About this file

This is a Scope of Work document issued by the State of Utah Division of Wildlife Resources (UDWR) for the Black Horse Ridge Metal Guzzler Apron Materials project. The project involves the replacement of a deteriorated asphalt apron and pond guzzler on Blackhorse Ridge in the Book Cliffs of Southeastern Uintah County with an updated metal apron design. UDWR is requesting the procurement of specific materials including 36 sheets of 1.5-inch B-deck measuring 3 feet wide by 25 feet long, 32 C-purlins measuring 8 inches by 2.5 inches in 14-gauge steel cut to 12.5 feet long, and 35 two-inch square punched tubes cut to 6 feet long, along with freight to Vernal, Utah. All materials must be delivered to the UDWR Game Farm at 3116 South 500 West, Vernal, Utah 84078 by October 22, 2026. There is no mandatory site visit or bidder's meeting required. The contract will be awarded to the lowest cost responsive and responsible vendor, with a single contract anticipated. The term of the contract extends through project completion, with materials required by October 22, 2026 and installation scheduled to commence on November 1, 2026, weather dependent.

The project is funded through WRI Project #7120 with a total budget of $20,000. Vendors must guarantee pricing through project completion. The scope of work is driven by the Book Cliffs Working Group's identification of limited water sources in the upper elevation areas of the Book Cliffs, where existing water sources experience overuse leading to forage depletion, animal disease, and water source degradation. The reconstructed guzzler with three 1,800-gallon tanks and the new metal apron will provide reliable water collection for wildlife during fall and winter precipitation periods. Installation is anticipated to require approximately one week once materials are delivered, with 5-6 UDWR and partnering personnel completing the work over 3-4 days in the fall of 2026.

Attachment B Scope of Work

Introduction

UDWR will replace a large asphalt apron/pond guzzler on Blackhorse Ridge in the Book Cliffs of Southeastern Uintah County, Utah with an updated metal apron design, funded by WRI project #7120 “Black Horse Ridge Guzzler”. Project objectives include the reconstruction of the Blackhorse Ridge Guzzler with three 1,800-gallon tanks (already installed) and a 36ft x 75ft metal apron for efficient water collection. The metal apron will include driving 6ft long 2-inch punched tube posts on 4ft centers lengthwise, and 12ft centers widthwise. A total of 35, 24ft long 2-inch square punched tube should be cut to 6ft lengths. In addition, a total of 32, 25ft C-purlins, 8-inches tall and constructed of 16 gage steel, should be cut to 12ft long, so they can be bolted to the punch tube posts for support.

Finally, a total of 36 sheets of 1.5-inch B-deck measuring 3ft wide by 25ft long, will be overlayed and attached to the C-purlins, to complete the apron or water collection structure.

Background

The upper elevation area of the Book Cliffs in Uintah and Grand counties has become the focal point for improved management by multiple partners that comprise the Book Cliffs Working Group, including UDWR, TLA, BLM, NRCS, UDAF, private property owners, permittees, and sportsman's groups. The Working Group has identified the limiting resources of the Book Cliffs area and developed projects that will benefit all users in the landscape. Water sources in Book Cliffs big game summer and transitional ranges are limited and the few existing sources experience overuse. Over-use of existing water sources can lead to over utilization of the surrounding forage, animal disease, and degradation of the water source. In this case the Black Horse Ridge guzzler is in poor condition, due to years of neglect, and in need of replacement so it can continue to provide water for wildlife.

Scope of Work

UDWR will construct a 36ft x 75ft metal apron for efficient water collection on the Black Horse Ridge guzzler. The metal apron will include driving 6ft long 2-inch punch tube posts on 4ft centers lengthwise, and 12ft centers widthwise. A total of 35 24ft long 2-inch square punched tube should be cut to 6ft lengths. In addition, a total of 32 25ft C-purlins, 8-inches tall and constructed of 16 gage steel, should be cut to 12.5ft long, so they can be bolted to the punch tube posts for support. Finally, a total of 36 sheets of 1.5-inch B-deck measuring 3ft wide by 25ft long, will be overlayed and attached to the C-purlins, to complete the apron or water collection structure. Installation of the metal apron will take approximately a week once the following materials are delivered:

• 36 - 1.5” 20g B-deck measuring 3ft wide by 25ft long

• 32 - 8” by 2.5” 14g C-purlin measuring 25ft long, cut in half to 12.5ft long

• 35 - 2” square punched tube measuring 24ft long, cut in 1/4ths to 6ft long

• Freight to Vernal, Utah

Requirements

To complete the project this fall, UDWR would preferably have the following materials delivered to the UDWR Game Farm at 3116 S. 500 W., Vernal, Utah 84078 by October 22, 2026.

• Item #1-1: 36 - 1.5” 20g B-deck measuring 3ft wide by 25ft long

• Item #1-2: 32 - 8” by 2.5” 14g C-purlin measuring 25ft long, cut in half to 12.5ft long

• Item #1-3: 35 - 2” square punched tube measuring 24ft long, cut in 1/4ths to 6ft long

• Item #1-4: Freight to Vernal, Utah

Compliance

The materials listed in the “Requirements” should meet and be cut to the requested specifications, bundled for transport, and shipped to Vernal, Utah by October 22, 2026.

Project Deliverables

The materials listed in the “Requirements” should meet and be cut to the requested specifications, bundled for transport, and shipped to Vernal, Utah by October 22, 2026. After the materials are delivered, approximately 5-6 UDWR and partnering personnel will transport the materials to the project site on Black Horse Ridge and spend 3-4 days erecting the metal apron. The goal would be to construct the apron in the fall of 2026, so it can collect fall-winter precipitation to store water for wildlife.

Project Timeline

• Delivery of Materials: October 22, 2026

• Installation of Apron: November 1, 2026 (weather dependent)
