About this file

This Technical Specifications document is issued by the Steel Rivers Council of Governments on behalf of Port Vue Borough, Pennsylvania, for Request for Bids 2025-BRP-017, which involves the demolition of three residential structures located at 1612 Trimble Avenue, 1801 New York Avenue, and 1889 Romine Avenue in Port Vue Borough. The project encompasses complete demolition of the structures, asbestos removal and abatement as required, utility disconnection and capping, backfill, grading, and seeding of each lot in compliance with all applicable federal, state, county, and local regulations. The scope of work for each property includes removal of all combustible and decomposable debris, concrete elements, vegetation, and building materials; disconnection and capping of sanitary sewer, water, and gas services with required inspections; lead-safe demolition techniques with pre-notification to residents within 200 feet; and final grading to ensure proper drainage without adverse impacts to neighboring properties. Sealed bid proposals are due by 10:00 a.m. on November 19, 2026, via PennBid, with public bid opening immediately thereafter. The project must be completed within 30 days of issuance of the Notice to Proceed, with liquidated damages assessed at $350 per day for failure to meet this deadline.

Contractors must submit a Certified Check or Bidder's Bond equal to 10 percent of the proposal amount and comply with the Pennsylvania Prevailing Wage Act of 1961. The Allegheny County MBE/WBE Program establishes participation goals of 13 percent Minority Business Enterprise and 2 percent Female Business Enterprise, while Allegheny County Ordinance #6867-12 sets a 5 percent goal for Veteran-owned business participation. Asbestos surveys identified Transite siding at 1612 Trimble Avenue requiring abatement, while no asbestos-containing materials were found at 1801 New York Avenue. The project location at 1889 Romine Avenue includes removal of asphalt and parking lot materials in addition to standard demolition requirements. Contractors are responsible for obtaining all necessary permits, PA One Call tickets, and Allegheny County Health Department notifications, with any resulting fines or penalties to be borne solely by the contractor. All damages to neighboring structures, utilities, and public roadways must be repaired immediately at the contractor's expense prior to demobilization, with payment retention until satisfactory completion of all repairs.

LEAD SAFE DEMOLITION REQUIREMENTS

This program will require lead safe demolition for all residential structures, child occupied facilities, such as schools and day care facilities, and any commercial or industrial facility constructed prior to 1978. These structures, if awarded funds, will require the use of wet wet wet demolition techniques.

For any lead safe demolition, the following pre-demolition requirements apply:

The Contractor must distribute notice to all residents/organizations on properties that either adjoin the property containing the structure targeted for demolition or are within two hundred (200) feet of the structure targeted for demolition and to make a reasonable and good faith effort to conduct door-to-door notification; both activities must be conducted no less than three days or no more than ten days prior to the start of demolition activities. The notice must be in the form of door hangers, flyers, or other items suitable for distribution and must include: intent to demolish, date work will begin, name of the contractor performing the demolition, and contact information for the contractor in case of emergency, as well as recommended safety information for surrounding properties.

The contractor must place lawn signs outside of the structure proving notice of the demolition as per the following: one (1) on front lot line of the property facing the street, one (1) at each of the lot lines on either side of the front yard facing the adjacent properties, one (1) on rear lot line of the property facing an alleyway. The signs must be placed no less than five (5) days before work begins, but no more than ten (10) days ahead. Lawn signs shall list intent to demolish, date work will begin, and contact information of the contractor performing the demolition.

If either of the properties immediately adjacent to the demolition site have an occupied structure with an open window(s) on the first floor facing the demolition site, the Contractor should contact the adjacent property owner(s) and request that the window(s) be closed. Contractor should note any and all communications, or lack thereof, with adjacent property owners and provide that information to the grantee, as soon as possible.

The Contractor must make a reasonable and good faith effort to politely request any children appearing under the age of twelve (12) who are outside on the block during demolition to go inside. If any child refuses to go inside after one request, the Contractor must note this and provide notice to the grantee after the completion of demolition.

Residential demolition will use wet wet wet techniques when removing the structure. This practice involves pre-wetting the structure to be demolished, wetting during demolition, and wetting during material loading.

INCLUDE IN BID

SPECIFICATIONS

Dust suppression by water uses a dispersal point close to the position of dust generation in order to be most effective in both dust suppression and minimizing the volume of water used, and thus run-off containing lead particles. Ideally, this practice results in zero visible dust emissions.

However, if visible dust is generated, adjust the wetting techniques to control emissions by increasing the volume of water or increasing the area over which the water is applied. The aim is to use the least amount of water possible while still controlling fugitive dust emissions. Non-potable water is used where possible and appropriate.

