Water Station 14 PFAS Treatment System Specifications

This is a comprehensive project specification document issued by the City of Vancouver, Washington for the Water Station 14 PFAS (Per- and Polyfluoroalkyl Substances) Treatment System project (PRJ100893). The project involves the design and construction of a new PFAS treatment system integrated into the existing water treatment plant, including pressure vessels with granular activated carbon for PFAS removal, a rinse water tank, a restroom and storage building, modifications to existing booster pumps, stormwater improvements, site civil work, electrical systems, and instrumentation/control systems. The contract work must be completed within 290 working days from the Notice to Proceed, with a final deadline of December 31, 2027. The document comprises detailed specifications across multiple divisions covering concrete work, structural steel, mechanical systems, electrical installations, site preparation, erosion control, and commissioning procedures, with extensive requirements for quality assurance, testing, inspections, and documentation.

The engineer's estimate for the project is $10,217,000. The specifications establish comprehensive requirements for contractor qualifications, including mandatory AISC certification for steel fabrication, special inspector participation, and quality control testing throughout construction. The project requires coordination with existing water treatment operations, necessitating carefully scheduled shutdowns limited to one booster pump at a time and a maximum instantaneous wastewater discharge rate of 45 gallons per minute to the Clark Regional Wastewater Department. Funding sources and specific set-asides are not detailed in this specification document. The contract includes substantial requirements for pre-construction meetings, weekly progress meetings, photographic documentation, commissioning in four phases (component testing, functional testing, operations testing, and acceptance testing), operator training, and a one-year warranty period for completed work.

Notes:

a. Electrical equipment in process areas is generally rated for an ambient temperature of 40°C (104°F). Occasional excursions of higher temperatures in the room can be expected for a few hours on the hottest, unseasonable day type of scenario.

b. Non-conditioned ventilation-cooling fans will be sized on the basis of the electrical general ambient temperature rating minus the summer design temperature ventilation air cooling differential temperature.

c. Space temperature will fall and rise based on outside air temperature but is not expected to drop below the winter design temperature due to heat capacity of the structure and other internal space heat gains.

d. Humidity was not a design factor in the design and is, subsequently, not being monitored or controlled.

e. Ventilation air will be brought into the degree necessary to pressurize space.

D. Pressurization:

1. Designing minimum pressure differentials, values are with respect to ambient pressure and to adjacent spaces, discourages undesirable air transfer from one space to another.

PART 1 GENERAL

1.01 SUMMARY

A. This Section specifies requirements for determining Contractor payments.

1.02 SCHEDULE OF VALUES

A. The Contractor shall submit a detailed Schedule of Values (SOV) for the Work of the

Contract, including quantities and unit prices—with each facility as a top heading, and with further breakdown of the activities within each facility or activity and by trade— aggregating from the conformed Bid Form and/or the Lump Sum Contract Price, for approval in accordance with Article 15 of the General Conditions - Section 00 72 00 and the bid forms.

B. If any unit price in the approved Schedule of Values requires that the said unit price cover and be considered compensation for certain work or material essential to the item, this same work or material will not also be measured or paid for under any other pay item which may appear elsewhere in the Specifications.

1. Schedule shall be listed in tabular form and include the following:

a. Schedule item numbers.

b. Schedule item descriptions.

c. Unit cost description, bid quantity, bid unit cost, bid total amount per item.

d. Estimated quantities for previous period, current application period, and total to date per item.

e. Amount previously billed, amount billed this period, total amount billed and percent completion per item.

2. Include a proportional amount of Contractor’s overhead and profit for each item.

3. If progress payments will be requested for materials or equipment stored either on or off site, show the following:

a. Cost of the materials, delivered and unloaded, with taxes paid.

b. Total installed value.

C. Upon request, submit documentation to support the values assigned to the Work. Sum of all values shall equal the Total Bid.

D. Schedule will be reviewed by the Engineer.

1. Upon approval by the Engineer, the schedule will become the official reporting form upon which Application Payment will be calculated.

2. Provide additional breakdown of bid item costs if requested by the Engineer.

3. Failure to submit this schedule or receive approval may result in withholding of approval of Application for Payment.

4. An unbalanced or front-end loaded schedule will not be accepted.

5. Summation of the complete schedule representing all of the Work shall equal the

Contract Price.

