The specification encompasses 101 line items organized into eight groups (A through H), including polycarbonate and aluminum signal heads in various sizes, LED traffic signal modules, traffic signal poles and mast arms, controller assemblies, conflict monitors, pedestrian signal equipment, video and radar traffic detection systems, and associated cables and hardware. Items 1-78 (Groups A-G) must be bid as complete groups, with bidders required to submit prices for all items within a group to be eligible for award of that group; Items 79-101 (Group H) may be bid individually. All materials shall be delivered to the Sussex County Office of Bridge & Traffic Safety located at 112 Sunset Inn Road, Lafayette Township, New Jersey 07848, with 48-hour advance notice required and deliveries coordinated between 8:00 AM and 2:30 PM, Monday through Friday. The County reserves the right to award groups of items or individual items to multiple vendors based on cost, lead time, equipment compatibility with the existing signal system, and other considerations deemed applicable.
The specification references numerous New Jersey Department of Transportation (NJDOT) standards and specifications, including requirements for LED signal modules, aluminum signal heads, traffic signal cable, and conflict monitors, with official copies available from the NJDOT upon request. Pricing is to be submitted on a per-unit basis for each line item, with the County indicating its intent to place an initial order for the minimum bid quantity following contract award and subsequently group orders for shipping efficiency while retaining the right to place individual item orders as necessary. All materials must conform to the specifications and referenced NJDOT drawings and sketches; in cases of conflict, County specifications shall prevail. The County Engineer or Assistant County Engineer will determine the quality and acceptability of all materials furnished, with non-conforming materials replaced or corrected by the vendor at no cost to the County. Samples required by referenced NJDOT specifications will be furnished only upon specific County request. Traffic signal technician support services are available on an hourly basis with a minimum four-hour charge per service call, requiring IMSA Traffic Signal Technician Level III certification and minimum ten years of experience, with at least five years working with the specific equipment brands being offered.

It is the purpose of this specification to provide for purchase of materials and technical support required by the Sussex County Division of Engineering, Office of Bridge & Traffic Safety for the continued operation and maintenance of the Sussex County Signal System.
1.2. SHIPPING & DELIVERY
All materials will be delivered to the Sussex County Office of Bridge & Traffic Safety, located at:
112 Sunset Inn Road (County Route 623) Lafayette Township, NJ 07848
The County will receive 48 hour advanced notice of all deliveries. All deliveries will be arranged on Monday through Friday, between the hours of 8:00 AM and 2:30 PM.
Advance notice and coordination of delivery will be made with the Office of Bridge & Traffic Safety (973)-579-0475 or with the Sussex County Division of Engineering (973)-579-0430.
Upon award of contract the County intends to place an initial order for the minimum bid quantity of materials. Following the initial order the County will use the Delivery Schedule (weeks) provided on the bid proposal page to group orders for shipping of materials as efficiently as possible.
