About this file

This document is an Addendum to a Request for Proposals (RFP #6000000850) issued by the Port Authority of New York and New Jersey for expert professional services in transportation analysis and data collection. The RFP seeks consulting services to be performed on a "call-in" basis during the period of 2022 through 2026, with a revised proposal submission deadline of 2:00 P.M. on March 14, 2022. The addendum modifies the original RFP by allowing firms to submit comparable service experience from the last five years, acknowledging potential COVID-19 impacts on project documentation.

The addendum provides clarification on several key points, including small, diverse, and minority-owned business participation. Specifically, it confirms that Service-Disabled Veteran-Owned Businesses (SDVOBs) do not need explicit Port Authority certification, though state certification is acceptable. The document also addresses potential team composition questions, allowing a firm to submit proposals as both a prime consultant and a subconsultant, and permitting non-Disadvantaged Business Enterprise (DBE) firms to serve as subconsultants for Minority Business Enterprise (MBE) prime contractors. Interested parties with questions are directed to contact Ms. Courtney R. Eddington via email.

SUBJECT: REQUEST FOR PROPOSALS FOR THE PERFORMANCE OF EXPERT

PROFESSIONAL SERVICES FOR TRANSPORTATION ANALYSIS AND

DATA COLLECTION AS REQUESTED ON A “CALL-IN” BASIS DURING

2022 THROUGH 2026 (RFP #6000000850) – ADDENDUM #1

Dear Sir or Madam:

The Port Authority of New York and New Jersey (the Authority) hereby amends the subject Request for Proposals (RFP), as follows:

• On Page 3, Section III, Letter E. Firm Qualifications and Experience, add the following after the third sentence:

“Comparable services performed during the last five (5) years will be accepted in instances where the firm is not able to identify enough projects during the last two (2) years due to

COVID-19.”

The following are questions from Request for Proposals (RFP) recipients. The questions and the corresponding Port Authority of New York and New Jersey (the Authority) answers are provided for your information and use, as appropriate.

Question #1: Do SDVOBs need to be certified as such with the Port Authority explicitly, or does certification through the State of New York suffice?

Answer #1: Firms do not need to be SDVOB certified with the Authority, however we encourage SDVOB firms to seek opportunities as a pathway to Authority certification. Proposers may view our directory, as well as the NYS directory to identify SDVOB firms for their teams.

Question #2: Is it possible for a firm to submit as a prime consultant and as a subconsultant for this project or would that be considered a conflict of interest?

Answer #2: A firm may submit as both a Prime and as a subconsultant.

Question #3: Is it possible for a non-DBE firm to be a subconsultant for an MBE firm who is priming?

Answer #3: Yes.

The due date for receipt of Proposals for the subject RFP has been changed to 2:00 P.M. on March 14, 2022.
