About this file

This is a Business License Requirements Form issued by the City of Little Rock Treasury Management Division addressing licensing obligations for businesses conducting work within Little Rock's jurisdiction. The City of Little Rock is soliciting bids for HVAC Replacement and Electrical Repair services at 2810 W. 13th through an Invitation to Quote (ITQ) open to businesses authorized in Arkansas. The document establishes clear licensing requirements based on business location and operational status: businesses with physical locations in Little Rock must obtain a city business license for each location, in-state businesses from other Arkansas cities may have their home city licenses honored if comparable to the work scope, and out-of-state businesses without Arkansas presence must obtain a Little Rock license unless they have previously obtained one from another Arkansas city. Notably, out-of-state businesses need not obtain a license merely to bid on City purchasing proposals; licensing is only required if they establish a permanent location within Little Rock for project execution.

Non-profit organizations are fully exempt from business license requirements. The Treasury Management Division, under the direction of Treasury Manager Scott Massanelli, maintains authority to determine the validity of all business licenses presented. Prospective bidders should verify with the Treasury Division that any existing licenses from other jurisdictions meet the specific classification requirements for HVAC and electrical repair work to ensure compliance prior to bid submission.

City of Little Rock Business Licenses Requirements

The City of Little Rock Treasury Management Division will determine validity of all business licenses.

If a business has a physical location in Little Rock, they are required to have a business license for each location.

If a business is based in another city in Arkansas, that city has jurisdiction over the business. If that city requires a business license, we will honor their license. If the city does not require a license such as Conway and they are coming into Little Rock to conduct business, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas in which case we will honor that license.

If the business is an out-of-state business which does not have a physical location anywhere in Arkansas, they will be required to obtain a license from us unless they have already obtained one from another city in Arkansas, in which case we will honor that license.

Keep in mind the licenses they provide must be for a classification comparable to the type of work they will be conducting in Little Rock.

An out-of-state business does not need to obtain a business license if they are just bidding on a Little Rock purchasing proposal. If the out-of-state company wins a bid from the city, they would only be required to obtain a business license if they set up a permanent location in the city limits of Little Rock for the duration of the project.

A Non-Profit Organization is exempt from having to obtain a business license.
