About this file

This is Addendum #2, dated September 29, 2026, issued by Montgomery County, Tennessee, regarding a Full Depth Reclamation (FDR) project affecting multiple county roads including Ironhorse Way in Phillips Estates, Freedom and Mutual Drive in Liberty Park Subdivision, and a portion of Old Dover Road. The addendum addresses clarifications and procedures for the FDR work, which involves the rehabilitation of existing road surfaces by recycling and recompacting the full depth of the existing pavement structure. Key operational requirements include contractor responsibility for resident notification with a minimum 72-hour notice period before restricting driveway access, implementation of dust control measures to minimize environmental impact, and maintenance of homeowner access to driveways during active operations using rubber curb ramps or alternative parking arrangements on nearby streets as needed.

Technical specifications outlined in the addendum establish a preferred cross slope of 3 percent with a minimum acceptable cross slope of 2 percent for the reclaimed roadway surface. Contractors are required to reference all bid bond form requirements in the bid package previously distributed by Montgomery County. The addendum does not specify pricing terms, set-asides, contract duration, or funding sources in the excerpted content, indicating that such details are contained in the primary bid package and contract documents provided separately to bidders.

Full Depth Reclamation of Ironhorse Way Addendum #2 – Dated September 29, 2026

1. What procedures does Montgomery County recommend or require for allowing homeowners access to their driveways?

Previously, rubber curb ramps have been used. Or if possible, ask residents to park on other streets close by.

2. What are the limitations for dust control? If none specific, are there any preferred methods of spreading cement that Montgomery County suggests? Do your best to minimize dust.

3. Is there a minimum allowed cross slope? Preferred 3% crown. No less than 2%

4. Will Montgomery County notify residents of the anticipated work schedule, or is the contractor responsible for notifying the residents?

If the contractor is responsible, how much notice is required before driveway access is temporarily restricted, and what access must be maintained during active FDR operations? Contractor is responsible.

Prefer at least 72 hour notice.

5. Could you please confirm which bid bond form we are required to complete for this bid packet? I want to make sure we are using the correct form and submitting all required documentation. All requirements are listed in the bid package that was emailed out.
