About this file
This document is an Addendum to a Request for Qualifications (RFQ) issued by the California Department of Transportation (Caltrans) for on-call Environmental Cultural Resources Services. The addendum provides clarifications to questions raised by consultants regarding the reimbursement of specialized equipment, portable sanitation units, and the identification of vendors in the Statement of Qualifications (SOQ). Caltrans confirms that specialized equipment such as mechanical excavation and coring rigs are reimbursable, while common job-site facilities like portable toilets are not. The addendum also clarifies the instructions for identifying vendors and their associated services in the SOQ. The RFQ has a 22% Disadvantaged Business Enterprise (DBE) goal and an estimated contract value of $8,000,000 to $13,000,000 over a three-year term. The work will be performed within the limits of Caltrans District 4, covering several counties in California.

REQUEST FOR QUALIFICATIONS (RFQ) NOTICE NUMBER 04A7071
ADDENDUM NO. 5
A&E On-Call Environmental Cultural Resources Services
This Addendum is for the Department to provide clarification to the following questions in Addendum No. 2 dated August 13, 2024:
Question 2 Section K.2 lists equipment to be provided by the consultant. Section K.3 states that “the Consultant shall not be reimbursed separately for tools of the trade, which may include, but not be limited to, the above-mentioned equipment “[i.e., equipment listed in K.2]. Task orders under these contracts sometimes require mechanical excavation and/or coring, which has typically been provided by an outside vendor and reimbursed as a direct cost. Mechanical excavation equipment and coring rigs are far outside the capability of most consultants to provide in-house. Can you confirm that this specialized equipment will not be considered tools of the trade, and will remain a reimbursable direct cost? How about job-site facilities such as portable toilets, trailers, hand-wash stations, etc.?
Department’s Response:
No. Common job-site facilities such as portable toilet, trailers, and hand-wash stations, are not reimbursable. Special mechanical equipment such as mechanical excavation and core rings are reimbursable.

Question 11:
Are Port-a-Lets; port-a-potties; and similar portable sanitation units considered Archaeological Tools of the Trade? If so, under what authority?
Department’s Response:
Portable toilets aren’t considered archaeological tools of the trade.
Archaeological investigations are not typically performed at a "common job site" with facilities. They are frequently on the side of the road in Caltrans' right-of-way, or in remote locations. Since portable toilets have been confirmed by the Department that they are not archaeological tools of the trade, they should be reimbursable under ODCs. Please confirm or clarify.
Department’s Clarification Response:
Portable toilets and other sanitation units aren’t A&E items listed in the RFQ. They will not be reimbursed as an ODC.
RFQ 04A7071 - Addendum No. 5 August 15, 2024
“Provide a safe and reliable transportation network that serves all people and respects the environment.”
Question 5:
Page 3, item O of the SOQ Submittal Instructions states that we shall NOT name vendors in the SOQ.
Can you please confirm whether we are or are not allowed to name vendors in our SOQ? If we are required to name them, are they to treated as subconsultants? If not, do we list the service only?
Department’s Response:
SOQ Instructions (dated 10/07/2020), Section II. Definitions, Item O, first and second paragraph is amended to read as follows: Vendor Services are Trade services incidental to the core A&E services.
Firms providing Trade services will be required to submit their rate sheets (in lieu of bids) listing each item with its corresponding unit cost, inclusive of all direct and indirect costs used for all clients. Vendor rate sheets shall not include individual personnel labor rates. The Department will scrutinize the vendor Rate Sheets and Prime’s supporting documentations for fair and reasonableness of vendor rate sheets during cost negotiation phase.
Vendor name and description of services shall be clearly identified in the Prime’s transmittal letter and other sections of the SOQ as noted.
Note: All Vendors and the associated service descriptions shall be listed in the SOQ. DBE and Non-DBE vendor names should be identified in the SOQ and include their respective Transmittal Letter accompanied with the A&E Conflict of Interest forms.
Question 9:
Where can we find the guidelines for the negotiation process once the IOAI final recommendations have been determined and the negotiation goes to the DPAC facilitator?
The link provided (Streamlined A&E Contract Process Overview (ca.gov)) does not contain "guidelines", it is the "streamlined process" but not descriptive of the rules of engagement.
Department’s Response:
All A&E contract information can be found on the following website.
