About this file
This is an Affirmative Steps Form (2 CFR 200.321) issued by McLean County Fiscal Court in Kentucky regarding contracting requirements for small and minority businesses. The form outlines mandatory affirmative steps that the county and its contractors must implement to ensure minority businesses, women's business enterprises, and labor surplus area firms are utilized whenever possible. The related contract opportunity involves environmental database review services for approximately 20 residential properties participating in McLean County's Natural Resources Conservation Service (NRCS) Emergency Watershed Protection (EWP) Home Buyout Program. The county seeks an environmental firm or environmental professional to complete environmental database searches, review local and state records, and submit environmental database reports.
The affirmative steps required include placing qualified enterprises on solicitation lists, soliciting enterprises whenever they are potential sources, dividing total requirements into smaller tasks or quantities when economically feasible to permit maximum participation, establishing delivery schedules that encourage participation by targeted enterprises, and utilizing services and assistance from organizations such as the Small Business Administration and the Minority Business Development Agency. All contractors, including engineers and subcontractors engaged on this project, must comply with these affirmative action requirements to ensure equitable access to contracting opportunities.
