiations with those offerors deemed fully qualified and reasonably susceptible of selection for award.

Following discussions and negotiations, if conducted, the City will evaluate final proposals or best-and-final offers according to the established criteria. The City reserves the right to make a single award, multiple awards, partial awards, or no award; waive minor irregularities; request clarifications and conduct discussions with one or more offerors; accept or reject proposals in whole or in part; or cancel the solicitation prior to award. A Notice of Award will be issued to successful offeror(s) and a Solicitation Disposition Letter to unsuccessful offerors. Issuance of the Notice of Award does not authorize performance to begin; a fully executed contract and any required authorizations must be completed before work commences. Prior to award, the City will determine whether the apparent successful offeror meets responsibility requirements under the solicitation, the Virginia Public Procurement Act, and applicable City provisions.
