About this file
This document is an Addendum to a Request for Qualifications (RFQ) issued by the California Department of Transportation (Caltrans) for on-call Environmental Generalist Services for District 4 East Counties Projects. The RFQ seeks qualified firms to provide these services to improve the state transportation system in Alameda and Contra Costa counties. The addendum clarifies instructions regarding naming vendors, the requirement to submit a GenAI Disclosure & Factsheet, and confirmation that the work is not subject to prevailing wage requirements. It also provides guidance on the financial documents required during the cost proposal process.
The contract is estimated to be between $12.8 million and $20.8 million over a 3-year term. A 22% Disadvantaged Business Enterprise (DBE) goal is required. Caltrans does not have a plan holders list available, and it is the responsibility of consultants, subconsultants, and vendors to identify potential teaming partners. Two previous addenda were issued to provide responses to questions and clarify the Consultant Contract Manager's experience requirements, as well as information regarding the use of Generative Artificial Intelligence.

REQUEST FOR QUALIFICATIONS (RFQ) NOTICE NUMBER 04A7044
ADDENDUM NO. 3
A&E On-Call Environmental Generalist Services for District 4 East Counties Projects
The purpose of this Addendum is for the Department to provide responses to the consultants’ concerns.
Question 1:
Page 3, item O of the SOQ Submittal Instructions states that we shall NOT name vendors in the SOQ.
Can you please confirm whether we are or are not allowed to name vendors in our SOQ? If we are required to name them, are they to treated as subconsultants? If not, do we list the service only?
Department Response:
SOQ Instructions, Section II. Definitions, Item O, first and second paragraph is amended to read as follows: “O. Vendor Services are Trade services incidental to the core A&E services. Firms providing Trade services will be required to submit their rate sheets used for all clients. Vendor name and description of services shall be listed in the SOQ transmittal letter.”
Note: All Vendors and the associated service descriptions shall be listed in the SOQ. DBE and Non- DBE vendor names should be identified in the SOQ and include their respective Transmittal Letter accompanied with the A&E Conflict of Interest forms.
Question 2:
Addendum No. 1 dated June 7th on Page 2 states the Prime Consultant (including subconsultant and vendors) shall use and attach a completed STD 1000-“GenAI Disclosure & Factsheet” inserted after their transmittal letter. If vendors are to be listed by service only and not listed in the SOQ, how do we remain in compliance with this request?
Department Response:
Prime consultant (including subconsultant and vendors) shall use and attach a completed STD 1000 - “GenAI Disclosure & Factsheet”, inserted after their Transmittal letter. Firms asserting void of such GenAI tools shall include a note in their transmittal letter accordingly. Failure to disclose GenAI to the State and not providing the GenAI Disclosure & Factsheet and not including a note in their transmittal letter asserting void of such GenAI tools may be deemed nonresponsive and rejected from further consideration in the solicitation process.

Question 3:
Are any of the services from the scope of work considered prevailing wage tasks?
