About this file

This is an addendum document issued by the California Department of Transportation (Caltrans) Division of Procurement and Contracts in response to RFQ Notice Number 59A1395 for On-Call Materials Engineering and Testing Services (METS) in District 59. Addendum No. 3, issued on December 16, 2025, clarifies consultant contract manager experience requirements previously outlined in Addendum No. 1. The solicitation seeks qualified firms to provide consultation, research, and professional technical services for Quality Management Assessment activities, including verification through inspection, sampling, and materials testing at fabrication facilities and construction sites on an as-needed basis to support Caltrans Division of Engineering Services. The work will be performed across all counties in California within District 59, with specific project locations to be identified in individual task orders. The estimated contract term is three years with an estimated contract value between $3,345,463 and $5,436,378.

The addendum clarifies that Caltrans requires the Consultant Contract Manager to possess five years of experience as a Contract Manager specifically for METS contracts and a total of ten years delivering METS services. The original RFQ terminology describing "similar services" has been replaced with the specific designation "A&E On-Call Materials Engineering and Testing Services (METS)" to provide clarity on required services. No Disadvantaged Business Enterprise (DBE) or Disabled Veteran Business Enterprise (DVBE) participation goals are required. All other terms and conditions of the original RFQ Notice dated December 15, 2025, remain unchanged. Inquiries regarding this addendum should be directed to Lisa Pallesen at Lisa.Pallesen@dot.ca.gov.

ADDENDUM NO. 3

A&E On-Call Materials Engineering and Testing Services (METS) for District 59

The purpose of this Addendum is to respond to questions proposed and to clarify the CM Experience in Addendum 1.

Question:

We have reviewed the event package of documents for RFQ 59A1395 and wanted to confirm that in Addendum No. 1, page 2 under Consultant Contract Manager experience, that Caltrans is requiring the Consultant Contract Manager to have 5 years experience as a Contract Manager for METS contracts and a total of 10 Years delivering METS services.

Department Response:

What is described as a “similar services” in the RFQ has been replaced with “A&E On-Call Materials Engineering and Testing Services (METS).” The addendum clarifies this by specifying the required services.

All other terms and conditions of the original RFQ Notice dated December 15, 2025, are unchanged.
