About this file

This document is Addendum No. 4 to a Request for Qualifications (RFQ) issued by the California Department of Transportation (Caltrans) for on-call Environmental Cultural Resources services. The RFQ requires the submittal of Statements of Qualifications (SOQs) from qualified firms to provide these services within the limits of District 4, covering Alameda, Contra Costa, Marina, Napa, Solano, Sonoma, San Mateo, San Francisco, and Santa Clara counties. The RFQ includes clarifications regarding the naming of vendors, which are considered trade services incidental to the core A&E services. Vendors must be listed in the SOQ transmittal letter, and DBE and non-DBE vendors should be identified. The estimated contract amount is $8,000,000 to $13,000,000 over a 3-year term.

The RFQ includes a 22% Disadvantaged Business Enterprise (DBE) goal participation requirement. Addenda have been issued to provide responses to consultant questions and clarify requirements, including the use of Generative Artificial Intelligence (GenAI). Proposers are responsible for identifying potential teaming partners, as the Department does not maintain a plan holders list or identify companies that may have downloaded the project documents.

ADDENDUM NO. 4

A&E On-Call Environmental Cultural Resources Services

This Addendum is for the Department to provide clarification for Addendum No. 2 dated August 13, 2024 following questions:

Question 5 says “vendors shall not be named” and Question 7 says “They must be named and treated as sub consultants”. Please clarify how vendors are to be addressed on the proposal?

Question 5:

Page 3, item O of the SOQ Submittal Instructions states that we shall NOT name vendors in the SOQ.

Can you please confirm whether we are or are not allowed to name vendors in our SOQ? If we are required to name them, are they to treated as subconsultants? If not, do we list the service only?

Department’s Response:

Per item O in the SOQ instructions, vendors shall not be named. Per item O, “vendor services will require a minimum of three bids to be submitted to the Caltrans Contract Manager.” Vendors aren’t treated as subconsultants. Per item O, “vendor services shall be listed in the SOQ transmittal letter.”

Department’s Clarification Response:

SOQ Instructions, Section II. Definitions, Item O, first and second paragraph is amended to read as follows:

“O. Vendor Services are Trade services incidental to the core A&E services. Firms providing Trade services will be required to submit their rate sheets used for all clients. Vendor name and description of services shall be listed in the SOQ transmittal letter.”

Note: All Vendors and the associated service descriptions shall be listed in the SOQ. DBE and Non-DBE vendor names should be identified in the SOQ and include their respective Transmittal Letter accompanied with the A&E Conflict of Interest forms.

Question 7:

What sections of the proposal are required for Vendors? Transmittal Letter, GenAI Form, Conflict of Interest Disclosure, and/or Nondiscrimination plan?

Department’s Response:

They must be named and treated as sub consultants.

Department’s Clarification Response:

See Clarification Response to Question 5 above.

All other terms and conditions of the original RFQ Notice dated August 1, 2024, are unchanged.
