About this file

This is a Business License Requirements Form from the City of Little Rock Treasury Management Division that outlines licensing obligations for businesses seeking to conduct work within Little Rock city limits. The document establishes that businesses with physical locations in Little Rock must obtain a business license for each location. For in-state Arkansas businesses based in other cities, Little Rock will honor licenses from their jurisdiction of origin if that city requires licensing, or will require a Little Rock license if their home city does not mandate licensing (such as Conway). Out-of-state businesses without physical locations in Arkansas must obtain a Little Rock business license unless they already hold a valid license from another Arkansas city with a comparable classification. However, out-of-state companies are exempted from licensing requirements when merely submitting bids on Little Rock purchasing proposals and only require licensure if they establish a permanent location within the city limits upon winning a contract. Non-profit organizations are completely exempt from business licensing requirements.

The licensing determination and validation process is administered by the City of Little Rock Treasury Management Division, with Scott Massanelli serving as Treasury Manager. Businesses should ensure that any existing licenses from other jurisdictions are classified comparably to the type of work they will conduct in Little Rock. For the related Lawn and Landscaping Services bid (ITB-231415) for the Zoo, businesses authorized in Arkansas and qualified to provide the requested services are eligible to participate, provided they meet the applicable business licensing requirements as outlined in this document.

City of Little Rock Business Licenses Requirements

The City of Little Rock Treasury Management Division will determine validity of all business licenses.

If a business has a physical location in Little Rock, they are required to have a business license for each location.

If a business is based in another city in Arkansas, that city has jurisdiction over the business. If that city requires a business license, we will honor their license. If the city does not require a license such as Conway and they are coming into Little Rock to conduct business, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas in which case we will honor that license.

If the business is an out-of-state business which does not have a physical location anywhere in Arkansas, they will be required to obtain a license from us unless they have already obtained one from another city in Arkansas, in which case we will honor that license.

Keep in mind the licenses they provide must be for a classification comparable to the type of work they will be conducting in Little Rock.

An out-of-state business does not need to obtain a business license if they are just bidding on a Little Rock purchasing proposal. If the out-of-state company wins a bid from the city, they would only be required to obtain a business license if they set up a permanent location in the city limits of Little Rock for the duration of the project.

A Non-Profit Organization is exempt from having to obtain a business license.
