About this file

Summary

This is a Scope of Work document issued by the Utah Division of Wildlife Resources (UDWR) for an Invitation for Bid (IFB) titled AM27-125 Upper Sevier River Rock – 2026. The project involves loading, hauling, and dumping approximately 630 cubic yards of 3-5 feet diameter rock for stream restoration purposes on the Upper Sevier River near Hatch, Garfield County, Utah. The rock will be sourced from a Bureau of Land Management (BLM) rock pit in Losee Canyon, approximately nine miles northeast of Hatch, and distributed across four dump sites: Site 1 (160 cubic yards), Site 2 (50 cubic yards), Site 3 (150 cubic yards), and Site 4 (270 cubic yards). A mandatory site visit is scheduled for November 18, 2026, at 10:00 am at the Losee Canyon turnoff from SR-12. Work must be completed by February 11, 2027. The contract will be awarded to the lowest cost responsive and responsible bidder based on total lump sum pricing.

The successful contractor must provide all materials, equipment (dump trucks and excavators), and labor necessary to complete the work and must maintain accurate records of loads hauled for UDWR inspection and monitoring. Rock specifications require 80 percent of material to be 3-4 feet in diameter and 20 percent to be 5 feet in diameter, with angular or blocky shapes preferred. Bids must include the make, model, and size of equipment to be used. Payment will be issued upon UDWR's satisfaction with work quality following final inspection. The contractor assumes responsibility for determining existing conditions and all deductions regarding time, labor, materials, and equipment needed. Delays caused by acts of God, government actions, fires, floods, epidemics, quarantine restrictions, strikes, embargoes, or unusually severe weather may result in schedule modification at the State's discretion.

Attachment B: Scope of Work AM27-125 Upper Sevier River Rock – 2026 The Utah Division of Wildlife Resources (UDWR) is soliciting bids to load, haul, and dump 630 cubic yards of 3-5 feet diameter rock to be used in a stream restoration project on the Upper Sevier River, 3 miles south and in the town of Hatch, Garfield County, Utah (Map 1). The bid is for all material, equipment, hauling, labor, etc. to load and haul rock as specified below.

The successful bidder (contractor) will load and haul rock as specified below and will provide all materials, equipment (dump truck, excavator), and labor necessary to complete the rock hauling as specified. Rock must meet the specifications in this bid.

By submitting a bid under this solicitation, bidders are certifying that they can complete the project as described in this bid. Work must be completed regardless of other work, including work from other state contracts, currently being performed by the contractor.

1. The bid will be awarded based on:

1) Total lowest dollar amount bid

2) Contractor being able to complete work as specified and on schedule.

Location/Sites The project includes four different sites on the Upper Sevier River where rock will need to be hauled. The dump sites are located just off of US-89 along the Sevier River. Dump sites 1 and 2 are located on private property in the town of Hatch, Utah. Dump sites 3 and 4 are located approximately three miles south of Hatch, Utah on Trust Lands Administration (TLA) land (Map 1).

The rock will be obtained from a Bureau of Land Management (BLM) rock pit in Losee Canyon just nine miles northeast of Hatch, Utah.

One site tour of the BLM rock pit and dump sites with the UDWR project manager will be given to interested bidders on November 18th, 2026. Interested bidders should meet at 10:00 am at the Losee Canyon turn off from SR-12 (Map 2). From the intersection of SR-12 and US-89 travel about two miles east on SR-12 and then turn north onto the Losee Canyon dirt access road to the BLM rock pit. The meeting location is a large turn around area immediately after turning onto the dirt access road (https://maps.app.goo.gl/m3y7nt7Zhq6LNhPw9). Part of the project is on private property and potential bidders may not visit those sites on their own. This will be the only site visit of the project, but potential bidders are encouraged to check out the BLM rock pit and dump sites 3 and 4 on their own.

Bidders and/or contractors will need to, by their own investigations, determine the existing conditions that may affect the work to be done to meet the specifications described herein. Bidders or contractors assume all responsibility for their deductions and conclusions as to the difficulties, amount of time, labor, materials, and equipment needed and other necessities in performing the work and meeting the specifications described herein.

