About this file
This is a Scope of Work attachment for an Invitation for Bid issued by the Utah Department of Transportation (UDOT) Procurement Services Division for the procurement of Segmental Thermoplastic Liners. UDOT seeks to establish a five-year contract for the purchase of pipe liners to be ordered on an as-needed basis, with no guaranteed minimum order quantities. The segmental thermoplastic liners must meet UDOT Specification 02618 and comply with applicable AASHTO or ASTM designations. Products are available in multiple sizes ranging from 18 inches to 60 inches in existing host pipe diameter, with corresponding liner inside diameters and minimum clearance specifications detailed in the attachment. Each segment must feature male and female end connections and permanent manufacturer identification markings. UDOT reserves the right to inspect all goods throughout the contract term and reject any items that are deformed, damaged, incomplete, or non-compliant with specifications, requiring contractors to correct deficiencies or provide full refunds.
Contract pricing is guaranteed for one year from the contract date, with any subsequent price adjustments requiring 30 days' notice and supporting documentation demonstrating a logical mathematical link between current and proposed pricing. Price changes may occur annually on the contract anniversary date, with exceptions considered only if net price changes exceed five percent based on index changes. UDOT must receive immediate benefit of any market decreases or allowable discounts. Invoices must reference the purchase order or contract number and be submitted to UDOT's Accounts Payable department or applicable regional addresses. Cash discount periods commence from the delivery date or date of correct invoice, whichever is later, and UDOT reserves the right to adjust incorrect invoices. The contractor acknowledges that untimely billing may negatively impact the Department and waives rights to recover payment for any requests not received within the contractual timeframe.
