3.0 Structured Cabling System Installation Requirements

3.1 Local Exchange Carrier (LEC) Services Entering DEA Facilities:

a. The local exchange carrier (LEC) has the responsibility for providing services (i.e., POTS, JUTNet, WIFI, Cable TV, etc.) that are ordered by the DEA. The designated LEC will bring ordered services into the buildings’ demarcation or main point of presence

(MPOP). A pathway is required between the demarcation or MPOP and the

Telecommunications/FireBird room. Coordination with the construction team during the design phase is required to determine how the LEC will extend their services into the

DEA leased space. Under this BOD/Specifications the following shall be considered and provided:

o In ALL DEA office locations, final terminations and cross-connects for dedicated circuits for DEA services are REQUIRED to be located/extended within the DEA leased space Telecommunications/Firebird room or indicated otherwise by the DEA.

o During the design phase, outside plant telecommunications pathways shall be investigated to determine if current pathways are available and usable for new DEA services. If the pathways are determined to be lacking or inadequate for new DEA services, then new pathways shall be installed from the designated LEC point of presence outside the building to the buildings demarcation or MPOP or designated area.

o In all DEA office locations, it shall be the electrical contractors’ responsibility to provide and install a pathway from the MPOP to the Telecommunications/FireBird room. Refer to section 3.1b for details.

o It shall be the Telecommunications contractors’ responsibility to provide and install/extend cable media from the MPOP to the main Telecommunications/Firebird room within the DEA space IF the designated LEC does not extend services past the

MPOP. Coordination during the design phase is required to determine if the LEC will extend services into the DEA leased space or not. (Refer to section 3.2 for further details.)

b. All media that provides new telecommunications services (e.g., copper, fiber, coax, etc.)

that are extended from outside the DEA leased space (i.e., demarcation, MPOP, telecom entrance facility or other designated facility or room), shall be installed in a secure conduit pathway system. The secured conduit system shall extend from the demarcation or MPOP to the DEA leased space Telecommunications/Firebird room. The pathway system shall comply with the following:

o The pathway system shall be contractor furnished, contractor installed (CFCI).

o Route the conduit system into the Telecommunications/FireBird room. The conduit system shall be located (6 – 12)-inches above the basket trays. Coordinate with the

DEA Telecommunications Specialist for exact location inside the room for final conduit placement.

o Provide nylon bushings for all conduit ends. Provide pull strings.

c. The secured conduit system shall meet the following conditions:

o Provide at a minimum two (2) 2-inch EMT conduits from the MPOP to the

Telecommunications/Firebird room. Extend the secured conduit pathway system without breaks (if possible), from the MPOP to the Telecommunications/Firebird room at specified locations. Coordinate with the DEA to determine if the minimum size and quantity of the conduit system is adequate.

o Minimize the number of conduit joints, pull boxes and other types of connectors. All connections must be permanently sealed completely around all surfaces (e.g., welding, epoxy, or fusion).

o Conduit systems with “set screw” type arrangement shall NOT be used.

o If pull boxes are used and are outside the DEA leased space, the covers must be secured to the pull boxes by welding or epoxy after cable installation. If welded, at least one weld must be applied on each side of the box and cover. If epoxy is used, it must be applied to all mating surfaces continuously around the cover. If pull boxes are required to be accessed after cable installation, the pull box cover must be on a hinge and secured with an approved lock.

o Boxes with pre-punched knockouts shall not be used.

o Hinge pins for pull box covers must be non-removable. The hinges must be hidden or mechanically blocked to prevent removal. Hasps used to secure the cover must be permanently and securely attached to the box (e.g., tack welded).
