MULTIPLE AWARD TASK ORDER CONTRACT

SUMMARY OF WORK

1. PART 1 – GENERAL

1.1 SUMMARY

Description: The Bureau of Engraving and Printing Multiple Award Task Order Contract (MATOC) is an indefinite delivery-indefinite quantity (IDIQ) contract whose requirements will be competed among a pool of multiple awardees. Work will be defined in individual Task Orders and may consist of multiple disciplines in general construction categories. It may involve design services for all aspects of general construction including construction, modifications, and renovations of existing facilities. Work may include but is not limited to: maintenance, repair, alteration, mechanical, electrical, heating/air conditioning, demolition, painting, paving, and earth work for industrial/office buildings and/or infrastructure. The contractor will furnish all design, labor, equipment, material, manufactured articles, transportation, supervision, and all else necessary to accomplish the design and/or repair/construction of each Task Orders written under this MATOC for all work that is defined for each project. Work will be accomplished at the Bureau of Engraving and Printing (BEP), Western Currency Facility (WCF), Fort Worth, TX. Task Orders will be completed as required per MATOC specifications, referenced documents, and as identified on any attached Task Orders project documents as applicable.

1.1.1 Definitions:

1.1.1.1 Contracting Officer: The Contracting Officer refers to a person with the authority to enter into, administer, change and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the Contracting Officer acting within the limits of their authority as delegated by the contracting officer.

1.1.1.2 Contracting Officer’s Representative (COR): The BEP or his authorized representative is designated as the COR, for the purpose of technical surveillance and evaluation of the work performed under this contract. This designation in no way authorizes anyone other than the Contracting Officer to commit the Government to changes in the terms of the contract.

1.1.1.3 Contract Clauses: Where Special Clauses or General Provisions are referred to in the specifications, reference should be to Contract Clauses.

1.1.1.4 Task Order (TO): An order placed against an established contract, which may contain the general requirements and parameters of a proposed project. Included with the TO may be a Statement of Work or Statement of Objectives that define specific technical requirements for the project. May also include information such as budget limitations, design certifications and drawings required to be prepared by the contractor.

1.1.1.5 Statement of Work (SOW): Written descriptions documenting work required by each Government TO. May be provided by the Government or prepared by the Contractor, depending on the individual TO. Included in the SOW are the specific technical requirements for the project.

1.1.1.6 Statement of Objectives (SOO): The initial document, with drawings where applicable, provided to the Contractor by the Government outlining the overall performance objectives to be completed. It is used in solicitations when the Government intends to provide the maximum flexibility to each offeror to propose an innovative approach.

1.1.1.7 Professional Certification: The process of affixing a Registered Architect/Engineer’s seal to a drawing or design document to indicate that the work to which it is affixed has been performed by a person licensed as a Registered Architect/Engineer, in that area of expertise, in the state of Texas.

1.1.1.8 Color Board: A visual presentation consisting of samples of the various finishes, grouped together based on location within the project. Samples will be of adequate size to show the full pattern, texture, and color of each item.

1.1.1.9 Designer of Record (DOR): The individual accountable for specific portions of the design documents. Where professional certification is required for the design, the DOR would be the individual providing certification for that portion of the design (i.e.: Architectural, Civil, Structural, Plumbing, Mechanical or Electrical).

1.1.1.10 Direct Design Cost: This cost includes direct engineering design time used to create drawings and specifications for the project. This is sometimes referred to as Title 1b services.

1.1.1.11 Indirect Design Cost: This cost includes the efforts to support the design – site visits, investigations, etc.

1.2 LOCATION: The project site is located at BEP located at 9000 Blue Mound Road, Fort Worth, Texas 76131.

1.2.1 The Bureau of Engraving and Printing (BEP) is located approximately twenty-five (25) miles West of Dallas Fort Worth International Airport via IH820W/N35W/US287N.

1.3 DESCRIPTION OF WORK

1.3.1 SCOPE OF WORK:

1.3.1.1 The MATOC will be utilized to execute a broad range of maintenance, repair, and minor construction projects on real property at sites noted in paragraph 1.2 “Location”. These projects may include tasks in a variety of trades such as demolition, site work, excavation, cast-in-place concrete, masonry, structural steel, electrical, mechanical (including HVAC), painting, millwork, and other specialty and general contracting work. Projects may also include Architectural and Engineering design work of varying levels of complexity.

1.3.1.2 The Government reserves the right to utilize the same process in awarding the original MATOC contracts to make additional awards to fulfill the above intended number of contracts.

Subsequent contracts will include performance periods concurrent with the original awarded MATOC contracts.

1.3.2 PROGRAM OVERVIEW:

1.3.2.2 MINIMUM/MAXIMUM CONTRACT AMOUNTS: Please refer to the RFP for contract minimum and maximum amounts.

1.3.2.3 COMMENCEMENT OF WORK: No work under this contract will commence until such a time as the Contracting Officer issues a written TO and a Notice to Proceed (NTP) under the TO as described in the paragraph 1.8 “Performance Periods & Notice(s) to Proceed.” The Contracting Officer reserves the right to determine the issue date of any NTP.