The best practices for wet wet wet demolition are:

1. Water is applied to the exterior and interior of building surfaces prior to initiating demolition activities as well as continuously during the knock-down phase to prevent dust generation.

2. During the knock-down phase, water is applied directly to the materials being crushed to prevent dust generation.

3. Water is applied to debris during handling, crushing, and loading. During working hours, water is applied to uncovered storage piles.

Plastic sheeting must be placed around the structure extending at least ten(10) feet from the structures perimeter.

Any debris placed in a dumpster must be covered

All debris hauled from the site must be covered

Demolition Project Our team will be on site during time specified to demolish the structure at the listed address. The demolition is being performed with Lead Safety in mind;

therefore, it is requested that you keep your windows closed during demolition operations. It is strongly recommended that you remain inside during operations.

Prepared for:

Allegheny County Economic Development

Koppers Building

Pittsburgh, PA 15219

Introduction

On Friday September 18, 2026, a survey for Asbestos Containing Materials (ACM) was performed for

Allegheny County Economic Development for the structure located at 1801 New York Avenue, McKeesport, PA 15034. This survey was performed to identify and quantify any asbestos containing materials which will require abatement prior to the demolition of this structure. The survey was executed by Mark Shatlock (PA License 014956) and Charlie Bove (PA License 047781) of Allegheny Global

Environmental Inc. (AGE).

Facility Description

The building is a two-story frame structure with a partial basement. The date of construction is1910.

Interior walls and ceilings are plaster. Flooring surfaces include wood, floor tile, and concrete. The heating system is central heat. No suspect Thermal Systems Insulation (TSI) was observed. The roof is asphalt shingle.

Survey Procedures

Based upon visual and physical observations made during the survey of this facility, various materials were identified as Suspect Asbestos Containing Materials (SACM). Each SACM material was subsequently sampled and submitted for PLM Analysis to determine asbestos content. Both friable and non-friable

SACM were surveyed. Samples of each SACM were collected and submitted for PLM analysis to determine their asbestos content. All samples were sealed in plastic bags, given unique sample numbers, and logged with an appropriate chain of custody.

All asbestos sampling was conducted as a pre-demolition survey. All sampling protocol and analytical procedures were performed in general accordance with EPA guidelines. These protocols meet generally accepted industry standards for ACM testing. Any variations from EPA protocols were of a nature as to not materially affect the findings or conclusions of this survey.

Analytical Procedures

The collected asbestos samples were analyzed using Polarized Light Microscopy (PLM) in conjunction with dispersion staining techniques using EPA Method 600/R-93/116. The bulk laboratory analysis provided the asbestos content (positive or negative), percentage of asbestos, asbestos type and identification of other non-asbestos fibers. The samples were analyzed by AGE.

Survey Results

AGE collected fifteen (15) bulk samples of suspect ACM. Based on the number of distinct material layers twenty-six (26) samples were analyzed.

The following materials were found to be ACM by PLM Analysis or are assumed ACM.

Non-Friable ACM Location(s) Approximate

Quantity

Transite Siding Exterior 2,000 ft2

Caulking Door/Window 2 ft2

For a complete listing of the PLM results please refer to Appendix I, Analytical Results and Appendix II, Sample Summary Sheets. Please see Appendix III for ACM Photographs.

Summary

ACM is any material containing greater than 1% asbestos.

ACM regulated under the NESHAP is referred to as RACM. RACM includes friable ACM;

Category I non-friable materials that have become or will become friable or have been subject to sanding, grinding, cutting, abrading, or burning; or category II non-friable materials that have a high probability of becoming or that have become crumbled, pulverized, or reduced to powder due to the work practices used during demolition or renovation.

Friable ACM are materials containing more than one percent asbestos as determined using the methods specified in appendix E, subpart E, 40 CFR part 763, section 1, Polarized Light

Microscopy, that when dry, can be crumbled, pulverized, or reduced to powder by hand pressure.

Category I non-friable ACM are asbestos-containing gaskets, packings, resilient floor coverings, resilient floor covering mastic, and asphalt roofing products containing more than one percent asbestos. Depending on the type or category of asbestos containing materials present on a project and the work practices used during demolition or renovation to remove them, the materials may or may not be regulated.

If the total amount of RACM to be removed or disturbed is 160 square feet, 260 linear feet or greater, the RACM must be removed prior to demolition or renovation. A properly completed Asbestos

Abatement and Demolition/Renovation Notification Form must be submitted with the appropriate payment, at least 10 working days before the asbestos abatement begins. ACHD requires a permit for all asbestos abatement activities.