180318 01 29 00 - 2

6. An Excel spreadsheet schedule shall be submitted.

E. Lump Sum Work:

1. Reflect specified cash and contingency allowances and alternatives, as applicable.

3. Breakdown by Divisions 02 through 49 with appropriate subdivision of each specification for facility and activity of the project.

1.03 MEASUREMENT OF QUANTITIES

A. Work completed under the Contract shall be measured according to the standards of weights and measures recognized by the U.S. Bureau of Standards.

B. The method of measurement and computations to be used in determination of quantities of material furnished and of work performed under the Contract will be those methods generally recognized as conforming to good engineering practice.

C. Measurement for area computations will be made on the surface. Pay measurements for area computations will not exceed the neat dimensions indicated on the Contract

Drawings, unless otherwise ordered in writing by the Construction Manager or Engineer.

D. Structures will be measured according to neat lines indicated on the Contract Drawings or as altered to fit field conditions. No payment will be made for length, width, or depth, in excess of that indicated on the Contract Drawings or specified for any construction, unless otherwise approved by the Construction Manager or Engineer in writing.

E. Items which are measured by the linear foot, such as pipe, will be measured parallel to the base or foundation upon which such items are placed.

F. In computing volumes of excavation (when part of a unit price project component), the average end area method, based on horizontal measurements, or other acceptable methods, will be used. If the excavation is incidental or part of a lump sum bid item, no additional payments will be made.

G. The term "each", when used as an item of payment, will mean complete payment for the

Work described in the payment item in the Contract Documents. The work described is not intended to be exhaustive.

H. The term "lump sum", when used as an item of payment, will mean complete payment for the Work described in the Contract Documents, including all necessary fittings and accessories, and required testing completed.

I. The term “complete in place”, means the completion of the Contract item or portions thereof as determined by the Construction Manager or Engineer including the furnishing of all materials, equipment, tools, labor, and work incident thereto, unless otherwise specified.

J. Contingent unit price items work is work not shown on the Contract Drawings and shall be performed only at the direction of the Construction Manager or Engineer.

180318 01 29 00 - 3

K. If material is shipped by rail, car weights will be accepted provided that actual weight of material only will be paid for and not minimum car weight used for assessing freight tariff, and provided further that car weights will not be acceptable for material to be passed through mixing plants.

L. Vehicles used to haul material being paid for by weight shall be weighed empty daily and at such additional times as required by Engineer. Each vehicle shall bear a plainly legible identification mark.

M. Materials that are specified for measurement by the cubic yard measured in the vehicle shall be hauled in vehicles of such type and size that actual contents may be readily and accurately determined. Unless all vehicles are of uniform capacity, each vehicle must bear a plainly legible identification mark indicating its water level capacity. Vehicles shall be loaded to at least their water level capacity. Loads hauled in vehicles not meeting above requirements or loads of a quantity less than the capacity of the vehicle, measured after being leveled off as above provided, will be subject to rejection, and no compensation will be allowed for such material.

N. Quantities Based on Profile Elevations: Existing ground profiles shown on Drawings were taken from a topographic map drawn with contour intervals of 1 foot.

O. Where measurement of quantities depends on elevation of existing ground, elevations obtained during construction will be compared with those shown on Drawings. Variations of 1 foot or less will be ignored, and profiles shown on Drawings will be used for determining quantities.

P. Pursuant to RCW 39.04.180, trench safety systems are required to meet the Washington industrial safety and health act, Chapter 49.17 RCW for any excavation exceeding 4 feet of depth and listed on the bid proposal as a separate item. Payment for 'Trench Safety

System' shall be made at the unit Contract price per linear foot of those sections of trench which are actually mechanically shored or over excavated specifically for the sole purpose of providing a safe work environment for workers. Any bid item for trench safety less than $3.00 per linear foot will be unilaterally changed to read $3.00 per linear foot, item extensions will be adjusted accordingly and be reflected in the total bid price for award purposes.

1.04 SCOPE OF PAYMENT

A. The Contractor will receive and accept compensation provided for in the Contract

Documents as full payment for furnishing materials, labor, tools, and equipment and for performing Work under the Contract in a complete and acceptable manner and for all risk, loss, damage, or expense of whatever character arising out of the nature of the