1.3.2.4 TASK ORDER PERFORMANCE PERIOD: FAR 52.211-10, Commencement, Prosecution, and Completion of Work will be incorporated into each TO identifying bounds on the construction schedule. The Government reserves the right to negotiate a performance period or impose a performance period for each TO.

1.3.2.5 PERFORMANCE EVALUATIONS: At the conclusion of each ordering period, the COR will complete a contractor performance evaluation and input into Contractor Performance Assessment Reporting System (CPARS). The evaluations will consider all aspects of the contractor’s performance on all issued TOs. Furthermore, performance evaluations may be completed at any time the Contractor’s performance is considered less than satisfactory.

Contractors will be provided an opportunity to provide input into the evaluation. The performance evaluations may have an impact on the award of future TOs.

1.3.2.6 TASK ORDER ISSUANCE PROCEDURES

1.3.2.6.1 "The individual TOs will be assigned an identifier that the contractor will use when referring to the particular TO in all matters."

1.3.2.6.2 The Government will not be obligated to reimburse the contractor for work performed, items delivered, or any costs incurred, nor will the contractor be obligated to perform, deliver, or otherwise incur costs except as authorized by duly executed TOs.

1.3.2.6.3 TOs will be firm fixed price and based on clearly defined requirements. Each TO is subject to the terms and conditions of the MATOC contract. In the event of a conflict between the TO and the MATOC contract, the TO will take precedence.

1.3.2.6.4 Requests for Proposal (RFP) projects may be non-complex performance-oriented tasks requiring minimal design, may be complex construction requiring design development for design-build construction, or a combination thereof. In rare cases, the RFP may not have traditional plans and specifications as described herein, but may include sketches, and requests for catalog cuts, and other submittals. For more information regarding RFPs, see paragraph “Proposal Preparation.”

1.3.3 PROPOSAL PREPARATION: An RFP issued under this contract will, except in rare cases, be issued to all contractors and will, at a minimum, include a SOO/SOW defining the project requirements. The TO will ultimately require the contractor to produce a full design, partial design, or no design depending on the level of design already available and provide the contractor with the SOO/SOW. The RFP will, except in rare cases, consist of one of the following:

• A Full Design-Build (FD-B) consists of a Statement of Objectives with minimal supporting documentation; the contractor will be required to provide a Statement of Work and complete 10% design (as defined under design levels) along with their bid and, if awarded, will complete the design to 100% in accordance with the TO and basic contract prior to commencing construction.

• A Partial Design-Build (PD-B) consists of a Statement of Objectives with a partial A-E design package; the contractor will be required to provide a Statement of Work and bid, and if awarded, will complete the design in accordance with the TO and basic contract prior to commencing construction.

• A Design-Bid-Build (D-B-B) consists of a Statement of Work with a full A-E design package or Government design package; the contractor will be required to provide only a bid and, if awarded, will commence construction in accordance with the TO and basic contract.

1.3.3.2 If required, awarded TOs, will complete the design to the 100% corrected final level.

This will include participating in design review meetings, conducted at BEP site, at each design milestone (30%, 60%, etc.) as described in the TO SOW and all associated field work necessary to complete the design to the 100% corrected final level. The Government will provide design review comments at each design submittal.

1.3.3.3 Cost proposals for RFPs will include a bid schedule and a construction breakdown of work to be accomplished showing individual specification divisions, major component line items and an overall total price. Contractors shall provide a summary sheet with all divisions and proposed totals. Additional sheets shall be added as necessary to provide a breakout of all associated major component line items within each division. The construction breakdown of work will match the Unified Facilities Guide Specifications (UFGS) (www.wbdg.org) forty-eight division formats. All division totals shall be rounded to the nearest whole dollar.

1.3.3.4 In addition, the RFP may include, but is not limited to, the following as applicable, based on the level of design required:

• Any available as-built drawings, specifications, or design information.

• Design calculations requirements in addition to those listed in the design level paragraphs.

• Construction drawings requirements including professional certifications.

• Timeframes for preparing the proposal, completing design work, and completing construction and closeout.

• Submittal requirements

1.3.4 PROPOSAL EVALUATION CRITERIA: Proposals received in the RFP format will be evaluated based on compliance with the RFP requirements and the proposed price. The RFP will indicate the minimum requirements that must be met for a proposal to be considered technically acceptable. Evaluations will be conducted on a Lowest Price Technically Acceptable (LPTA), or

“Tradeoff” basis. The type of evaluation criteria will normally relate to the complexity of the requirement but will be at the sole discretion of the Contracting Officer. Factors utilized in a Tradeoff Process are at the discretion of the Government but may include the following:

• Past performance – TO performance or prior performance on other contracts

• Quality of deliverables

• Ability to meet schedule requirements.

