The RFQ requires the submittal of an electronic PDF file of the Statement of Qualifications (SOQ) and the work shall be performed on projects to improve the state transportation system in Alameda and Contra Costa counties within the limits of Caltrans District 4. The estimated contract term is three (3) years.

The Addendum clarifies that the Consultant Contract Manager must have a minimum of five (5) years of responsible experience performing contract management duties for similar Environmental Generalist Services contracts. It also mandates that all SOQ submissions include a completed GenAI Disclosure & Factsheet (STD 1000) form, and failure to do so may result in disqualification. Caltrans reserves the right to incorporate GenAI-related Special Provisions into the final contract or reject SOQ offers that present an unacceptable level of risk to the state.
