About this file

This is a scoresheet attachment used by the State of Utah Division of Purchasing and Department of Criminal Justice for evaluating proposals submitted in response to a Request for Proposal for Post-Conviction Relief Act Litigation Services. The procurement seeks to contract with responsive and responsible vendors to provide litigation services related to post-conviction relief matters. The contract term is three years with an anticipated end date of November 14, 2029. It is anticipated that multiple contract awards will be made to vendors that meet the minimum technical score threshold established in the evaluation criteria.

The scoresheet serves as the primary evaluation tool for assessing vendor qualifications and proposal quality against defined technical criteria. Firms that currently hold a contract for these services with the same end date of November 14, 2029 are not required to submit a response to this RFP, indicating an opportunity to maintain continuity with existing incumbents. The evaluation and award process will utilize the scoresheet to ensure consistent and objective assessment of all proposals received, with awards granted only to those vendors demonstrating sufficient technical capability and meeting all responsiveness requirements.