• Relevant experience

• Cost control

• Potential impact on other orders placed with the contractor.

• Current workload

• Design

• Contractor’s technical understanding of the work

• Most efficient and effective plan to accomplish the work.

• Safety/Accident Prevention Plan

• Rationale for proposed materials, types, and quantities

• Sustainable design features

1.3.5 DISCUSSIONS: The Government reserves the right to enter discussions with responsive contractors (those submitting technically acceptable proposals) for the purpose of requesting minor revisions to the proposals.

1.3.6 DESIGN DOCUMENTS: The design documents developed by the contractor will comply with the following requirements and as specified herein and by the current BEP Facility Standards at the time of MATOC solicitation.

1.3.6.1 Drawings: The Contractor will prepare drawings, as specified in the RFP, for Government approval prior to the start of construction. The drawings developed by the contractor will conform to industry standards relating to good design and drafting practices. All completed drawings will clearly identify the work being performed under the TO. Unless otherwise identified in the RFP, use of existing CAD drawings provided by the government will be allowed provided the contractor modifies the drawings to accurately reflect the project requirements. Basic design criteria utilized for each discipline will be included on the appropriate drawings as required by the RFP. Examples would include wind and live/dead loads assumed for structural elements, function specific conditions such as lighting levels or future use considerations for electrical systems, site specific climatic design conditions for mechanical systems, and International Building Code analysis (performed to the same level as if being applied to a municipal building permit process). The following is a list of drawings which might typically be required under this contract:

1.3.6.2.1 All applicable publications referenced in paragraph 1.9 “CODES & STANDARDS.”

will be utilized by the contractor in the preparation of project designs as well as any applicable manufacturer or industry specifications or recommendations associated with material, supplies, or systems.

1.3.6.3.2 The bottom right-hand corner of each page will have the following relative information indicated in the format noted:

1.3.6.3.3 When the last page of a section is encountered, the following will be noted (centered) after the last paragraph:

1.3.6.3.4 Submittal Schedule: Required submittal schedule prepared by the contractor will conform to the requirements of paragraph 1.13 “SUBMITTALS”.

1.4 DESIGN LEVELS AND REQUIREMENTS

1.4.1 10% Design: For all Full Design-Build TOs and only for Partial Design-Build TOs if requested. An acceptable submission for the RFP will reflect the final basic plan with sufficient detail to illustrate (as applicable) the structural, architectural, plumbing, mechanical, electrical, fire and communications systems as well as the existing conditions/paving/grading/drainage site plan, haul route and proposed storage site/laydown area, New Work Site Plan with proposed addition, connection to existing utilities, etc., designed to a 10% level. The submitted Statement of Work will be complete in describing the project scope and provide adequate detail to allow for the accompanying price proposal, and to convey to the Contracting Officer that the proposal was technically acceptable and fulfills the intent of the Statement of Objectives and its supporting documents. A detailed technical analysis will be included in the submittal. The technical analysis will include all applicable items as listed below. Sufficient detail will be provided so that the rationale for the design proposal is fully communicated. The technical analysis will include the rationale for material selections and the basis for the costs used in preparing the bid. The basic calculations needed to size the components of the project should be included. If information was not available or was not provided by the BEP, the contractor will state the assumptions on which his SOW and bid is based.

1.4.1.1 Technical Analysis:

1.4.1.1.1 Problem Identification: Description of the problem(s) and how the proposed design will solve the problem(s).

1.4.1.1.2 Site Description: Existing features and new work especially connection of new to existing utilities. Attending and coordinating with BEP’s Facility Impact Request Form before digging in the ground or shutting down of any utilities.

1.4.1.1.6 Communications Data and Analysis, if needed:

• Rationale for selection of system, material, and devices

• Designing pathway lengths

1.4.1.1.7 Water Supply and Waste Treatment Systems:

• Rationale for type of systems installed.

• Rationale for selection of materials and fixtures

• Manufacturer’s catalog cuts on material and equipment

1.4.1.1.8 Fire Protection System and Life Safety:

• Requirements as indicated in regulations.

• Single line drawing indicating arrangement of automatic sprinkler system, smoke and/or heat detectors, special extinguishing systems and alarm systems

• Schedule of fire resistance ratings for fire walls, interior partitions and fire doors

• An analysis of fire exit requirements and building code requirements.

• Ambient sound study and design audibility objective

1.4.1.1.9 Environmental & Energy Conservation Considerations

• Requirements as indicated in Texas Council on Environmental Quality and EPA regulations.

• Submittal of NOI and NOT

• Compliance with GSWCC and GSMM if over 5,000 sq. ft or (1) acre disturbed.

