About this file
This is a contractual documents package for the Oyster Bay Restoration Project issued by the City of Gulf Shores, Alabama, with federal funding from the Gulf Coast Ecosystem Restoration Council (RESTORE Council) and the Alabama Department of Conservation and Natural Resources (ADCNR) under the RESTORE Act. The project scope includes installation of three precast concrete box culverts (8 feet by 4 feet) under Waterway West Boulevard in Gulf Shores, associated road and safety improvements, and cleaning and modifications of four existing drainage structures. Sealed bids must be submitted via the Bonfire Bidding Procurement Portal by 10:00 a.m. on Thursday, July 23, 2026, with public opening at the same time and location at Gulf Shores City Hall. A non-mandatory pre-bid meeting will be held on July 16, 2026, at 10:00 a.m., though the Instructions to Bidders document indicates that attendance at a mandatory pre-bid conference is required for bids to be considered. The entire project must be completed within 180 working days from the Notice to Proceed. The contract will be awarded to the lowest responsive, responsible bidder, subject to the City's right to reject any or all bids.
Pricing for the project is structured on a unit price basis across multiple line items including clearing and grubbing, culvert installation, excavation, concrete work, asphalt paving, guardrails, traffic control, and utility adjustments. A bid bond equal to 5% of the bid amount must accompany all bids exceeding $50,000, valid for 90 days after bid opening. Upon award, the contractor must provide a performance bond equal to 100% of the contract amount and a labor and materials payment bond equal to 100% of the contract amount within ten days of Notice of Award. The project is federally funded through RESTORE Act grant awards and is subject to extensive federal compliance requirements including 2 CFR Part 200 (OMB Uniform Guidance), 31 CFR 34 (Treasury Regulations), non-discrimination requirements, debarment and suspension certifications, Byrd Anti-Lobbying Amendment certifications for contracts exceeding $100,000, SAM.gov registration with an active Unique Entity Identifier (UEI), and E-Verify enrollment verification. Contractors must maintain comprehensive insurance including Commercial General Liability ($1,000,000 each occurrence, $2,000,000 aggregate), Business Automobile Liability ($1,000,000 each occurrence), Contractor's Pollution Legal Liability ($1,000,000 each occurrence, $2,000,000 aggregate), Inland Marine Builder's Risk Insurance (100% of projected completed value), Worker's Compensation coverage, and Commercial Umbrella/Excess Liability ($5,000,000 each occurrence and aggregate). Contractors must perform at least 30% of work with their own organization and are required to comply with Alabama's Beason-Hammon Alabama Taxpayer and Citizen Protection Act regarding employment of authorized workers. Liquidated damages are assessed at $500 per day for work not completed within the 180-day completion period.
