About this file
This is Addendum 1 providing Questions and Answers for a General Services Request for Bid issued by the Casino Reinvestment Development Authority (CRDA) for Ambassador Services for the Atlantic City Tourism District Program. The addendum addresses operational parameters and clarifications received by the October 29, 2025 deadline at 12:00 pm. The Ambassador Services contract requires staffing across seven days per week including holidays, with two shifts: first shift from 6:30 am to 2:30 pm and second shift varying seasonally (12:00 pm to 8:00 pm from November through April, and 2:00 pm to 10:00 pm from April through November). The current workforce consists of 30 employees including one manager, one assistant manager, three supervisors, and 25 ambassadors split evenly between shifts with flexibility for event-based adjustments. Operations center coverage by a supervisor or manager is required during all shifts. The tentative contract start date is January 1, 2026.
The contractor is required to retain all 30 current full-time employees at their established rates, ranging from $17.00 to $44.00 per hour, with tenure varying from new hires in 2025 to employees with service dating to 2009. Reimbursable direct costs include salary, payroll taxes (FICA, FUTA, SUTA, Worker's Compensation), general insurance, 401(k) plans, health and welfare benefits, and cell phone services, with all other costs incorporated into the administrative fee markup. CRDA will provide vehicles for on-duty use only, including one truck, one UTV, and/or one electric vehicle. Ambassadors are required to submit reports through designated apps such as Streetsmart or Fieldforce Manager. The CRDA declined multiple contractor requests for contract modifications, including provisions for reciprocal termination rights, bill rate adjustment mechanisms, limitations on liability, and proportionate indemnification language, maintaining all sections of the Service Agreement as originally stated.

8. Could you please confirm what should be uploaded under "Section F Required Submittals and Compliance Information refer to section 5.0" as there is already a section below for each required submittal to be submitted individually.
See section 5.0 - # 1-11.
9. Regarding Section 10, the Insurance Requirements, our company routinely adds clients as additional insureds on our insurance policies, so long as our obligations are aligned with our indemnification obligations and limited to the specified insurance limits we have agreed to provide. Furthermore, because our additional insured endorsements are blanket endorsements, additional insureds need not be expressly named to be covered. Is The CRDA willing to revise to meet these parameters as follows?
Section 10 will remain as stated.
The Casino Reinvestment Development Authority shall be included as an "Additional Insured" to the extent of Contractor’s indemnification obligations and up to the required insurance amounts on those policies required under subsections (a) and (b).
10. We note that Section 10 (a) and (b) Insurance Requirements requires “minimum” limits of insurance.
Our company maintains insurance limits that are commensurate with our size and scope of operations. The “not less than” language requirement may appear facially fair, but in effect it compels big firms to provide much larger amounts of insurance. Although each bidder may offer the specified insurance coverage, in the case of a large bidder, CRDA would be getting access to tens of millions more insurance than it would from other smaller bidders. Such a result is unfair. That requirement also effectively prevents our company from accessing any of our insurance to satisfy other claims from time to time. Is CRDA willing to revise this section to set forth set or fixed insurance limits? Additionally, if it is a concern, our company is willing to increase the fixed amounts provided as minimum coverage.
Section 10, in its entirety, including subsections (a) and (b), will remain as stated.
| 11. | Regarding Section 13. Indemnification, our company stands behind our security services and regularly accepts the obligation to indemnify clients for the comparative portion of any losses, costs or damages that are caused by the negligent acts or omissions of our personnel in the performance of security services under client agreements. Will CRDA revise the indemnification provision to limit coverage of indemnified claims to the proportionate extent of the Contractor’s negligence as follows? |
| • | The Contractor will indemnify, defend and hold the CRDA, and its officers, employees and members (collectively, the “Indemnitee”) harmless from and against any and all allegations, causes of action and claims (whether threatened or pending), costs, expenses and fees (including attorneys' fees), awards, damages, judgments, liabilities (in law or in equity) and losses (collectively, the “Losses”) to the proportionate extent caused by the Contractor 's act, failure to act, or omission in its performance of the Services hereunder. |
Request declined. Section 13 will remain as stated.
12. Will CRDA permit the Contractor to increase bill rates to the extent necessary to allow the Contractor to recoup increases in unforeseen costs that are outside of the Contractor’s control such as: increases in Federal, County or local taxes, levies, or required withholdings; costs under collective bargaining agreements; minimum, prevailing and living wage rates and other statutory requirements, such as legally mandated sick leave costs; and medical and other benefit costs? If so, please describe the process by which the Contractor will be able to submit a request for a bill rate adjustment.
Request declined.
13. Can Section 7 of the Service Agreement be revised to give the Contractor the reciprocal right to terminate the Contract for convenience subject to 90 calendar days’ prior written notice to CRDA?
Request declined. Service Agreement will remain as stated.
14. Our company stands behind our security services, however, the pricing presented does not take into account infinite liability. Is CRDA willing to add a mutual waiver of consequential/incidental damages and a limitation on liability such as the following?
“NOTWITHSTANDING ANY OTHER PROVISION OF THIS AGREEMENT, AND TO THE FULLEST EXTENT PERMITTED BY LAW NEITHER PARTY SHALL BE LIABLE TO EACH OTHER FOR ANY SPECIAL, INCIDENTAL, PUNITIVE, INDIRECT, OR CONSEQUENTIAL DAMAGES, INCLUDING BUT NOT LIMITED TO, LOSS OF PROFITS OR REVENUE, LOSS OF USE, LOSS OF OPMETROPOLITANUNITY, LOSS OF GOODWILL, GOODS OR SERVICES, COST OF CAPITAL, GOVERNMENTAL AND REGULATORY SANCTIONS, AND CLAIMS OF CUSTOMERS FOR SUCH DAMAGES. THE TOTAL CUMULATIVE LIABILITY OF EITHER PARTY FOR ALL CLAIMS, LOSSES, DAMAGES, AND EXPENSES RESULTING IN ANY WAY FROM THE PERFORMANCE OF THIS AGREEMENT, SHALL NOT BE GREATER THAN THE COMPENSATION RECEIVED UNDER THIS AGREEMENT.”
Request declined. The Service Agreement will remain as stated.
15. Can you confirm if we will be required or not to have telephones for our staff, and if so, do they need to communicate through any apps? SID reimburses for the phone service. Ambassadors will be required to make reports through an app such as Streetsmart or Fieldforce Manager Are telephones included in part of the budget? Yes
- Can you confirm whether or not vehicles are a part of this budget? Vehicles will be provided by CRDA for on duty use only. One truck and UTV and/or Electric Vehicle.
16. Is the account manager's fee allocated within the current labor budget? Or should this expense be included in the contractor's markup? Ambassadors Manager’s rate is in the labor budge. If you are asking if an account manager other than the ambassador manager is included in the labor budget the answer is no.
The bidder is responsible to ensure that all changes necessitated by Addenda are accounted for and incorporated into the bidder’s response to the Solicitation. All instructions, terms and conditions of the Contract Documents shall remain unchanged, unless expressly modified by the Authority.