1.4.1.2 Drawings: Provide electronic drawings of sufficient resolution to print on ARCH E. The use of redline schematics will not be acceptable. Drawings will include detailed schedules and legends appropriate to describe the design. Drawings will be of sufficient detail to fully communicate the design concept. All drawings shall be orientated to true North.

1.4.1.2.1 Site Plan: Utilize scale that shows building site, relation to adjacent structures, existing utilities and new/additional utilities required, and other major site features. Scales for site plans will be sufficiently large to clearly delineate building location, topographical, utilities, streets, roads and parking, vegetation and other pertinent data. Show all site amenities.

1.4.1.2.2 Plans and Elevations: Will portray general layout and interfacing features even if such features are not in the contract area. Equipment to be included in the project will be accurately located and scaled. All areas and equipment will be identified. Areas shown on the floor plan but not included in the project will be so designated by shading, outlining, or other clean concise means.

1.4.1.2.3 Other drawings: Will depict the project accurately and will show sufficient detail to convey the intended appearance of the project. Detailed references, notes, and material indications will be sufficient to thoroughly describe and index the work. Exterior and/or interior elevations will be submitted when the project involves work on such surfaces. Provide interior and exterior finish schedule and door schedule.

1.4.1.2.4 Scales: Will be sufficiently large to clearly portray the work. Mechanical and Electrical schematics will be large enough so that relative features are proportionate and easily related to architectural plans and features.

1.4.1.2.5 Structural/Mechanical/Electrical: Provide general layout of major systems, utility support, and major design features. Connection points and method of connection to existing utilities will be shown.

1.4.1.2.6 Communication Drawings (if applicable): Telecommunication drawings/sheets, T-1 through T-(x) must be included. Telecommunication drawings will incorporate Data, Video, and Security cables. Show required spaces for installation of telecommunication systems along with Basic Outside Plant (OSP) Fiber Optics Cable Plant installation and routes and connection points.

1.4.1.3 Specifications: Provide an outlined list of proposed United Facilities Guide Specifications (UFGS) (www.wbdg.org) individual Divisions to be used.

1.4.2 NOT USED

1.4.3.1 Drawings: Drawings will also include the following, as applicable: Site Plans: All required controlling dimensions. Site plan showing proposed location of work including benchmarks, access from main roads, and surface or sub-surface drainage concepts. Utilize scale that shows building site, relation to adjacent structures, existing utilities, additional utilities required, and other major site features. Scales for site plans will be sufficiently large enough to clearly delineate building location, topographical, utilities, streets, roads and parking, vegetation, and other pertinent data. Drawings will show new and existing site amenities.

1.4.3.1.2 Other Drawings: Will depict the project accurately and will show sufficient detail to convey the intended appearance and work scope of the project. Detailed references, notes, and material indications will be sufficient to thoroughly describe and index the work. Exterior and/or interior elevations will be submitted when the project involves work on such surfaces. Provide demolition drawings as required. Provide interior and exterior finish schedule and door and hardware schedule.

1.4.3.1.3 Structural, Mechanical, Plumbing, Fire Protection, Electrical: Provide general layout of major systems, utility support, and major design features. Clearly show and note project scope.

Connection points and method of connection to existing utilities will be shown.

1.4.3.1.4 Telecommunications, if applicable: Detail of all telecommunication space (sizes, heights, width, depths) will be included. Telecommunications room entrance and backbone diagram will be shown. Show specific details of all outside plant and inside plant routes and termination points (number, size, types of manholes, hand holes, pedestals, marked splices, number and size of conduits) IAW the applicable codes.

1.4.3.1.5 Building Sections of structures, including framing, partitions, suspended ceilings, (if any), ducts, etc., will be shown.

1.4.3.1.6 Typical wall sections will be shown at a scale of no less than 1 inch = 1 foot. Sections will include material and thicknesses, methods of attachment, and type of windows with relation to supporting structural columns or walls.

1.4.3.1.7 For heating, air conditioning, mechanical ventilation and plumbing, and special features such as hoists, etc., indicate the location, capacity, and space requirements for all major items of mechanical equipment. Single line indication and riser diagrams of ducts, pipes, and equipment and their approximate location will also be shown. An indication will be made as to whether piping and duct work are exposed or concealed. Functional areas where pipes are exposed will be delineated. Approximate operating range or capacity for heating, ventilation, air conditioning, and refrigeration equipment will be clearly stated.

1.4.3.1.8 For electrical systems, indicate lighting arrangements, type of fixtures proposed, general light intensities, special electrical requirements of the user, including communications and electronic facilities where applicable, light and power service entrance and distribution arrangement. Conduits, including those wired by others, will be shown together with indication as to whether conduits are exposed. Functional areas having exposed conduits will be delineated.

Riser diagrams, showing service equipment, feeders, and panels, other than branch circuits, will be shown. Cable sizes, current demand factors and the switch and panel board descriptions are not required at this time. Location capacity and space requirements of all major items of equipment will be shown including interior substations with service equipment and panels.

