About this file

This Scope of Work document, issued by the State of Utah Division of Wildlife Resources in collaboration with Bear River Migratory Bird Refuge, the State of Utah's Watershed Restoration Initiative, and the U.S. Fish and Wildlife Service Partners for Fish and Wildlife Program, outlines a comprehensive invasive vegetation removal and ecosystem restoration project covering approximately 610 acres of wetland habitat. The primary service requested is aerial herbicide spraying to manage and eliminate Phragmites australis (common reed) and other invasive wetland species across two designated properties in Brigham City, Utah. The project consists of a single phase involving chemical treatment using drone-equipped aerial spraying vehicles equipped with GPS data logging technology to track treated acreages and ensure regulatory compliance. Work must commence upon receipt of the Purchase Order and be completed by or before September 30, 2026. No mandatory site visit or bidder's conference is specified in the contract opportunity documentation. The contract will be awarded to the lowest cost responsive and responsible vendor, with a single contract anticipated.

The estimated budget for this project is $20,000.00, and vendors must guarantee their pricing through project completion on September 30, 2026. Contractors are required to utilize licensed applicators for herbicide application to ensure compliance with environmental regulations and maintain treatment efficacy. Regular communication and progress updates must be provided to the project manager regarding equipment status, treatment progress, and any access issues encountered during execution. The work will be conducted under GPS monitoring to document all treated areas, with data collection informing effectiveness assessments and future management decisions.

Bid# JH27-100

Wetland Vegetation Management on Bear River Migratory Bird Refuge & Adjacent Private Lands

Brigham City, Utah

Execution: Phragmites Aerial Spraying. Begin upon receipt of Purchase Order (PO) - September

30, 2026

Bear River Migratory Bird Refuge & Private Landowners, in collaboration with the State of Utah's

Watershed Restoration Initiative and the U.S. Fish and Wildlife Service Partners for Fish and Wildlife

Program, is seeking qualified and experienced contractors to implement a comprehensive invasive vegetation removal and ecosystem restoration project on approximately 610 acres of wetland habitat. The primary objective of this project is to effectively manage and mitigate the proliferation of Phragmites australis ( common reed) and other invasive wetland species, thereby enhancing the ecological integrity of the area.

Project Overview

The restoration effort will involve both chemical treatments to manage undesirable vegetation throughout two designated properties. The project encompasses the following phases:

Phase 1: Chemical Treatment

• Timeline: Upon receipt of PO must be completed by or before September 30, 2026

• Treatment Methodology:

► Contractors will utilize a drone designed for aerial spraying applications equipped with herbicide application systems that meet regulatory standards for wetland use. These vehicles must have the capability to navigate wetland environments efficiently from various access points.

• Herbicide Application:

► Approved herbicides will be broadcast aerially from the vehicles, targeting Phragmites and other invasive species. Treatment must be conducted under the guidance of a licensed applicator to ensure compliance with environmental regulations and to optimize efficacy.

Monitoring and Data Logging

• GPS Technology: Each machine will be equipped with GPS data logging technology to accurately document treated acreages, ensuring all management efforts are tracked methodically.

Logging will provide critical data for assessing the effectiveness of the treatments and informing future management decisions.

Communication and Coordination

• Contractors will communicate with the project manager to provide regular updates on equipment status, treatment progress, and any anticipated access issues on the properties during both phases of work.

• A communication protocol will be established to ensure all stakeholders are informed of treatment schedules, and any unforeseen challenges or adjustments needed during the execution of the project.
