About this file
This is a Scope of Work document for Bid #JH27-118, issued by the State of Utah Division of Wildlife Resources (UDWR) under the State of Utah Division of Purchasing. The project requires the design, construction, assembly, and installation of a large informative kiosk at the Lower Provo River below Deer Creek Dam on Deer Creek State Park property. The kiosk is an 11-foot by 7-foot pavilion structure made of quality redwood with heavy-duty 8-inch by 8-inch posts, an 8-foot-wide by 4-foot-tall display panel with a 2-inch wood border, and a metal roof with a 5/12 pitch designed to withstand adverse weather and heavy winds. The awarded vendor must complete all ground preparation, concrete footer and pad work, structure assembly, and on-site installation as a turnkey project with no labor or construction support from UDWR beyond sign mounting. Final installation must be completed by December 15, 2026, with no mandatory site visit or bidders' conference specified.
The project budget is $20,000, which encompasses all signage, kiosk fabrication, construction, assembly, installation, concrete work, and associated placement items. The awarded vendor must guarantee pricing through project completion, and the contract is anticipated to be awarded to the lowest cost responsive and responsible bidder. The kiosk structure must be designed for a 20-year lifespan using durable materials including quality redwood, zinc-plated or stainless-steel hardware, and treated cement to prevent staining. This project represents Phase II of Lower Provo River improvements, following Phase I completion in 2025 that included boat ramps, parking areas, and hand launch facilities valued at $1 million.

Attachment B: Scope of Work Project: Lower Provo River Kiosk
Bid #JH27-118
Introduction Anglers and recreationists are accessing the Lower Provo River (LPR) just below Deer Creek Dam on Deer Creek State Park property. Phase I of this project (creation of new boat ramps and paving parking areas, road, and hand launch—valued at $1 million) was completed, but the informative kiosk was not.
This proposal is to continue with the design, build, and installation of the kiosk that was awarded but not completed during Phase I. This large, permanent information kiosk will provide essential information about the dos and don’ts of the LPR, details on what to expect regarding the Blue-Ribbon fishery, and safety guidelines while recreating on the
LPR.
Background Angler access along the LPR has historically been very open and prevalent. In recent years, due to landownership changes and disputes over Utah Division of Wildlife Resources (UDWR) angler access easements, anglers have faced increasing difficulty finding or feeling safe to fish along the LPR. One primary way anglers continue to access and fish the LPR is by floating the river and fishing from rafts.
The area becoming more heavily used is located just below Deer Creek Dam, where a steep bank was deteriorating to the point of becoming unsafe for anglers and recreationists moving rafts to the water. To meet angling demand and provide safe access, a gradual slope and boat ramp were required. A new boat ramp, stairs, and handrails were installed in 2025, along with paving for the entire parking area and a new access road down into the area.
Phase II requires placing an informative kiosk in the area to direct, inform, and assist anglers in utilizing and appreciating these improvements long-term. The requirement is a large 4-foot by 8-foot panel with colorful, removable, or replaceable metal signs on both sides of a wood panel. The structure will be covered with a roof and built to stand for several years to help anglers recreate responsibly within established rules and regulations.
Scope of Work The vendor will prep the ground, dig footers, and pour a cement footer and a 4-inch by 12-foot by 8-foot cement pad to secure a large, roofed kiosk capable of withstanding heavy winds and adverse weather.
The kiosk structure must be constructed, assembled, and installed on-site using durable materials such as quality redwood and metal roofing, secured to the cement pad and footers to ensure a 20-year lifespan. Cement must be treated so stains and wood preservatives used on the kiosk do not stain the pad.
The display frame will hold a two-sided wood panel where metal or PVC signs designed and produced by UDWR can be mounted on both sides. This 4-foot by 8-foot panel will include a 2-inch wood border. UDWR will not perform installation or cement work; the awarded vendor must design, construct, assemble, and install the kiosk on-site from start to finish. Final installation must be completed by December 15, 2026.
Requirements The awarded vendor is expected to build and install the kiosk from start to finish as a turn-key project. The UDWR project leader will oversee the process and will not provide labor or construction support, apart from mounting the prefabricated metal/PVC signs once the kiosk installation is complete.
Compliance The project leader will work directly with the awarded vendor to ensure the kiosk is built and installed according to provided specifications. The design and parts list will be reviewed and confirmed by the UDWR project leader prior to construction.
Project Deliverables A large, sturdy, pavilion-type kiosk that can be prefabricated, reassembled on-site, and anchored to a cement pad near the new boat ramp on the LPR just below Deer Creek Dam.

• Execution: Vendor handles all ground prep, concrete work, assembly, installation, and anchoring on-site to deliver a low-maintenance structure.
Project Timeline Once awarded, the vendor will coordinate with UDWR to finalize design, construct, assemble, and install the structure. Final installation on-site must be completed no later than December 15, 2026.
Project Budget UDWR has allocated a budget of $20,000 for this project. These funds cover signage, kiosk fabrication, construction, assembly, installation, concrete footers and pad, and any associated placement items near the Deer Creek Dam parking area.