Power, communication, and electronic features will be indicated in sufficient detail to identify requirements clearly and to indicate the means of satisfying the requirements. Lightning Protection Plan showing location of all aerials, down conductors, grounding loop, and grounding triad layout, location, and connection details.

1.4.3.1.9 Provide separate lists of all Government-furnished equipment to be installed by the contractor and equipment furnished and installed by the Government, if applicable.

1.4.5.2 Drawings: The Contractor will provide a package of drawings, complete in all respects.

The submitted drawings will be dated with the date of the submittal and the cover sheet will state that it is a 100% design submittal. Drawings will include all applicable drawings from the following list:

• Cover Sheet/Project Location Maps

• Index of drawings

• Haul routes

• Project location

• Site Plans:

- General Notes sheet

- Building location and orientation

- Existing topographic conditions plan

- Grading and drainage plan including subsurface

- Soils borings plan and logs

• Telecommunication Drawings (If Applicable):

- General Notes sheet

- Exact locations and route required for all backbone and horizontal cables

- Details of all wire ways

- Details of all grounding systems, points and connections IAW codes/standards

- Details of wiring and components showing compliance with TIA/EIA-568:

- Equipment support Frame

- Connector Blocks

- Cable Guides

- Patch Panels

- Optical fiber distribution panels

- Telecommunications outlet/connector assemblies

- Critical communication facilities and nodes

- Details of OSP routes. Specify exact route of each aerial or underground cable

- Electrical, structural, architectural, mechanical, fire protection and other systems required to support communications infrastructure, IAW codes will be included in those respective design sheets.

- Location of all cable terminations

- Notes will include all equipment being provided by the Contractor.

- Identifier labels for each termination and cable

1.4.5.3 Specifications: The Contractor will provide a set of technical specifications complete in all respects. The specifications, including all technical and special conditions, will be prepared to meet government standards. References will be made to Federal Specifications, ASTM, ANSI, and trade standards when applicable to establish a uniform standard. The specifications will be tailored to define each test and submittal items required and fully describe all work to be done.

When government-furnished material or equipment is to be used, a schedule of property or equipment will be prepared listing the item, description and quantity. If no government-furnished material is to be used, the statement of work will include a statement that no government-furnished will be used. Mandatory contract clauses or special provisions will not be duplicated or modified by inclusion of similar or supplementing provisions in the specifications. A set of these provisions is available for review upon request.

1.4.5.4 Material Submittal Schedule: Will identify "Schedule of Material Submittals", each item required to be submitted.

1.4.5.4.1 Items will be separated in applicable Unified Facilities Guide Specifications (UFGS) divisions and line items, and appropriately headed.

1.4.5.4.2 The contractor submittal letter will clearly state what is being submitted, the specification/drawing reference requiring the submittal, the number of copies required, and the required submission date (e.g., a submittal required within 10 days after the Notice to Proceed (NTP) for Construction is issued, will be shown as "NTP + 10").

1.4.5.4.3 If more than one type of item is to be submitted (e.g., Kitchen and Entry doors), each will have a separate line-item number.

1.4.5.5 Interior Design Scheme: Provide a complete room finish and color schedule in the construction documents. Schedule will be coordinated with the color board.

1.4.5.6 Color Board: Submit material color samples of all materials and colors for project design. Materials will be the latest products produced with those specified in the design. The color board will be laid out to show the primary relationships of materials and colors. The room finish and color schedule will be the primary reference for all materials and colors shown on the color board. Samples will be installed on an 8-1/2"x11" foam core board. If more than one board in necessary to show all materials, then boards will be combined using a three-ring binder. The color boards will be submitted as part of the drawings and specifications at 60% submittal (Government Option), at 95% submittal, and at 100% corrected final Submittal. The 60% and 95% color boards will be the property of the Contractor and will be returned upon approval of submittal. The final, 100% color board, will be the property of the Government and will be submitted on an AF Form 3000 as an original document to the project.

1.4.5.7 Review Comments: Will provide review comments and responses from the previous review.

1.5 TESTING: Quality control testing is the responsibility of the Contractor and will be performed by an independent commercial testing laboratory. The type and amount of testing is stated in the applicable specifications; the cost of the testing will be incorporated in the bid price for each applicable line item. The government reserves the right to conduct quality assurance testing.

1.6 SITE VISIT: Contractors are urged to attend any site visits that will be scheduled by BEP Contracting, as identified on RFPs. (See Contract FAR Clauses 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigation and Conditions Affecting the Work).

1.7 SINGLE, PRIME CONTRACT: The work specified in individual TOs will be constructed under a single, prime contract.

1.8 PERFORMANCE PERIODS & NOTICE(S) TO PROCEED: The MATOC will be for one basic year and up to four option years. Specific periods of performance will be identified in each individual TO and accompanying RFP.

