Flame Resistance (FR) and Short-Wave Infra-Red (SWIR) Next Generation (NEXGEN) MARINE CORPS COMBAT UTILITY UNIFORM (MCCUU) FABRICS
STATEMENT OF WORK
SCOPE
The Product Manager Clothing and Equipment (PdM C&E), Infantry Weapons (PM IW), Marine Corps System Command (MCSC) is seeking to do a product improvement (PIP) to the MCCUU with a level of flame resistance (FR) and Shortwave Infrared (SWIR) camouflage and improvements in breathability, comfort and durability to modernize and increase the capabilities of the current uniform. The effort is abbreviated to NEXGEN MCCUU hereafter.
For this effort, PdM C&E plans to award multiple individual contracts to buy up to six Berry Amendment-compliant fabrics, printed in Woodland Marine Pattern (MARPAT) camouflage, in up to two (2) categories; No Melt No Drip (NMND), and flame-resistant fabrics that are self-extinguishing when subjected to a vertical flame test per ASTM D6413. Vendors may submit up to three (3) fabrics. Each fabric submitted must include test data for each requirement, as specified in the salient characteristic table, Section J, attachment 1, and ten (10) linear yards of fabric sample at full fabric width (forty-eight (48) inches minimum threshold, sixty (60) in objective). The sample may be any color or camouflage, though Woodland MARPAT is preferred and will be required if selected for award of this RFP. The 10 linear yard sample submitted for RFP response may be any color or camouflage, though Woodland MARPAT is preferred, and the fabrics will be required to be printed in Woodland MARPAT if selected for award of this RFP.
A responsive proposal shall include: verification of Berry Amendment compliance, verification that the fabric order has the ability to be delivered in Woodland MARPAT, estimated volume costs for end item procurement at Defense Logistics Agency (DLA) Troop Support at a scale of 270,000 (+/-10%) blouses and trousers annually, timeline to deliver up to 700 yards of fabric in Woodland MARPAT, identification of a plan to meet signature management requirements, a completed salient characteristic table data sheet (section J, attachment 2), and 10 linear yards of fabric.
PdM C&E will select fabrics for award based upon a best value decision between fabric salient characteristics, fabric cost, availability, and producibility. Upon down selection, the Government plans to buy up to 700 linear yards of each fabric in Woodland (MARPAT) for laboratory testing and user evaluation, as Government Furnished Material (GFM). PdM C&E will utilize the GFM fabric to construct uniforms for a test and evaluation as part of a PIP to update and modernize the current MCCUU. The experimental MCCUUs shall be tested for several months in a Field User Evaluation (FUE) in a hot/humid/wet environment in early 2024 to establish suitability and acceptability in the operational environment with concurrent lab testing. PdM C&E will analyze the combined data to down select to one or more fabrics with the greatest chance of success as a future the NEXGEN MCCUU. If warranted and subject to available funds, in a separate contract action, the down selected fabric(s), which may require some modifications, shall be tested in a more comprehensive FUE to support a Marine Corps adoption decision in FY 2025. Upon completion of a successful FUE, the government shall prepare a Supply Request Package (SRP) to DLA Troop Support for sustainment.
