About this file
This is a Scope of Work document for Stream Crossing Restoration project AM26-91, issued by the State of Utah Division of Purchasing in collaboration with the Utah Department of Agriculture and Food, U.S. Fish and Wildlife Service, and a private landowner in Peoa, Utah. The project requires restoration work on a low-water stream crossing to repair erosion damage, restore structural integrity and safety, and install geotextile and geocell systems to prevent further degradation. The work encompasses excavation and subgrade preparation of approximately 328 square feet in a spring-fed channel, installation of 6 GEOWEB GW30V geocell panels (4-inch cell depth, 8 feet by 29 feet each), placement of 7.6 to 9.1 tons of 1.5 to 4-inch minus gravel and 12 tons of 4 to 6-inch coarse aggregate, and final grading to blend with adjacent topography. A mandatory site visit is scheduled for Friday, June 8th at 11 a.m. to review workload, specifications, schedules, and payment timeline. The contract execution period runs from June 11, 2026 through June 30, 2026, with all work and invoicing required to be completed by the contract end date. Award will be made to the lowest cost responsive and responsible vendor.
Contractors must meet specific requirements including a minimum of 5 years' experience performing similar work in Utah, ownership or ability to obtain all equipment necessary for excavation, compaction, material placement, and geocell installation suitable for riparian conditions, data logging GPS equipment capability, current insurance in Utah, and responsibility for procuring all materials and supplies. The contractor is solely responsible for verifying site dimensions and calculating final material quantities to ensure sufficiency for project completion. All work must comply with federal, state, and local regulations governing work within waters of the state, including implementation of sediment and erosion control best management practices to protect the spring channel and Sage Creek. Upon mobilization, the contractor and necessary equipment must remain on-site and dedicated to the project during normal working hours until all phases are 100 percent complete, with no equipment removal or job hopping permitted before completion.

Attachment B: Scope of Work AM26-91 Stream Crossing Restoration – Peoa, UT Execution: June 11, 2026 – June 30, 2026 A private landowner in Peoa, UT, in collaboration with the State of Utah’s Watershed Restoration Initiative, Utah Department of Agriculture and Food, and the U.S. Fish and Wildlife Service, is seeking qualified and experienced contractors with the ability and equipment necessary to perform restoration work on a low-water stream crossing. Work is required to repair significant erosion damage, restore the structural integrity and safety of the crossing, and install geotextile panels to prevent further degradation caused by livestock and vehicles. The contractor must own or be able to obtain the equipment necessary to complete the work as specified below.
Contractor will be required to have close communication with the project managers and the landowners during this work and will be required to have a pre-work conference meeting prior to beginning groundwork.
Contractor Requirements:
· Have at least 5 years’ experience performing similar work in Utah.
· Be able to have the work completed and an invoice submitted before June 30, 2026.
· Contractor shall provide all equipment necessary to complete excavation, compaction, material placement, and geocell installation. Equipment shall be suitable for work in riparian and low-water channel conditions without causing unnecessary disturbance.
· Have data logging GPS equipment capable of tracking equipment.
· Be insured in the State of Utah.
· Purchase all the materials necessary to complete the project.
· Attend a MANDATORY SITE VISIT on Friday, June 8th at 11am. The purpose will be to review the required workload, specifications, schedules, and payment timeline of the contract.
Location & Project Conditions:
· Location: 40.707130, -111.330229. Peoa, UT. See attached maps
· Current conditions: Eroding stream crossing and vehicular ruts leading to and from the crossing. Approx. 50 ft length. Approx. area of stream work proposed 328 sq ft.
· Environment: Spring-fed channel. Contractors must minimize machinery footprint outside the immediate work area. Staging areas will be identified at the pre-bid meeting.
Technical Specifications:
· Excavation & Subgrade Preparation: Existing crossing material shall be excavated to the depth required to accommodate the geotextile, geocell system, and aggregate cover as specified. Subgrade shall be cleared of boulders, organics, and unsuitable material. Voids shall be filled with well-graded gravel, and the subgrade shall be leveled, shaped, and mechanically compacted to provide a stable foundation capable of supporting the proposed system and anticipated loading. Excavated materials from the stream bed will be kept and used to fill in eroding areas leading to and from the stream crossing.
· Geotextile/Geocell Installation: A non-woven geotextile fabric shall be installed over the prepared subgrade across the full footprint of the crossing. Fabric shall be placed free of wrinkles and securely anchored to prevent displacement during geocell installation and aggregate placement. Overlaps shall meet manufacturer specifications. Geocells shall be expanded in place across the full width and length of the crossing area and anchored per manufacturer recommendations. Cells shall be installed to ensure uniform alignment and full contact with the underlying geotextile layer. Geocell specs are listed below.
· Fill Materials: Geocells shall be filled with 1.5-inch to 4-inch minus well-graded, angular crushed rock or equivalent durable aggregate. Material shall be placed directly into expanded cells and compacted to ensure full interlock and elimination of void spaces. A final wearing surface consisting of 4- to 6-inch thick layer of coarse, well-graded angular aggregate shall be placed over the filled geocells. The finished surface shall be compacted and graded to match the existing natural streambed elevation to the extent practicable, while maintaining a stable, erosion-resistant surface capable of withstanding periodic flow events and vehicle livestock use.
· Final Grading and Site Restoration: Upon completion, all disturbed areas shall be graded to blend with adjacent topography. The crossing and adjacent terrace areas shall be stabilized to ensure long-term resistance to erosion, with emphasis on reducing sediment transport and maintaining channel function.
· Estimated Rock Quantities:
· NOTICE TO CONTRACTOR: The quantities listed below are estimates provided for bidding context. The contractor is solely responsible for verifying site dimensions and calculating the final quantities required to meet the project specifications. The contractor must ensure the delivered amount is sufficient to complete the entire project.
· 1.5 - 4" minus gravel (or smaller crushed rock): 7.6 - 9.1 ton load
· 4 - 6" coarse aggregate: 12 ton load
· Geocell Specs:
· NOTICE TO CONTRACTOR: This project will require 6 GEOWEB GW30V Geocell panels.
· Panels should be 4'' cell depth ONLY.
· Panels should be 8' by 29'.
· Any associated materials needed for installation of panels (stake clips, keys, anchors, etc.) is also required to be purchased by the contractor.
Contractor Responsibilities:
· Project Continuity & Commitment: Once mobilization begins, the contractor and necessary equipment must remain on-site and dedicated to this project during normal working hours until all phases (earthwork, armoring, and capping) are 100% complete. "Job hopping" or removing primary equipment before completion is not permitted.
· General: All work shall be performed in accordance with applicable federal, state, and local regulations governing work within waters of the state, including sediment and erosion control best management practices (BMPs). The contractor shall be responsible for maintaining a clean work area and preventing sediment discharge to the spring channel and Sage Creek.
· Mobilization: Contractor shall mobilize all necessary equipment, materials, and labor to complete the project. Work shall include installation of temporary erosion and sediment control measures as needed to protect downstream resources prior to ground disturbance. Access shall be limited to the existing disturbed road alignment to the maximum extent practicable.
· Material Sourcing & Delivery: Procurement and delivery of all fill materials and geocell panels. Nearby sources are available and will be discussed at pre-bid meeting.
· Erosion and Sediment Control: Contractor shall implement BMPs throughout construction to prevent sediment discharge to the spring channel and downstream Sage Creek. All disturbed areas shall be stabilized immediately upon completion of work or at the end of each workday if construction is ongoing.