1.8.1 At the Task Order level, it will be decided if there will be one or two NTP’s issued. Some projects may have one NTP to cover both Design and Construction and some projects may have two NTP’s. The performance period for the design segment of work (when applicable) starts after the receipt of the Notice to Proceed for Design. The performance times for each project will be defined in each TO. At the beginning of a project, after proof of bonding has been submitted and approved, the Contracting Officer will issue a Notice to Proceed (NTP) for the first design level. At this time, the Contractor can perform design, initial material tests, get submittals approved, and mobilize equipment. After approval of each design level, the Contracting Officer will issue an NTP for the contractor to proceed to the next design level. The Government review time, for each design level, is included in the total design period of performance. When a design submission is disapproved, the contractor will provide necessary corrections and resubmit. The resubmission time does not automatically extend the design period of performance.

1.8.2 The performance period for the construction portion of a TO starts after receipt of the Notice to Proceed for Construction. The performance times for each project will be defined in each TO. At the beginning of the construction performance window, and if all necessary submittals have been approved by the Contracting Officer, the Contracting Officer will initiate Notice to Proceed (NTP) to allow actual construction work to begin. This period of performance for construction includes, but is not limited to, completion of project, all punch-list items, final clean-up, review and acceptance of all deliverables (As-built drawings, O&M manuals, warranties, etc.). The Government review time for as-built drawings, manuals and warranties is included in the performance period and specific timeframes will be listed in the TO. After as-built drawings are approved, the Government has 14 calendar days to return red-line drawings. If there is no design required, only one NTP will be issued for construction.

• Best Practices Any discrepancies between code or standards provisions and the contract documents will immediately be brought to the Contracting Officer’s attention, and the more stringent requirements will always apply unless otherwise directed. Contractor will comply with and implement all applicable design goals, technical constraints, considerations, and policies stated in the BEP Facility Standards current as of solicitation, BEP and Procedural Guide for Designers unless an alternate approach is stated in project scope of work or approved by Contracting Officer. Contractors will be responsible for obtaining any copies of all items referenced in this paragraph. The most current versions of UFGS, UFCs, and ETLs can be found at http://www.wbdg.org/ccb/ccb.php.

1.10 BEP SITE ENTRY, REGULATIONS, & RESTRICTIONS

1.10.1 BEP Site Entry

1.11.1.1 Contractor Access: A complete list of all personnel for the prime contractor and subcontractors shall be submitted to the COR. Once received, a Visitor Access Request (VAR) form will be sent to the prime contractor's point-of-contact. The VAR shall be filled out completely and returned to the COR within ten (10) calendar days of receipt. The COR will provide notification to the prime contractor's point-of-contact once the VAR has been approved.

1.11.1.2 Enhanced Security Measures: During elevated force protection levels there may be increased security and more restricted access to BEP’s WCF.

1.11.2 Conformance with Regulations/Directives: The Contractor will conform to BEP’s WCF regulations and directives pertaining to security, safety, traffic, fire and personnel clearances, insofar as they pertain to the Contractor's activities as directed by the Contracting Officer.

Contractor employees and visitors are subject to the same restrictions as government personnel.

Some of these are noted in the following paragraphs.

1.11.2.1 Smoking: Smoking is permitted in designated, outside smoking areas only.

1.11.2.2 Seatbelts: The use of seatbelts by all vehicle operators and passengers is mandatory on BEP, vehicle operators and passengers not wearing their seatbelt will be issued a traffic citation and may lose on-site driving privileges.

1.11.2.3 Firearms/Illegal Drugs: No firearms or illegal drugs are allowed to be brought onto BEP Site. By accepting a vehicle pass, each person gives their consent to a search of their vehicle while it is entering, while on or leaving BEP Site.

1.11.2.4 Speed Limit: Unless otherwise posted, the speed limit on plant is 20 MPH.

1.11.2.5 Cell Phones: Use of cell phones while driving on BEP Site is prohibited, unless utilizing hands-free device. Photography on the premises is prohibited.

1.11.2.6 Parking: Contractor vehicles and equipment will be parked in designated parking areas or as otherwise approved in writing by the Contracting Officer.

1.11.3 Additional Information: The following procedures and requirements for construction contractors requiring access, if followed, will assist in reducing delays in gaining access to work areas.

1.11.4 Working Hours: Standard construction working hours are from 7:00 a.m. to 4:00 p.m.

Monday through Friday excluding Federal Holidays and the day after Thanksgiving. The plant is also shut down from the period 26 December to 2 January. At this time the contractor may elect to work to minimize the impact to the production floor. The contractor requested deviations to this schedule will only be considered if it is in the best interest of the government as determined by the Contracting Officer. If the Contractor desires to work other than 7:00 am to 4:00 pm, Monday through Friday, he must submit to the Contracting Officer a work schedule at least five

(5) working days prior to the start of the requested times. The schedule will note the activities planned, the planned hours of work, and the reason for the adjusted or additional hours so that the construction inspectors can plan their work schedule. Some projects may require work outside of standard working hours and should be planned and addressed in the TO Proposal Phasing of projects to allow for mission operations may also be required and identified in the

TO.

