About this file

This appendix document from the Alabama Department of Transportation establishes the referenced standard specifications sections that govern the Oyster Bay Restoration Project, a highway and drainage infrastructure improvement initiative in Baldwin County, Alabama. The project scope includes installation of three precast concrete box culverts (8 feet by 4 feet) beneath Waterway West Boulevard in Gulf Shores, associated road and safety improvements, and cleaning and modifications of four existing drainage structures. All work must be completed within 180 working days following contract award. Proposals are due July 23, 2026. The specifications referenced in this appendix establish technical requirements across twenty-two standard specification sections covering clearing and grubbing, excavation and embankment, geosynthetics, soil and aggregate materials, asphalt pavements, concrete work, reinforced concrete culverts, guardrails, erosion control, and traffic management.

The project is federally funded through RESTORE Act grant awards and subject to OMB Uniform Guidance (2 CFR Part 200) and Treasury regulations (31 CFR 34). Contractors must register with SAM.gov with an active Unique Entity Identifier and maintain registration throughout the project period. Federal compliance requirements include non-discrimination and equal employment opportunity provisions, domestic procurement preferences, small business and minority business enterprise participation, and environmental compliance under NEPA, the Endangered Species Act, Clean Water Act, and Coastal Zone Management Act. All federal compliance requirements must flow down to subcontractors and vendors. Semi-annual Federal Financial Reports and performance reports are required, with records retained for a minimum of three years. The contract uses a unit pricing structure and incorporates detailed technical specifications, geotechnical reports, permits, and construction plans.
