About this file
This is an exhibit package for a construction bid from the City of Wichita, Kansas, Public Works & Utilities Department for the removal and replacement of basketball courts at Buffalo Park and Minisa Park. The project involves demolishing existing asphalt basketball courts and installing new 5-inch reinforced concrete courts measuring 60 feet by 94 feet with a centered 50-foot by 84-foot playing surface at both locations. Additional work includes constructing concrete paths (6 feet wide, 4 inches thick), installing new basketball goal systems with clear acrylic backboards and white nets, replacing basketball poles, removing and replacing existing trees where necessary, installing benches on concrete bases, constructing trash receptacle stands, and performing site restoration with reseeding. The court striping must follow NCAA standards with dark blue 2-inch wide lines applied in two coats. The exhibits include detailed specifications for basketball court dimensions, basket pole locations and heights, striping requirements, concrete specifications, and tree protection measures to be implemented during construction.
The specifications require all basketball materials and construction methods to comply with U.S. Basketball Court Builders Association standards. Contractors must use City-approved concrete mix (6.6 sack City mix with maximum 5-inch slump), install welded wire fabric reinforcement (W-6X6), and employ medium broom finishing with a minimum three-day curing period before striping application. Basketball goal systems must be First Team Tyrant Select models with specific backboard dimensions and post specifications, subject to Park Department approval. Benches must be 6-foot Superior International models with specified materials and finishes, and seed mix must consist of annual rye and Bermuda grass "Yukon" variety applied via split or slice seeding with erosion control blanket protection. All costs for base work, slab construction, goal system installation, striping, sealing, and site work are considered subsidiary to bid items and not paid separately. Tree protection requirements mandate orange construction fencing at the dripline and surface protection measures within designated root zones.

MINISA AND BUFFALO PARKS BASKETBALL COURT SPECS
All basketball materials and methods used for these projects shall be in conformance with the latest standards for basketball court construction as prescribed by the U.S. Basketball Court Builders Association. The court striping for these courts shall be 50 feet in width to meet standard NCAA regulations, with the length adjusted to accommodate the existing footprint and the new basketball goal systems.
A. Basketball Court Demolition
1. Remove existing basketball courts and any mentioned panels of sidewalk in the exhibit.
2. Restore and seed as required (see Item G. Basketball Court Site Work for more detail.) All construction debris at all sites must be promptly removed from the site and left in a clean condition.
3. Verify all site access with the park department prior to construction activities and keep site disturbance to a minimum.
B. Basketball Court Base Work
1. The areas of the new reinforced concrete slab and sidewalks are to be cleared of vegetation, if any, and graded. If fill material is required, compact subsoil fill dirt to 95% proctor density. Any topsoil that is excavated shall be stockpiled for top dressing of the disturbed areas. The area of the concrete basketball court slab shall be excavated to a depth of 7 to 8 inches mini-mum or until all existing pavement has been removed. Compactable screenings or other City approved base material shall be placed and compacted to a finished depth of 2 to 3 inches as a base for the proposed slab.
2. The base material is to be graded to allow the top of the finished slab to meet existing surrounding sidewalk grades to remain. The grade of the concrete slab should create a slope to allow sheet drainage of the slab. New sidewalk slopes shall be set to ADA requirements to direct drainage away from the slab.
3. Costs for all base work items shall be considered subsidiary to the base work bid item and not bid or paid for separately.
C. Basketball Court Slab Construction
1. The court sizes, (including the pole bases) are 60 ft. by 94. A 5” thick, reinforced concrete slab, for the basketball court area, shall be constructed on the base material. The slab shall be reinforced with #6 rebar placed around the entire perimeter of the slab and secured with wire ties. The edge of the slab shall be thickened to 8” deep x 8” wide. The #6 rebar shall overlap a minimum of one foot. The bar shall be no more than 6 inches inside the edges of the slab. W-6X6 welded wire fabric rein-forcement shall be placed over the entire area of the slab, on beam bolster with plate (see here as an example: https://www.-daytonsuperior.com/products/accessories?name=bbp) such that the wire will be located halfway into the slab. The chairs shall be placed on 2 ft. centers. The plastic chairs shall be able to support the weight of a person of average weight. The surface of the slab shall be saw cut with a 1/8” thick saw blade to a depth of one (1) inch to control cracking. Court saw-cut sections not to exceed 10 ft. by 10 ft. A 6-mil polyethylene vapor barrier is to be installed over the base material prior to the construction of the reinforced concrete slab. Expansion joints shall be caulked and sealed with a gray colored BASF MasterSeal NP2 or approved equal.
2. Forms shall be used for the construction of the 5” thick, reinforced concrete slab where the adjacent sidewalk has been removed. All elevations and form work are to be verified and approved by the City prior to pouring concrete. City approved concrete (6.6 sack City mix with a maximum 5” slump) shall be placed within the slab forms. The concrete may be placed with an approved vibrating screed. A keyed construction joint shall be installed along the half court stripe.
3. The reinforced concrete slabs shall be medium broom finished and kept moist for a minimum of three (3) days. Covering the slab with a layer of polyethylene is acceptable.
4. Costs for all slab construction work items shall be considered subsidiary to the concrete slab construction bid item and not bid or paid for separately.
D. Basketball Goal Systems
1. New basketball goals shall be installed. The new goal system shall be of the following colors: nets are to be white in color, backboards are to be clear acrylic, and the support posts shall be galvanized in color. The goal system shall be of Park Department approved materials. Specifications for approved materials are included; however other goal materials meeting the specifications may be approved for use by the Park Department. The contractor shall contact city staff for necessary material approvals.
2. The basketball goal posts shall be the First Team Tyrant Select Basketball Goal with FT1910 Tyrant Post 6-5/8” OD, 72”-78” overhang. It shall have the FT1910 Nosecone, FT36-HFM Backboard Support Structure, FT220 36” X 60” Acrylic Backboard, First Team FT172D Fixed Basketball Rim and the Lifetime Unconditional Warranty. It shall be installed per manufacturer’s instructions. All round or square footings for post shall have a ½” expansion joint and sealant surround. Verify joint layout about post footings with city staff prior to concrete pour.
3. Costs for the basketball goal system items shall be considered subsidiary to the basketball goal system bid item and not bid or paid for separately.
E. Basketball Striping:
1. Only court striping and sealing shall be applied to the basketball court. The court shall be striped with dark blue 2” wide stripes in two coats over a clean and cured surface. (See color at Sherwood Glen Park.) The stripes shall meet NCAA guide-lines for basketball courts, with the length of the court shortened as necessary to accommodate the First Team Tyrant bas-ketball goal system.
2. Striping may be applied only after the court has cured for 6 calendar days or per manufacturer’s specifications. The concrete slab must have been completely dry for the 24-hour period prior to the application of any striping. After application of the striping and sealer, the surface shall be protected during the manufacturer recommended curing time. Orange plastic fencing on steel posts shall be erected around the court for this period with appropriate warning signs if necessary.
3. Costs for all basketball court striping and sealing items shall be considered subsidiary to the striping bid item and not bid or paid for separately.