1.12 COORDINATING AND SCHEDULING

1.12.1 Work Coordination: In order for the work to progress smoothly and cause minimal difficulties, it will be necessary for the contractor, superintendent, construction inspector, project engineer, and Contracting Officer to maintain close and active coordination. At all times, the Contractor will keep the Government informed of when and what work will be accomplished.

All work schedules will be coordinated with the appropriate representatives of the Contracting and the BEP’s FSB.

1.12.1.1 All work will be accomplished in such a manner with upmost regard to WCF, ongoing missions and cause minimum disruption to those missions.

1.12.1.2 At least two (2) workdays prior to testing or closing hidden work, the Contractor will identify such work and notify the Contracting Officer and Contracting Officer Technical Representative when it will be accomplished. If proper inspections are not accomplished because of such lack of notification, the Contractor bears the risk of removing completed work and re-accomplishing such uninspected work at no cost to the government.

1.12.2 Progress Schedule: The schedule contemplated by contract clause FAR 52.236-15, Schedules for Construction Contracts, will be accomplished on and in accordance with the instructions.

1.12.2.1 Work percentages will be plotted weekly, from Sunday through Saturday, beginning with the date of receipt of the Notice to Proceed through the contract completion date. Once approved, schedules will not be changed without Contracting Officer direction and/or approval.

1.12.2.2 The Work Elements. Each element will be identified by the applicable, major element of work (e.g., Site Work, Concrete, Electrical, etc.). The last element will be titled “Close-Out” and account for all final contract deliverables such as as-built drawings, manuals, test reports, warranties, etc.

1.12.2.3 The percentage of each listed work element of the job will be shown opposite each major work element in Column C of the Contract Progress Schedule and may be expressed in whole numbers or carried out to two (2) decimal places.

1.12.2.4 High dollar value material items may be submitted for payment prior to installation if the requirements of FAR Clause 52.232-5, Payments under Fixed-Price Construction Contracts are met and agreed to by the Contracting Officer. Such items must be clearly and separately identified in the approval request.

1.12.3 Progress Reports: The report will be accomplished on and in accordance with the instructions provided by the Contracting Officer.

1.12.3.1 Progress Reports will be submitted with Contractor pay request by close of business on the Monday following completion of the previous work period.

1.12.3.2 Whenever the cumulative percentage of the work is 5% or more below the scheduled percentage, the Progress Report will be accompanied by a letter of explanation for the delay and a plan detailing how the contractor intends to get back on schedule. The accompanying letter and plan must be submitted to the Contracting officer.

1.12.3.3 Each progress payment request will be reviewed by the COR and the Contractor’s jobsite superintendent for accuracy before submitting to Contracting Officer. Payment will be authorized based on the Contracting Officer’s determination of percentage complete as reflected on the approved.

1.13 SUBMITTALS

1.13.1 Schedule of Material Submittals:

1.13.1.1 All required submittal items will be included with the project documents (drawings, specifications, submittals, reports, design analysis, etc.): Within 14 calendar days after receipt of the Notice to Proceed (NTP) with construction, the Contractor will identify a no later than “required submission date” for each item specified on this form. The contractor will ensure the specified dates provide adequate time to process the requirement and allows sufficient order/receipt time prior to the projected installation date.

1.13.2 Material Approval Submittal:

1.13.2.1 Each submittal will be with separate transmittal letter. Each Submittal and Substitution letter will have unique identifying number. Resubmittals should be labeled “R#” with the # corresponding to the number of the resubmission.

1.13.2.2 Variance from contract requirements: Whenever materials or drawings are required to be submitted by the Contractor for approval and the material or drawings submitted are at variance with the specifications or Government drawings, but are approved by the Contracting Officer inadvertently and without consciousness of the variance, then the approval will not be final unless the Contractor expressly noted on the submittal that "This material or drawing varies from specifications in the following aspects."

1.14 GOVERNMENT-FURNISHED-PROPERTY (GFP): Government Furnished Property (GFP) includes both Government-Furnished-Material (GFM) and Government-Furnished Equipment (GFE). Historically, equipment (GFE) will not be required under this contract or supplied by the Government, but if needed will be provided per individual task order.

1.15 HAUL ROUTE

1.15.1 Specified Haul Route: The Contractor will follow specified haul routes for this project, unless otherwise directed. The Contractor may make changes to the route only with the prior approval of the Contracting Officer at no additional cost to the Government. The Contractor will restore the area to its original condition at the end of the contract period the Contracting Officer has granted specific, written approval.