Site 1 Approximately 160 cubic yards of 3-5 feet diameter rock will need to be hauled to Site 1 (Map 1).

Site 2 Approximately 50 cubic yards of 3-5 feet diameter rock will need to be hauled to Site 2 (Map 1).

Site 3 Approximately 150 cubic yards of 3-5 feet diameter rock will need to be hauled to Site 3 (Map 1).

Site 4 Approximately 270 cubic yards of 3-5 feet diameter rock will need to be hauled to Site 4 (Map 1).

Rock Specifications

· Rock should be 3-5 feet in diameter along the largest diameter across. No rock larger than 5 feet in diameter or smaller than 3 feet in diameter should be hauled.

· All loads shall be of mixed sizes of rock. Approximately 80% of all rock shall be 3-4 feet in diameter and approximately 20% shall be 5 feet in diameter.

· Rock should be angular or blocky shaped rather than spherical.

Equipment

· Rock should be hauled using dump trucks. Dump truck size and type is up to the bidder given the potential limiting factors (space for safely exiting the highway onto SR-12, space for turning around, entering some of the dump sites, etc.). For example, there may not be room for side dumps at the dump sites.

· The successful bidder shall use care and obey all traffic laws when exiting and entering the highway to ensure safety. “TRUCKS ENTERING HIGHWAY” signs should be used on SR-12 near the Losee Canyon turnoff to alert other motorists of dump trucks entering and exiting the highway.

· If equipment breaks down, the successful bidder should make every reasonable effort to repair the equipment and restore it to operating condition as quickly as possible. The UDWR is not liable or responsible for any equipment breakdowns or damage.

Schedule

· Work can begin as soon as the bid is awarded and must be completed by February 11th, 2027.

Delays

· The contractor shall not be in default because of any failure to perform this contract under its terms if the failure arises from causes beyond the control and without the fault or negligence of the contractor. Examples of these causes are: 1) acts of God or of the public enemy, 2) acts of the Government in either its sovereign or contractual capacity, 3) fires, 4) floods, 5) epidemics, 6) quarantine restrictions, 7) strikes, 8) freight embargoes, and 9) unusually severe weather. In each instance, the failure to perform must be beyond the control and without the fault or negligence of the contractor or subcontractor. “Default” includes failure to make progress in the work so as to endanger performance.

· Upon request of the contractor, the Contracting Officer shall ascertain the facts and extent of the failure. If the Contracting Officer determines that any failure to perform results from one or more of the causes above, the delivery schedule may be revised, subject to the State’s contract termination rights under the contract.

Work Inspection

· UDWR personnel will monitor the number of loads and size of loaded dump trucks. Dump truck loads are expected to be full loads. The successful bidder must maintain an accurate record of the amount of rock hauled and dumped and report it to UDWR personnel when asked.

· The contractor is responsible to repair, change, modify, and correct areas of poor quality work if the work does not meet the quality and specifications outlined in the bid. The contractor will immediately be notified of deficiencies in work quality identified during inspections. The contractor is responsible for providing quality control to assure that work complies with the bid specifications.

· If the quality of the work is not raised to an acceptable level within five calendar days after notification to the contractor, the UDWR may issue a stop work order to resolve the problem. If the problem cannot be resolved the contract may be canceled by the UDWR.

· The contractor shall notify the UDWR project manager at least two working days prior to completion to schedule a final inspection. All work must be completed and meet the bid specifications at the final inspection.

· Payment will be made when UDWR is satisfied with the quality and completion of work following a final inspection.

Use of Subcontractors

· The Project Manager must approve the use of all subcontractors in writing prior to their performance of any work on the project. A subcontractor who submitted a bid on the project, was offered the project as the low bidder, and declined that award, or who defaulted on project after being awarded the contract, is ineligible to be a subcontractor for the successful bidder.

Bidding

· All work should be bid as one lump sum for the total cost to complete the work as specified. Bids need to include the make, model, and size of the dump truck(s) and excavator(s) that will be used.
