SCHEDULE A
STATEMENT OF WORK
CONTRACT ACTIVITIES
This schedule identifies the anticipated requirements of any Contract resulting from this RFP. The term “Contractor” in this document refers to a bidder responding to this RFP.
The Contractor must respond to each requirement or question according to what is indicated by each individual Bidder response box. Attach any supplemental information and appropriately reference within your response.
IMPORTANT – FOR RESPONSE BOXES THAT REQUIRE THE BIDDER TO ACKNOWLEDGE ACCEPTANCE, YOU CAN SIMPLY INDICATE “BIDDER ACKNOWLEDGES ACCEPTANCE” PER THE BELOW EXAMPLE:
Bidder Response: Bidder must acknowledge acceptance to all the above.
Bidder acknowledges acceptance.
BACKGROUND
The Michigan Department of Human Services (MDHHS) Office of Child Support (OCS) and the Children’s Protective Services (CPS) administer programs that include paternity establishment.
OCS administers the State of Michigan program to establish paternity for child support cases. OCS is required to establish paternity in child support cases by U.S. Code Title 42, Chapter 7, subchapter IV, Part D (IV-D), sec 666., 45 CFR 303.5, and the Paternity Act, MCL 722.711 et seq. Genetic paternity testing is used to resolve disputes and establish paternity in accordance with MCL 722.711 and 722.714.
The OCS designated child support paternity establishment personnel determine the persons to be genetically tested for paternity in IV-D child support cases including the mother, child, and alleged father. In calendar year 2018, the Michigan paternity testing contract accounted for the testing of approximately 16,000 individuals including mother, child, and alleged father.
Currently the OCS designated child support paternity establishment personnel are the Prosecuting Attorneys and Friend of the Court offices located in the 83 Michigan counties that perform child support case establishment under cooperative agreements with MDHHS
CPS establishment of paternity per Michigan Court Rule 3.921(D) is carried out by child welfare caseworkers. Paternity testing is a valuable tool used by the Family Division of the Circuit Court and child welfare caseworkers in child protective proceedings. Child welfare caseworkers and/or court officials designate the essential persons to be tested for determining paternity in child protective proceedings potentially including the mother, child, and alleged father. Establishment of paternity/maternity per the Safe Delivery Act (MCL 750.135 and MCL 712.11), is carried out by private child placing agencies. If ordered by the court, paternity/maternity test can ensure that the father/mother is the parent to the surrendered newborn.
SCOPE
This is a Request for Proposal (RFP) for genetic paternity testing services from an American Association of Blood Banks (AABB) certified genetic (deoxyribonucleic acid (DNA)) testing laboratory or facility with a minimum of five years of child support genetic testing experience for all Title IV-D child support cases and child protective proceeding cases that include a requirement to establish paternity. DNA testing means a validated scientific method of analyzing components of DNA molecules in a sample of genetic testing material to identify the pattern of the components’ chemical structure that is unique to the individual.