1.15.2 Haul Route and Track out Cleanup: To minimize Damage to WCF property all mud, dirt, debris, foreign objects, leaks, or spills of any kind from the Contractor's operations (including subcontractors and suppliers) on roads, parking lots, hard surfaces, and streets. All incidents and resulting damage will be cleaned up immediately. WCF defines “Immediately” as directly after it occurs and not at end of the day or when convenient. Cleanup will be performed to the satisfaction of the Contracting Officer. The contractor may be held responsible for all damages if the contractor’s action is attributable to his negligence or failure to comply with contract requirements.

1.16 MATERIAL STORAGE

1.16.1 Storage Area: Unless otherwise indicated, there is no storage facility on-WCF site for contractor-owned supplies, tools, materials, or equipment. If allowed by the contracting officer, WCF buildings and structures which are part of the contract may be used for storage. The contractor shall accept full responsibility for the material stored therein, if such space/area for storage is granted by the contracting officer.

1.16.2 Storage Site: The Contractor will propose a lay down storage site for contractor owned supplies, tools, materials, and/or equipment near the jobsite. This request for a proposed lay down area will be submitted for approval. If the proposed site is not approved the Contracting Officer reserves the right to designate a different storage site near the jobsite. All job equipment and material not in use, but to be installed in or used on the project by the Contractor may only be stored in this area. The Contractor, at his risk, will provide security for the equipment and material storage. The Contractor is responsible for returning the site to its original condition. If the Contractor requests locating a jobsite trailer, he/she will have to coordinate with COR.

1.17 OMITTED

1.18 UTILITIES SERVICES AT BEP/WCF

1.18.1 Water and Electricity: The Government will make all reasonable amounts of domestic water and electricity available to the Contractor from existing system outlets and supplies. The Government will furnish normal quantities of electricity and water necessary to make final tests of completely installed systems.

1.18.2 Telephone: Commercial telephone lines are not available to the contractor. The Contractor, as necessary, must make separate communication arrangements.

1.18.3 Temporary Water Connections: The Contractor will, at his own expense, make all temporary connections and install distribution lines. The Contractor will furnish the Contracting Officer a complete system layout drawing showing type of materials to be used and method of installation for all temporary systems. The Contractor will be given access to water hydrants to obtain water for construction activities. The Contractor will provide and install a double back flow preventer with meter to all water hydrants made available to them for project use. Back flow device and location to be submitted and approved by the Government prior to installation.

All temporary lines will be maintained by the Contractor in a workmanlike manner satisfactory to the Contracting Officer and will be removed and the area restored to its original (or better) condition by the Contractor prior to final acceptance of the construction.

1.18.4 Electrical Utility: The electrical power at BEP/WCF is provided by ONCOR.

1.19 OUTAGES AND/OR UTILITY SERVICE INTERRUPTIONS: Outages include not only utilities but also road/lane/parking lot closures and restrictions. If the interruption to any utility service is required, the following will apply:

1.19.1 Advance Notification and Work Clearance: The Contractor will apply for and obtain an approved Facility Impact Request (FIR). Permit applications will be submitted a minimum of thirty (30) calendar days prior to any proposed outage as the WCF requires adequate time to investigate facilities affected by outage and notify occupants. Unscheduled Emergency/Urgent requests will be considered on a case-by-case basis.

1.19.2 Duration: Required utility outages will be scheduled to provide the minimum interference to the Government. Outages will occur on non-production weekends and/or during non-standard work hours depending on facilities affected and using agency operations. An Outage Request is required for all outages no matter the duration.

1.20 EMERGENCY MEDICAL TREATMENT: All emergencies on WCF site call 911 and identify exact location on WCF site. Immediately after calling 911, emergencies are to be reported to the Police Communications Center (PCC) by dialing “0” or “1-3700” on any internal house phone. If dialing from an outside line or cellular phone contact the PCC at (817) 847-3700.

1.22 SECURITY:

1.22.1 Physical Security. All persons entering and exiting BEP premises must pass through magnetometers and submit their packages and articles for screening as defined herein prior to being granted access to or exit from buildings. To enhance BEP security, random security measures may be enacted requiring more thorough inspection of personal property (e.g., coats/jackets, contents of pockets, hats). Failure to submit to magnetometer screening is basis for refusal to allow entrance to and exit from the premises.

1.22.2 Security Personnel will

1.22.2.1 Operate magnetometers and x-ray equipment at all pedestrian entrances/exits causing all persons wanting to enter/exit the premises, to pass through said equipment. When such equipment alerts to the presence of metal on the person in excess of set limits, the Police Officer will ask the person to divest themselves of known metal objects carried and have the person reenter through the magnetometer. If the equipment alerts to the presence of metal on the person’s second pass, the Police Officer will use a hand-held metal detector to resolve any discrepancies.

1.22.2.2 Use discretion in hand-wanding BEP employees, contractors and visitors with known metal devices implanted on their person (i.e., pacemakers, artificial limbs, metal screws/plates), those using canes or walkers, etc. However, Police Officers may require hand-wanding at any time if they deem it is necessary.
