About this file
This Scope of Work document outlines a pond excavation project in Corinne, Utah, administered by the State of Utah Division of Purchasing in collaboration with the State of Utah's Watershed Restoration Initiative and the U.S. Fish and Wildlife Service. The project involves excavating a new 1-acre island surrounded by a 7-acre pond with approximately 18,800 cubic yards of soil to be moved, with the pond averaging 2 feet in depth and featuring varied edge depths of 6 inches, 12 inches, and 24 inches. Removed soil will be distributed across four designated dump sites with specific height and slope requirements: Priority 1 involves an island with 5-foot height and 4-to-1 slope (approximately 6,500 cubic yards); Priority 2 is an East Hill requiring 8-foot height over 100 feet (approximately 3,000 cubic yards); Priority 3 is a West Hill sloped to 7 feet with additional 2-foot overlay to achieve 9-foot height on the western end (approximately 400 cubic yards); and Priority 4 is a Northwest Hill/Dogleg configuration accommodating remaining soil (approximately 8,500-9,500 cubic yards). The contract execution period is May 2026 through June 30, 2026, with extension likely thereafter. A mandatory pre-bid site visit meeting is scheduled for Thursday, May 30, 2026, from 10 a.m. to 12 p.m. MST at Bear River Valley Country Store (2780 N 4800 W, Corinne, UT 84307), with attendance required and late arrivals prohibited from bidding.
Contractors must demonstrate five years of active excavation experience in Utah, own or secure necessary equipment including a scraper/ejector (approximately 16 feet width), laser slope transit, and tractor with offset disc or disc ripper for breaking heavy clay soil. All contractors must possess data logging GPS equipment for tracking excavation locations and maintain current insurance in the State of Utah. Equipment staging will be determined during the pre-bid meeting, with fire precaution measures prohibiting equipment parking on tall dry grass. The contractor is responsible for coordinating closely with the landowner, conducting pre-work conference meetings, and establishing a "zero grade" reference point using the landowner's laser transit before commencing excavation. Soil moisture conditions may alter dump site priorities and timelines, requiring ongoing communication with the landowner and project manager throughout execution. The procurement anticipates a single contract award to the lowest cost responsive and responsible vendor, with vendors required to guarantee pricing through project completion.

NC26-68, WRI 7568
Pond Excavation, Corinne, UT Execution: May 2026 – June 30, 2026 (extension likely after June 30, 2026)
Description of Project A private landowner in Corinne, UT, in collaboration with the State of Utah’s Watershed Restoration Initiative and the U.S. Fish and Wildlife Service, is seeking qualified and experienced contractors with the ability and equipment necessary to excavate a new pond. The contractor must own or be able to obtain the equipment necessary to complete the work as specified below.
Project area is 7600 W. 6800 N., Corinne, UT. The contractor will coordinate with the landowner to create a new pond. Contractor must provide a scraper/ejector (approx. 16 ft. width), a laser slope transit, and a tractor with an offset disc or disc ripper. The disc will facilitate the breakup of 2-3” heavy clay soil for each pass. Contractors will be required to have close communication with the landowner during this work and will be required to have a pre-work conference meeting prior to beginning work.
Contractor requirements
· Have been actively working and excavating dirt to defined grades in Utah for the last five years.
· Own the equipment mentioned above or be able to rent the equipment needed to excavate a pond.
· Have data logging GPS equipment capable of tracking excavation locations.
· Be insured in the State of Utah.
· Due to fire precaution - No equipment will be allowed to park on the tall dry grass. Staging sites will be determined during the pre-bid meeting.
Mandatory Site Visit Due to the complexity of this project, attending the pre-bid meeting is crucial for contractors to visually identify work locations, staging areas, and the specific sites for dirt work, ensuring a clear understanding of the project's requirements and logistics.
· Attend a pre-bid Mandatory Site Visit meeting at the project site prior to work. Purpose will be to review required workload, specifications, schedule and payment timeline of the contract. Please arrive early. All latecomers will be asked to leave and will not be allowed to bid.
· Thursday May 30, 2026, 10 am – 12 pm MST
· Meet at Bear River Valley Country Store, on the north side of the parking lot. 2780 N 4800 W, Corrine, UT 84307
Work Description Pond Excavation A 1-acre Island surrounded by a 7-acre pond will be constructed. Approximately 18,800 cubic yards of soil will be moved. The pond will average 2 feet in depth with most of the outside edges starting at 6“of soil removal (approx. 16 ft. wide) and then an adjacent step down to a 12” depth (16 feet wide). A map delineating the 6”, 12” and 24” depths will be provided to the contractor at the pre-work meeting.
Defining a “Zero Grade “starting point. The pond area grass pasture has been mowed, and the pond/island edges disced. The contractor and landowner will use the landowners’ laser transit to take 15-20 grade shots to get an average of current topsoil grades. The average will determine the “starting grade”. A metal plate will be placed at a spot for which all grades will be determined from.
All removed soil will be placed in 4 locations. The Ingress and Egress will be defined on a map that will be given to the contractor at the pre-work meeting. Essentially there will be 1 road that leads to the soil dump sites. That road will split to allow for 2-way access to the 2 different access roads per dump site. The soil “carry” distance, approx. Cubic yards and soil dump site design/contours are as follows:
Priority #1) Island: 5 ft. dirt height. Outside edge will have a required 4-to-1 slope. Approx.6500 cu. Yds.
· Island Ingress/egress not limited. Access on any side in any manner.
Priority #2) East hill: 100 ft. East of main pond. “U” shaped. about 450 ft in length and 40 ft. wide. Required that this reaches an 8 ft. HEIGHT for about 100 feet on the northern end. Approx. 3000 cu. Yds.
Priority #3) West Hill: 400 ft from west pond edge. This 16 ft. wide “U” shaped hill is sloped to a 7 ft. ht. at its’ apex. Add 2 ft of dirt across most of the hill. Approx. 400 cu. Yds. This will bring the western most 100 ft. up to 9 ft. Required ht. (This hill has had all GRADES shot for Verification) Landowner will verify 9 ft. height before dirt moved to #4 is allowed.
Priority #4) Northwest Hill: 1400 ft. from pond center to center of dogleg hill. All remaining dirt. Approx. 8500-9500 cu. Yds. Dogleg Hill is approx. 60 ft. width and approx. 600 ft. in total length. This hill will easily top 10 ft.
DISCLAIMER: The above soil dump site quantities and priorities apply to moist soil conditions. Depending on soil moisture content there will be different priorities. Extremely dry spring soil conditions will not support elevated soil compaction and hill forming; could cause significant delays in completing the project.
Communication with landowner and project manager will be required throughout the project.
