About this file
This document is a Scope of Work for the Pilot Pond Exclosure Project issued by the Bureau of Land Management's Salt Lake Field Office in Box Elder County, Utah. The project involves constructing a new steel pipe and sucker rod exclosure fence spanning 1,007 feet (61 rods) around Pilot Springs/Pilot Pond within the Curlew Junction Grazing Allotment. The contractor will be responsible for providing all materials, including 110 steel pipe fenceline posts, 45 steel pipe top rails, 135 steel sucker rods for bottom rails, and two Powder River gates (one 16' vehicle access and one 4' pedestrian access). The project is expected to be completed in the Summer of 2025, with the exact timeline dependent on livestock presence, pond maintenance activities, and contractor capabilities.
The contract requires the contractor to provide all labor, equipment, and materials, with no government-furnished property. The project involves minimal surface disturbance, with brush clearing limited to three feet on either side of the fence line. The soil conditions are predominantly silt loam and silty clay loam, with no rocky soils anticipated. Environmental considerations include equipment washing to prevent noxious weed spread and site cleanup. The contractor must demonstrate previous experience constructing fences in rugged terrain with limited access. Payment will be a lump sum that covers all mobilization, demobilization, equipment, labor, and materials for fence construction, with the total compensation including all quality control, environmental protection, safety requirements, and associated testing and reporting.

4.3 Work Details
A. Construction of a new exclosure fence with Steel Pipe (Fenceline Posts), Steel Pipe (Top Rail) and Steel Sucker Rod (Bottom Three Rails)
a. General: Construct fence as shown on the drawings or as flagged in the field. Steel posts shall be driven to depths shown on the drawings.
b. Steel Pipe (2 7/8” outside diameter, ¼” wall thickness and Schedule 80) and Steel Sucker Rod (¾" X 25’). Steel drill pipe (9 feet in length) shall be driven or dug into the ground a minimum of 4-5 feet and spaced 10’ apart. Steel pipe and sucker rods (rails) will be welded to the steel drill pipe that is driven or dug into the ground. Refer to drawings for the rail spacing between the steel pipe and steel sucker rod (Fence 42” in height (12”, 8”, 6”, 16”). The contractor must account for the diameter of the steel pipe and the steel sucker rod to ensure that spacing is as close as possible to the 42” height and identified spacing between the rails. The bottom fence rail will be 16" from the ground. This spacing may be variable due to topography; however, the contractor must ensure that the bottom rail is as close to 16" from the ground as possible to provide for wildlife friendly fence spacing requirements. In addition, the top rail will be 42" from the ground and run as parallel to the ground as possible to avoid the appearance of a wavy fence.
c. Contractor shall be required to use a cutting torch on the steel pipe posts (2 7/8” outside diameter, ¼” wall thickness and Schedule 80) so that the top steel pipe rail (2 7/8” outside diameter, ¼” wall thickness and Schedule 80) can be laid in a saddle at the top of the steel pipe posts and welded to secure the steel pipe rail to the top of the post. The contractor must connect each joint of steel drill pipe and weld the pipe together so that the top rail is continuous and there are no breaks or separation between the top rail steel pipe. The contractor must also screw (couple) and weld sucker rods together, so the rails are continuous with no breaks or separation between rods.
d. Top steel pipe rail will be 42” from ground level.
e. Powder River or equivalent) Gates (16’ – 6 rail (Vehicle) and 4’ – 6 rail (Pedestrian):
The steel pipe posts that will be utilized to attach the gates will be placed 5 1/2’ into the ground in a 3’ diameter hole. The hole for the gate post will have a minimum of 220 lbs. of concrete or Quikrete placed into the hole to secure the gate post (Refer to Steel Pipe Gate Drawing).
f. Work Data Sheets: These sheets designate the fence type, steel post and steel rail spacing, number of steel posts and steel rails, and the number of gates.
g. Access to fence is good and vehicles, UTV and ATV can access the entire fence perimeter.
h. Site Preparation: Clear brush within three feet on either side of the fence line or six feet on one side of the fence line. Provide minimum disturbance to existing vegetation.
Dispose of debris by scattering on the job site.
i. Contractor shall be required to provide fire extinguishers, water tank, shovels and any required city, County or State permitting at the project site to extinguish fires that maybe started by welding activities or vehicles.