The Allegheny County Health Department (ACHD) requires a properly completed Asbestos

Abatement and Demolition/Renovation Notification Form be submitted 10 working days before demolition or renovation activity begins, regardless of the ACM quantity. A copy of this report should accompany the Notification Form.

Recommendations

Category I and II Non-Friable ACM

Most non-friable ACM are not regulated unless they are in poor condition or are rendered friable by work practices during renovation or demolition. Category I and II non-friable materials can be left in place during demolition or renovation provided the work practices used will not make the material friable.

If non-friable ACM is left in place, work practices must be implemented to ensure the material is not made friable during renovation or demolition. Any activity that will result in the material being subject to sanding, grinding, cutting, abrading, or burning will cause the material to become subject to regulation.

The Pennsylvania Department of Labor and Industry and the ACHD requires that asbestos abatement be completed by certified contractors and licensed workers.

If ACM are not removed prior to demolition, the debris generated cannot be recycled, burned, or used as clean fill.

Quantification

Quantification of suspect asbestos-containing materials was conducted using visual estimation by a licensed asbestos inspector. This visual estimation was performed in accordance with generally accepted practices in the asbestos industry. These values are sufficiently accurate for the purpose of documenting the presence of asbestos within its space for the purpose of identifying abatement control conditions or for general policy considerations. Actual quantities may differ between visually estimated values and physical measurements.

Limitations/Qualifications

All physically and visually accessible areas of the facility were surveyed. This asbestos survey meets the requirements of the National Emissions Standard for Hazardous Air Pollutants (NESHAP) for a thorough

Asbestos Demolition inspection. The selection of sample locations and frequency is based upon the scope of services and EPA NESHAP and PADEP sampling protocols, our observations, and the assumption that like materials in the same areas are homogeneous. In the event that a portion of the building is inaccessible, such limitations are specifically identified in this report. Any system which presented a hazard to the survey team such as energized electrical systems or within confined spaces were not sampled. This report summarizes AGE’s evaluation of the conditions observed at the subject facility during the survey, our findings are based upon our observations and analysis of the samples obtained at the time of the survey.

Additional environmental hazards may exist at the facility that need to be removed prior to renovation/demolition. These materials potentially include Mercury Thermostats, Fluorescent Lights, PCB ballasts, and CFC refrigerants. Lead based paint has a high potential of being in this facility due to age.

Any conditions discovered which deviate from the data contained in this report should be presented to us for our evaluation. The findings contained herein have been prepared in general accordance with all

Federal, State, and Local regulations, as well as accepted professional practices as applied by similar professionals in the community at the time of its preparation.

Should you have any questions regarding the above presented information or if we may be of further assistance, please call me at (412) 278-5400.

Sincerely, Mark F. Shatlock

The date of construction is 1902.

Interior walls and ceilings are drywall or wood panel. Flooring surfaces include wood, floor tile, and concrete. The heating system is central heat. No suspect Thermal Systems Insulation (TSI) was observed.

The roof is asphalt shingle. The building is in poor physical condition.

AGE collected eleven (11) bulk samples of suspect ACM. Based on the number of distinct material layers seventeen (17) samples were analyzed.

None of the materials which were sampled were determined to be ACM by PLM Analysis.

Recommendations

Based on the survey results, no ACM will be affected by the demolition of this structure. No asbestos abatement is indicated.

The Allegheny County Health Department (ACHD) requires a properly completed Asbestos Abatement and Demolition/Renovation Notification Form be submitted 10 working days before demolition or renovation activity begins, regardless of the ACM quantity. A copy of this report should accompany the

Notification Form.

Shatlock

Samples are analyzed according to the U.S. EPA “Method for the Determination of Asbestos in Bulk Insulation Samples: EPA 600/R-93-116). Bulk sample report relates to only those items tested.

All samples are retained for 30 days. Tile, Vinyl, Foam, Plastic and Fine Powder samples may contain Asbestos fibers of such small diameter that these fibers may not be detected by PLM. Such samples should be analyzed by XRD, TEM or SEM for greater certainty of Asbestos content. *ND = no asbestos detected; Detection Limit <1 %, Reporting \limits: CVES = 1%, 400 Pt Ct = o.25%, 1000 Pt Ct = 0.1 %; "Present" or NVA = "No Visible Asbestos" are observations made during a qualitative analysis; NA = not analyzed; NA/PS = not analyzed/positive stop; Note: PLM is not consistently reliable in detecting asbestos in floor coverings and similar NOB materials. ND or Trace results by PLM are inconclusive. PLM report relates ONLY to the items tested. NVLAP 901003
