About this file
This Scope of Work details system requirements for a filing and delay management system, seemingly for a regulatory board. The document outlines specific technical capabilities for filing notices of delay, including two types of delay scenarios: partial and complete. The system must allow the board to file delay notices, link original and delayed filings, and provide mechanisms for removing delays with specific countdown and codification rules. Key functionalities include the ability to mark filings as partially or completely delayed, maintain countdown clocks with exceptions for five-year reviews, and create public history notes about rule delays.
The system requirements focus on granular administrative process management, with precise specifications for handling different delay scenarios. The document indicates a potential phased implementation approach, with an initial focus on board-level access that could later expand to other agencies. The requirements suggest a complex regulatory environment with strict timing and documentation protocols, emphasizing the need for flexible yet controlled filing and delay management processes that preserve the integrity of original filing timelines and provide clear pathways for delay resolution.
