About this file
This is Addendum No. 4 to a Request for Qualifications (RFQ) issued by the California Department of Transportation (Caltrans) Division of Procurement and Contracts for On-Call Materials Engineering and Testing Services (METS) in District 59. The addendum clarifies the Contract Manager experience requirement, replacing the original language of "similar services contracts" with a more specific definition of "Quality Management Assessment (QMA) Services, including, but not limited to, all Verification (Inspection, Sampling, and Materials Testing) and quality management activities for structural materials at fabrication facilities and construction sites." The solicitation seeks qualified firms to provide consultation and technical services on an as-needed basis to support Caltrans' Division of Engineering Services across all counties in District 59. The estimated contract value ranges from $3,345,463 to $5,436,378 with a three-year term. All other terms and conditions of the original RFQ Notice dated December 15, 2025, remain unchanged.
The addendum specifically addresses concerns raised by prospective bidders regarding whether the Contract Manager experience requirement restricted qualifications to Caltrans METS-specific experience only. The Department clarified that while the definition of services was narrowed to be more precise, experience with the specified QMA services qualifies applicants, rather than requiring exclusive Caltrans METS background. No DBE/DVBE participation goals are required for this contract. Inquiries regarding this addendum should be directed to Lisa Pallesen at Lisa.Pallesen@dot.ca.gov.

REQUEST FOR QUALIFICATIONS (RFQ) NOTICE NUMBER 59A1395
ADDENDUM NO. 4
A&E On-Call Materials Engineering and Testing Services (METS) for District 59
The purpose of this Addendum is to respond to questions proposed and to further clarify the CM Experience in Addendum 1 and this addendum supersedes and replaces Addendum 3 dated December 16, 2025, in its entirety.
Question:
RFQ 59A1395 for the Oversight Contract originally required the Contract Manager to have the following experience:
“The Consultant Contract Manager shall have a minimum of five (5) years of responsible experience performing the duties as a consultant contract manager, managing, and leading a team of engineering firms for similar services contracts.”
The recent issuance of Addendum 3 to the RFQ revises this requirement as follows:
“Department Response: What is described as a “similar services” in the RFQ has been replaced with “A&E On-Call Materials Engineering and Testing Services (METS).” The addendum clarifies this by specifying the required services.”
This revision appears to restrict the Contract Manager experience to only be with the Caltrans METS office and disqualifies individuals and firms who have been providing similar services to other agencies outside of Caltrans. It also disqualifies firms who currently provide services to Caltrans METS who don’t meet the 5 year requirement within Caltrans METS but would otherwise qualify as contract manager. Please clarify if this change is intended to restrict the Contract Manager’s experience to Caltrans METS specifically. We also respectfully request that the term “similar services” or similar term be added back to avoid disqualifying firms and individuals who would qualify as contract manager and currently provide services to Caltrans METS.
Department Response:
What is described as a “similar service” in the RFQ shall be replace with; “Quality Management Assessment (QMA) Services, including, but not limited to, all Verification (Inspection, Sampling, and Materials Testing) and quality management activities for structural materials at fabrication facilities and construction sites”.
All other terms and conditions of the original RFQ Notice dated December 15, 2025, are unchanged.
